Solid phase micro extraction coupled with on-column GC/ECD for the post-blast analysis of organic explosives

Gas chromatographic analysis with electron capture detection is very sensitive to post-blast residues and useful for the determination of organic explosive molecules. But many compounds extracted from the matrices may interfere with the explosives. Using SPME, most interfering compounds are eliminated so the identification is easier. Another advantage of the technique is a low limit of detection. In this study, four different SPME fibers were tested to analyze the most common encountered organic explosives including nitro aromatics, nitramines and nitro-esters. Different parameters were tested (desorption time, agitation, ...) and a special device has been created to optimize the agitation. Direct desorption effect of the SPME fiber on the column compared to normal split-splitless injection is shown. In this way, the degradation of the most sensitive molecules is decreased. An application to a real case is also described in this paper.     

Comparing male and female juveniles charged with homicide: child maltreatment, substance abuse, and crime details

This study examines a sample of 136 male and female juveniles charged with attempted homicide or homicide. The purpose of this study is to explore the differences between nondirect file male and female juvenile homicide offenders regarding individual, family, and crime circumstances. Findings suggest that compared to male juvenile offenders, female juvenile homicide offenders have higher rates of reported childhood abuse, more serious substance abuse, and mental health problems including suicidal ideations, depression, anxiety, anger, and irritability. Male juvenile homicide offenders reported higher rates of substance use than their female counterparts but the females had more serious substance abuse problems. Female juveniles were found to more often kill a person known to them and male homicide offenders were found to more often kill a stranger. These findings suggest strongly that male and female juvenile homicide offenders are dissimilar and require unique assessment and treatment.     

Coexistence of Subdural Hematoma and a Rare Cardiopathy in an Infant: Etiological and French Medicolegal Discussion

During legal proceedings following the unexpected death of an infant, the magistrate calls on an expert to clarify the causes of death and to decide on the course to be taken. A report was made following the death of a 7‐month‐old baby girl after recovery from cardiac arrest when investigations of the cause revealed a subdural hematoma (SDH). We discuss the interconnection of these two entities and their role in the lethal process. In this infant, two distinct lesions with medicolegal implications were simultaneously present: on the one hand histiocytoid cardiopathy, and on the other hand SDH, which could result from ill‐treatment. The case of this infant reminds us that the role of the pediatrician is to report the suspicion, whereas the role of the medical expert is to inform the magistrate as to the reality of abuse and its implication in the lethal process.     

Police and the Public

In this article two features of the theme police and the public are discussed. The first part deals with the public opinion of the police and how the police deal with the public. This is a well-documented issue, but only very generally related to 'policing'. The problem of dealing with the public arises in very similar terms in all administrations, public services and community services. The qualities expected of a 'front office' (speed, competence, confidentiality, etc.) are not peculiar to the police. On the other hand, the situation of a public policing service as an urban police force is currently very specific, has an unusual, virtually undocumented historical background and is therefore worth dealing with in much greater detail. This is done in the second part of the article. To grasp this role, one needs to consider the way in which the public police service has evolved in the last half-century. Admittedly, the situation in France has certain special features, but these are simply magnified versions of things which exist elsewhere. It may be true that the institutional background has precipitated developments in France, but that same background is present in all comparable countries.     

Sacred or Secular? ‘Memorial’, the Russian Orthodox Church,and the Contested Commemoration of Soviet Repressions

The reconstruction of the history from the late 1980s to the mid-1990s of Soviet repressions critically influenced the social formation of Gulag memory in Russia. Amongst those re-narrating the past, the ‘Memorial’ Society and the Russian Orthodox Church most actively shaped the collective memory of Soviet repressions, trying to establish multi-layered explanatory constructs of the Gulag. Their interpretations were crystallised through contemporary memorialisation acts in significant landscapes of the past. Focusing on Solovki, Ekaterinburg, Butovo and Magadan, and analysing tensions in their memorialisation processes, we discuss secular and Orthodox interpretations of the Gulag, and their impact on the memory of the Soviet repressions in contemporary Russia.     

Canada’s integration into global intelligence-sharing networks: from Gouzenko to the Montreal Olympics

The following article demonstrates how the 1945–6 Gouzenko Affair and the 1976 Montreal Olympics contributed to Canada’s integration into global intelligence-sharing networks. It also argues that the Olympics instigated a significant shift in national security priorities in Canada from communism to international terrorism. It is based on more than 2000 pages of documents released by the British government related to the Gouzenko Affair as well as over 50,000 pages of RCMP records on the security plan for the Montreal Olympics.     

Using immersive virtual reality and ecological psychology to probe into child molesters' phenomenology

Abstract

Child molesters (n=13) and sexually non-deviant subjects (n=29) were immersed with virtual characters depicting relevant sexual features while their sexual arousal and gaze behaviour were assessed to characterise their sexual preferences and intentional dynamics. Sexual arousal was measured using circumferential penile plethysmography (PPG). Gaze behaviour dynamics were derived from average gaze radial angular deviation (GRAD) and GRAD coefficient of variation (GRADCV). Results show distinct sexual arousal profiles according to sexual preferences and point towards the existence of specific gaze behaviour dynamics guided by sexual intentions. Theoretical interpretations are based on the ecological psychology of J. J. Gibson, the extended mind theory and the integrated theory of sexual offending. Theoretical underpinnings stemming from these approaches are advocated as being especially well suited to explain how virtual reality can help probing into child molesters' phenomenology as lived from the “first-person” stance.     

Zu den verfahrensrechtlichen Implikationen der Kompetenzverteilung zwischen der EG und den Mitgliedstaaten im Bereich der Au?enbeziehungen —unter besonderer Berücksichtigung des Umweltrechts—

Grundsätzlich finden in Bezug auf die Kompetenzverteilung zwischen EU und Mitgliedsstaaten für die Verhandlung völkerrechtlicher Verträge und den Erlass von „Durchführungsbestimmungen“ im Rahmen völkerrechtliche Vertragsreihe die allgemeinen Grundsätze der Kompetenzverteilung im Bereich der Außenbeziehungen Anwendung. Diese sind aber mit Blick auf die spezifische Problematik von Verhandlung und Durchführung völkerrechtliche Verträge einer Reihe von Präzisierungen zugänglich, die im Folgenden entwickelt werden. Diese Fragestellung ist allgemein im Recht der Außenbeziehungen von Bedeutung; im Umweltbereich ist sie aber wegen der Fülle völkerrechtlicher Verträge der Gemeinschaft und ihrem Charakter als i.d.R. gemischte Verträge besonders relevant.
