Fear Factor: Northeast Asian Responses to China's Rise

Abstract

In 2008, India and Japan made a joint security declaration while asserting that a strategic partnership between the two countries would become an essential pillar for the future architecture of the region. This article examines whether the security declaration is a step toward building an enduring security partnership. It will consider perceptions in Japan and India of the bilateral security relationship, proposals for how to give it substance, and key issues that may impede the deepening of the relationship. This article will conclude that although there is no clear consensus as to the substance of the relationship, the relationship between India and Japan is likely to grow in coming years.

Catalyzing a World Dream Two mega-economies discover common ground

China and the United States are still in a position to master their national destiny. The transnational financial markets, the fluctuations of oil, gas or food prices and the constraints of a multi-polar geopolitical order exert an impact on their economies, but do not command their policies. In a globalizing world, they act while the others react. The vital importance of their bilateral relations is obvious.     

“To not hate”: reconciliation among victims of violence and participants of the Greensboro Truth and Reconciliation Commission

The Greensboro Truth and Reconciliation Commission (GTRC) was an intervention promoting reconciliation among the victims and community affected by the 1979 Greensboro Massacre in North Carolina. An exploratory qualitative research design was used, in which in‐depth, open‐ended interviews were conducted with victims of the Greensboro Massacre who subsequently participated in the GTRC (n = 17). Findings revealed a typology of reconciliation that includes cognitive–affective, behavioral and social reconciliation. Respondents displayed different orientations in how they prioritized reconciliation with the twin goals of seeking truth and justice. The GTRC did contribute to interpersonal reconciliation, and can be a useful model of communities working to recover from violence. The cognitive–affective, behavioral and social typology of reconciliation can be used to assess other interventions aimed at promoting reconciliation. Individuals’ personal orientations towards reconciliation can also be used to explain different reactions among people to restorative justice efforts.     

Seeing War as Criminal: Peace Activist Views and Critical Criminology

A hallmark of critical criminology is its critique of the traditional definition of crime. For decades, critical scholars have proposed humanistic definitions of crime that bring state violence into the purview of academic criminology—although outside of critical criminology this is a matter of great contentiousness. This study investigates the views of those involved in peace activism, but not in any way associated with academic criminology, about the application of the term ‘crime’ to war, specifically the recent US war on Iraq. Given that there is no existing research on this subject, the article also examines how peace activists define crime generally and whether they believe those responsible for the war should be regarded as war criminals. Not surprisingly, semi‐structured interviews with 13 anti‐war activists reveal significant support for elements of critical criminological definitions of crime but an unexpected concern on the part of some that the application of the term ‘crime’ to war could be counterproductive in efforts to stop state violence. The rationales for this concern, as well as those for other issues addressed in the study, are largely presented in the interviewees’ own words.     

When Art and Commerce Collide: Colorization and the Moral Right

ABSTRACT

This article challenges the dominant framework that drives US public diplomacy initiatives and insists that, short of major structural changes, US public diplomacy lacks ethical legitimacy. Based on a review of past US public diplomacy practices, the article finds that these efforts were mainly characterized by a one-way flow of information and an emphasis on image management. Using the theories of hegemony, American exceptionalism, Orientalism, and cultural imperialism, the author lays a theoretical framework for analyzing public diplomacy. The author suggests that, for public diplomacy to move beyond propaganda, it needs to incorporate two-way communication and symmetry.     

Strategic Decision Making in Arts Organizations

Despite the growing economic and cultural importance of artistic institutions, relatively little is known about how aesthetic concerns and the demands of artistic production influence administrative roles. In this article, we investigate the strategic decision-making process in a varied sample of Canadian arts organizations, concentrating on the issues that emerge as crucial for the organization and the individuals and groups that participate in the decision-making process.     

“Half In, Half Out:” Gang Families, Gang Affiliation, and Gang Misconduct

Recently developed inmate behavior frameworks have expanded the discussion from deprivation/importation models to a life-course perspective. DeLisi and associates (International Journal of Offender Therapy and Comparative Criminology 55;1186–1207, 2011) presented the life-course importation model of inmate behavior based on a sample of state incarcerated offenders; however, their analyses were unable to distinguish indirect and direct effects of delinquent career and distal family background factors. The current study builds on the life-course importation model of inmate behavior by using path analysis to understand the direct and indirect effects of distal pre-incarceration indictors on gang-related inmate misconduct for 2,520 incarcerated youthful offenders. The findings lend support to the life-course importation model as the familial gang indicator was associated directly with individual gang affiliation, gang affiliation was associated directly with gang-related misconduct, and familial gang associations was associated indirectly with gang-related misconduct.
