Australian External Policy and the End of Britain's Empire1

The winding down of Britain's colonial empire in the 1950s and 1960s impacted upon Australian external policy in several ways. Australia had to build diplomatic capacity in order to manage relationships with numerous newly independent states. As many of these states were non-aligned in the Cold War context, Australia had to think afresh about the problems of regional security. Decolonisation also meant the transformation of the Commonwealth into a "nest of republics", a development that hastened the demise of the older sense of organic empire and, for Robert Menzies, compromised the quality of the Anglo-Australian relationship. The effect on Australia of Britain's post-colonial restrictive immigration policy compounded this process. So too did Britain's move towards Europe. In addition there were implications for Australia's policy towards the United Nations and towards its own dependent territories.     

Brave New Liberal: Percy Spender

Percy Spender's pioneering work as External Affairs Minister is often held up as a significant contribution to Liberal policy-making and Australian foreign policy more generally. A closer look at his life and thinking illuminates some of the factors behind his policy-making. Some of the more prominent, shaping factors can be organised under the headings of his overseas travels before becoming External Affairs Minister at the end of 1949; his sense that the mid-twentieth period was one in which Asia suddenly played a big role; and his determination that Australians should be proactive in their relations in their region, rather than merely reactive in foreign policy.     

Social relations and agricultural production in Nepal's Terai

The analysis of the process of surplus production, expropriation and realisation is central to the understanding of both the development process and the forces which are leading to transformation, particularly those arising from the relations of production [Frank, 1967; Laclau, 1971; Amin, 1974]. A central argument of this paper is that the details of the production relations, especially in agriculture, can vary very considerably, not only for historical reasons, but because of specific conditions in the technology of production and the conditions existing in the economy external to the actual process of production described. Institutions to control labour and property relations which best fit in with the maximisation of the expropriation of surplus value may not be those which are conventionally associated with industrial capitalism. This paper explores surplus production and expropriation in a specific situation: the production of the agricultural surplus in Nepal's Terai, in order to explain the social formations occurring within it.     

Juveniles in the rural work force of sixteenth‐century castile

Peasant children in sixteenth‐century Castile helped their families with various domestic chores and agropastoral jobs. Used as unpaid workers, they enabled the typical peasant family to diversify its activities, and often to raise its standard of living. Hired juvenile workers were also quite important in Golden Age Castile. These seemingly entered the job market because their own families lacked the resources to enable them to remain at home. The experience of active participation in productive activities served all juvenile workers, whether paid or unpaid, as a sort of apprenticeship in preparation for adult membership in the peasant community.     

Mars One: Human Subject Concerns?

Mars One is an ambitious, private plan to begin colonizing Mars using comprehensively screened volunteers who will make a one-way journey to the Red Planet. Its budget will be partially offset by broadcasting the adventure as a reality-TV program, beginning with the training of the astronauts, and ending with their settlement and, presumably, their deaths on the surface of Mars. In essence, the volunteers being sought for the Mars One project are human subjects in an experiment and ought to be treated as such under international provisions for the protection of human subjects or, at the very least, under a concern for the ethical conduct of a potentially groundbreaking project. In this article, I explore the question of whether the volunteers for Mars One are subject to standard protections for human subjects in scientific research, or to broader ethical concerns and protections for unique reasons, and whether they are being given the appropriate protections. I contend that, because of the individual and social impacts of the proposed project, and the nature and degree of risks, ethical concerns need to be addressed for this project to continue. Moreover, I recommend that an ethics committee be created to permanently oversee the project and provide guidance.     

A Pacific Sojourn: Anna Kavan and the New Zealand Connection, 1941–2

Abstract

This article examines Anna Kavan’s sojourn in New Zealand from February 1941 to November 1942 in the company of the pacifist playwright Ian Hamilton. Living in the most remote of the ex-British colonies reinforced Kavan’s ontological sense of homelessness and wish to disidentify from British society, yet the colony’s anglophone orientation offered familiarity within the strange and alien. The geography, landscapes and communities of its Pacific islands encouraged a reshaping of her imaginative engagement with otherness. Referring to Kavan’s recently published diary, ‘Five Months Further or What I Remember ab[ou]t New Zealand’, the essay argues that the New Zealand ‘experience’ encouraged her use of tropes of the Gothic and uncanny as she grappled with issues of distance, homelessness and disjunctive reality. The discussion focuses on the alternative/parallel world that New Zealand represents in stories published in I Am Lazarus (1945). It identifies experimental techniques associated with Gothic fiction by which Kavan registers the overlapping dualisms of war-torn London and idyllic rural New Zealand, and represents memory through framing devices and defamiliarizing rhetorical tropes as a distancing activity interrupting the present moment: dream sequences, irruptions into and splittings of reality, space and time reversals, doublings of self/other, disjunctive non sequiturs and ghostly mirror imaging.     

The Tradition Industry: Hofstadter and Santayana on Politics,Culture and Capitalism

Richard Hofstadter’s provocative interpretation of what he called The American Political Tradition has long interested students and scholars. Often read as a response to the crisis times of the depression 1930s and interventionist 1940s, the book’s origins are actually rooted in deeper cultural changes in the United States. This paper argues that George Santayana’s earlier essay, “The Genteel Tradition in American Philosophy” (1911), anticipated several key aspects of Hofstadter’s argument and proved to more accurately foresee the ideological course of twentieth century American politics.
