This article considers the accountability of ministerial advisers and their relationship with departments in the light of 'the children overboard' incident. It argues that if ministers are not going to accept responsibility for the actions of their advisers then on those occasions the advisers should be separately accountable to the parliament. The article further suggests that the department heads have a particular responsibility for ensuring the integrity of ministerial advice, and proposes steps to reinforce their capacity to fulfil that responsibility.  相似文献

The state structure in Turkey including all its branches of government (executive, legislative and judicial) at both the national and local levels has been shown to be ineffective, even irrelevant, to the ingrained demographic, social, economic and political exigencies of the country. One of the main reasons behind this is the collapse of public finance. Conventional rhetoric limiting solutions to administrative reform fails to provide a sufficiently broad enough context within which public sector reform in Turkey can be discussed. Turkey's determination to become a full member of the EU also necessitates a comprehensive and radical overhaul of the Turkish public sector with respect to efficiency and productivity. Five main strategies are proposed to assist Turkey in overcoming its state governance predicament: initiating and carrying out a state-wide reform by employing modern principles of public management; understanding and solving the problem of internal and external debts; enhancing the conditions of governance; reintroduc-ing and strengthening the principle of meritocracy in public sector and cooperating more with the EU.  相似文献

abstract This article asks whether the rising number of women in the paid labor force over the last half-century has been accompanied by a parallel trend of increased recognition of a breadwinning status for women, or if traditional role conceptions have persisted in spite of women's changed economic and social circumstances. I theorize that employer-provided benefits are a unique form of compensation that, by helping parents balance work and family, directly affect parents in their capacities as breadwinners. As such, assessing women's and men's access to these benefits over the period of women's rising labor force participation can be very revealing of the acceptance of women as breadwinners. To acquire a general picture of women's and men's access to employer-provided benefits, I compare access to benefits from 1940 to 1990 in a modal women's occupation ("professional nurses") to a modal men's occupation ("automobile mechanics and repairmen"). Through the studied time span, these occupations are the largest comparably sized women's and men's occupations that are also similar in pay level and extent of unionization. This allows me to control for pay level and unionization, important alternative explanations for women's restricted access to benefits. I hypothesize that nurses have had more restricted access to employer-provided benefits than have auto mechanics. I find a disadvantage for nurses relative to auto mechanics through most of the time period, which nonetheless diminishes and then reverses slightly at the end. Taking into consideration subtleties, as well as patterns masked in the data as presented, these findings suggest at best a rather slow rate of acceptance of a breadwinning status for women, and at worst, a continuation of traditional gender norms.  相似文献

This article discusses the incremental but increasingly assertive efforts by federal policy makers toward encouraging deregulation of the electric utility industry. Focusing on the efforts of the Federal Energy Regulatory Commission (FERC), we conclude that the federal government is involved in a sort of two‐sided experiment. On the one hand, efforts to deregulate the electric power industry attempt to establish a competitive market pose the question: Can government provide rational guidance in the formation of markets in a complex industry? On the other hand, it asks whether the democratic process can permit agencies such as FERC to impose and implement an economically rational design on a self‐interested pubic that is mostly interested in cheap, reliable power. In a sense, FERC is auditioning for a new role for regulatory agencies—as designers and overseers of markets. This is a dramatic shift from the traditional role of “regulator as policeman.” Whether regulators are up to the task remains to be seen.  相似文献

Science education in our schools is fundamentally the same today as it was fifty years ago and the scientific method has not really changed. Good science teaching is defined as the never‐ending search for evidence, for objective data, which leads to truth, and the search for truth should be at the heart of education in all subjects at all levels, and teacher training should address this objective view point. Science in our schools is watered down with derivatives such as environmental education. Steps should be taken to increase the level of science content knowledge in schools and science teacher education. Additionally, the rules of the open market should be invoked to give science teachers the latitude to offer their services as other providers of professional services do, and receive compensation greater than they would as regular full‐time teachers. These issues are discussed with implications for policy.  相似文献

Outsourcing of risk management activities is a well-established practice, involving a range of services from actuarial audits to loss control training to risk financing management to claims administration services. Surprisingly, little work has been done to examine the risks associated with outsourcing risk management activities. This article examines the outsourcing of claims management services by reviewing the research on outsourcing risks and by interviewing leading practitioners. In doing so, the authors draw some provisional observations about risks and risk costs associated with outsourcing claims management services—observations that seem generalizable to all risk management outsourcing.  相似文献

The devolution of the social safety net means that local governments must increasingly respond to the needs of their citizens, particularly those who are coming off the welfare rolls and making the transition to work. Based on our findings from a statewide, randomized experiment, this article describes how welfare reforms have affected the well-being of current and former welfare recipients. We look specifically at how those leaving welfare in Indiana are using the township trustee system, the state's general assistance program providing poor relief, to meet basic needs, as well as how the trustees have responded to welfare reform.  相似文献

In the current debate on the future European order, the European Union (EU) is often described as an "emerging federation." This article claims that federalism is not exclusively useful in deliberating about the future of the EU. Non-statecentric conceptions of federalism provide a better understanding of the current structure and functioning of the European system of multilevel governance than most theories of European integration and international relations do. We combine political and economic perspectives of federalism to analyze the "balancing act" between effective political representation and efficient policy-making in the EU. Drawing on the examples of Germany and Switzerland in particular, we argue that the increasing delegation of powers to the central EU level needs to be paralleled by strengthened patterns of fiscal federalism and an empowered representation of functional interests at the European level. Without such "rebalancing," the current legitimacy problems of the EU are likely to intensify.  相似文献
