Washington refuses to chart a roadmap for peace in Kashmir. Although the chances for resolving the dispute are low, the probability of failure should not inhibit the US government from pursuing a more proactive role in resolving the conflict. The United States is the “sole pole” in a unipolar international system; regarding the world's thorniest disputes, it either leads or bears the brunt of its own passivity. Leadership requires more than devising policies that are guaranteed to work; it also involves taking risks on bold initiatives that may fail, but whose unlikely success would produce greater stability in global affairs. This article examines the admittedly slim prospects for settling the Kashmir dispute and the role Washington might play in such a process. It argues that only one conflict-resolution option seems even remotely viable: a phased conversion of the existing Kashmiri Line of Control into an internationally recognized Indo-Pakistani border.  相似文献

The notion of an adaptable negotiator, who can respond to any situation he or she encounters, resonates with every negotiation expert. Unexpected things happen in negotiation, and negotiators must be able to adapt in fleet and effective ways. Dealing with the unexpected, responding “in the moment,” and adapting effectively to sudden changes — these are the skills of an improvisational artist, and they are effective skills for negotiators to learn. How can improvisational skills be taught to negotiation students so that they will be able to draw upon these skills in the heat of a negotiation or mediation? By bringing together teachers of improvisation in various disciplines, we explored how improvisation is currently applied and taught in theater, business, and psychotherapy. We then developed some ideas about ways in which teachers of negotiation might begin to incorporate improvisation as part of the negotiation lesson plan.  相似文献

We examined the additive and interactive effects of pre‐admonition suggestion and lineup instructions (biased or unbiased) on eyewitness identification rates. Participants watched a mock crime video, completed a target‐absent lineup identification, and completed a retrospective memory questionnaire. Prior to attempting an identification, participants were either exposed or not exposed to pre‐admonition suggestions and received biased or unbiased lineup instructions. The pre‐admonition suggestion indicated that it was likely that the perpetrator was in the lineup (surely, you can pick the perpetrator). The pre‐admonition suggestion increased false identification in the unbiased lineup condition. Furthermore, those who received the pre‐admonition suggestion were more certain in their identifications as well as other testimony‐relevant judgments than were those who did not receive the pre‐admonition suggestion. These results suggest that pre‐lineup suggestion can mitigate the beneficial effects of unbiased lineup instructions.  相似文献

On September 22, 2009, the U.S. Environmental Protection Agency issued its Mandatory Greenhouse Gas (GHG) Reporting Rule, which will require over 10,000 U.S. facilities to report their GHG emissions annually. The Rule generally applies to facilities that emit more than 25,000 metric tons of carbon dioxide equivalent (mtCO2e) or more per year, although some sources with lower emissions in specific sectors of the economy will also be subject. Recordkeeping and reporting requirements are significant and will warrant processes to ensure a consistent, defensible approach. The article discusses the background, purpose, and organization of the Rule; applicability, emissions accounting, reporting, recordkeeping, and emission verification; and presents a potential implementation plan.  相似文献
