In March 2007 HM Treasury published its latest thoughts on Financial Inclusion (HM Treasury Financial inclusion: The way forward,
2007), highlighting that after 10 years of activity in this area there is still growing evidence that the market is not meeting
everyone’s needs, with significant numbers of people not able to access basic financial services such as credit. This continues
alongside media stories of further bank branch closures in some areas, branches for high income earners only in others and
the continuing controversy surrounding charges. This article will, with reference to the UK government’s financial inclusion
agenda assess whether the time has come to implement legislation mandating that UK credit institutions have regard to customers
needs when making decisions that could affect those most at risk from restricted access to financial services. These needs
can include both access to affordable credit and access to financial services, such as bank accounts. The paper will use as
a comparator the much talked about United States Community Reinvestment Act, enacted in 1977 and since amended, hailed (Barr
New York University Law Review 80:513, 2005) and criticised (Macey and Miller Virginia Law Review 78:291, 1993) in equal measures, designed to ensure that depository institutions meet the credit needs of the communities they serve,
particularly low and moderate income areas. Although not designed to tackle the perceived problems identified by the UK government,
would enactment of similar legislation do more to achieve these aims that the activities undertaken so far. The article proposes
that one way in which to improve the fight against financial exclusion is to improve the disclosure requirements of financial
institutions, forcing them, where necessary, to provide data on lending patterns in disadvantaged areas.

Most intra‐ and interorganizational decision making entails negotiations, and even naturally talented negotiators can improve with training. Executive trainings for managers and leadership programs for publicly elected officials, public managers, and nongovernmental organizations frequently include negotiation modules. These efforts, however, have yet to reach community leaders who also need to develop their negotiation skills. We propose that members of disadvantaged low‐income communities who lack educational and economic opportunities, and are less able to advocate for their own interest, need to build and strengthen their civic capacity, including their negotiation skills, to become more effective parties to decisions affecting them. While many professionals and executives have access to training, such opportunities are less accessible to the leaders of these disadvantaged communities. Although such leaders draw from their own heuristic knowledge, skills, and abilities, they could also benefit from sharpening their negotiation skills. We propose that the multidimensional understanding of their community that members accumulate through direct experience is indispensable, nontransferable to outsiders, and not teachable through in‐class activities. Leaders with the ability to leverage knowledge and assets to connect effectively to community insiders as well as to outside people, institutions, and resources, however, possess some specific inherent personality traits as well an understanding of social structures, strategies, and agency, which can be taught and learned. Such skills as how to conduct negotiations around the table and away from it and how to identify community members who can help and how to rally them are also teachable. The cases were chosen to illustrate the knowledge, skills, and abilities (KSAs) that make these leaders effective in and beyond their communities. Few studies have examined the manner in which individuals view, interact with, and manipulate others, or their ability to identify and respond to others’ emotional cues. More specifically, no research has examined the capacity of individuals high in psychopathic traits to perceive and recognize extremely fleeting emotional expressions (i.e. micro-expressions) that could allow them to infer emotional vulnerability in others. The current study examined whether psychopathic traits [measured via the Self-Report Psychopathy Scale-4 (SRP-4); Paulhus, D. L., Neumann, C. S., & Hare, R. D. (2016). Manual for the Self-Report Psychopathy Scale (4th ed.). Toronto: Multi-Health Systems] were associated with the ability to identify micro-expressions in others. Participants (N?=?132) viewed videos of 1/25th second micro-expressions and attempted to identify the displayed emotion. The results indicated that SRP scores were positively associated with a heightened ability to identify sadness micro-expressions, particularly among observers who were women. Additionally, various SRP subscales were related to emotion selection tendencies and accuracy rates, which also differed between the sexes. 相似文献

A Closer Look at Peer Discrimination,Ethnic Identity,and Psychological Well-being Among Urban Chinese American Sixth Graders 总被引:3,自引:2,他引:1
Recent research suggests that although ethnic discrimination may have negative consequences for psychological well-being among
youth of Chinese descent as it does for other ethnic groups, ethnic identity beliefs may buffer against such effects. Data
for this study were drawn from the Early Adolescent Cohort Study, an investigation of contextual influences on the social,
emotional, and academic adjustment of youth in ethnically diverse New York City middle schools. The present study sample consists
of Chinese American (n = 84) and African American (n = 119) sixth graders. Results suggest that Chinese American youths’ own positive affect toward their ethnic group (private
regard) was positively associated with higher self-esteem. In addition, the more favorably Chinese American youth perceived
that others view their group (public regard), the fewer depressive symptoms they reported. In addition, among Chinese American
youth, more favorable public regard attenuated the negative relationship between peer ethnic discrimination and depressive
symptoms. The implications of these findings are discussed in light of the commonalities among ethnic and racial minority
groups’ experiences of discrimination as well as the unique challenges that Chinese American youth face.

Objective: This study retrospectively examined the daily-level associations between youth alcohol use and dating abuse (DA) victimization and perpetration for a 6-month period. Method: Timeline Followback (TLFB) interview data were collected from 397 urban emergency department patients, ages 17 to 21 years. Patients were eligible if they reported past month alcohol use and past year dating. Generalized estimating equation (GEE) analyses estimated the likelihood of DA on a given day as a function of alcohol use or heavy use (≥4 drinks per day for women, ≥5 drinks per day for men), as compared with nonuse. Results: Approximately 52% of men and 61% of women participants reported experiencing DA victimization ≥1 times during the past 6 months, and 45% of men and 55% of women reported perpetrating DA ≥1 times. For both men and women, DA perpetration was more likely on a drinking day as opposed to a nondrinking day (ORs = 1.70 and ORs = 1.69, respectively). DA victimization was also more likely on a drinking day as opposed to a nondrinking day for both men and women (ORs = 1.23 and ORs = 1.34, respectively). DA perpetration and DA victimization were both more likely on heavy drinking days as opposed to nondrinking days (2.04 and 2.03 for men's and women's perpetration, respectively, and 1.41 and 1.43 for men's and women's victimization, respectively). Conclusions: This study found that alcohol use was associated with increased risk for same day DA perpetration and victimization, for both male and female youth. We conclude that for youth who use alcohol, alcohol use is a potential risk factor for DA victimization and perpetration. 相似文献
