This study attempts to ascertain how the legal a i m of rehabilitation are applied, as well as their social control consequences for a group of offenders sentenced under the Federal Youth Corrections Act (FYCA) of 1950. Discriminant function analyses were conducted on a random sample of 452 persons selected f o r a "special" FYCA rehabilitative disposition and 758 persons accorded a regular punitive disposition, to determine 1) the factors that influence the judge's choice between these two outcomes; and 2) if persons sentenced under the special rehabilitative provision spend more or less time incarcerated, relative to those given a regular disposition Our analyses indicate that age is the single discriminator of much significance in determining whether an offender is given a FYCA or regular disposition, with younger persons more likely to receive rehabilitative treatment. Little support was found for the contention that greater intrusiveness of social control inevitably results from adoption of a rehabilitative form of social control as opposed to a regular punitive disposition. The implications of these findings for the application and consequences of the FYCA are discussed.  相似文献

Policing tactics that are proactive, focused on small places or groups of people in small places, and tailor specific solutions to problems using careful analysis of local conditions seem to be effective at reducing violent crime. But which tactics are most effective when applied at hot spots remains unknown. This article documents the design and implementation of a randomized controlled field experiment to test three policing tactics applied to small, high‐crime places: 1) foot patrol, 2) problem‐oriented policing, and 3) offender‐focused policing. A total of 81 experimental places were identified from the highest violent crime areas in Philadelphia (27 areas were judged amenable to each policing tactic). Within each group of 27 areas, 20 places were randomly assigned to receive treatment and 7 places acted as controls. Offender‐focused sites experienced a 42 percent reduction in all violent crime and a 50 percent reduction in violent felonies compared with their control places. Problem‐oriented policing and foot patrol did not significantly reduce violent crime or violent felonies. Potential explanations of these findings are discussed in the contexts of dosage, implementation, and hot spot stability over time.  相似文献

Trends and year-to-year deviations in UCR and NCS data on burglary and robbery are examined for the period 1973 to 1985. We find strong correspondence between year-to-year deviations in UCR crime rates and NCS victimization rates for both crime types. The difference between the two data series lies primarily in their contrasting trends, although there is some evidence that trends in UCR and NCS crime rates have been converging in recent years. Ex post forecasts reveal that the UCR/NCS relationships estimated from the 1973–1985 data continued through 1986 and 1987. Although the UCR rates in 1986 were somewhat influenced by unusual increases in the proportion of crimes reported to the police that year, changes in crime reporting for the period as a whole have had little effect on UCR burglary and robbery rates. We conclude that, within the two serious crime types examined in this study, there is strong consistency between the alternative data sources on variations in crime rates over time.  相似文献

Juvenile courts across the country have become the leading service delivery system for youths with substance abuse problems, not by choice, but by necessity. At 10 communities around the nation, judges and project staff are in their fifth year of pioneering changes to the way the juvenile justice system helps teens in trouble with drugs, alcohol, and crime. These judges are part of Reclaiming Futures, an initiative of the Robert Wood Johnson Foundation, and they are working with local leaders to re‐invent the way law enforcement, courts, probation, detention facilities, treatment providers, families, schools, and the community work together to help troubled youths succeed. Together, they have written a guide for judges, court administrators, government entities, community leaders, and interested citizens to share the knowledge and experience they have gained from the nationwide Reclaiming Futures initiative. Their goal is to encourage and motivate others to launch similar projects in their communities, and to provide a blueprint for judges and others striving to undertake this level of collaboration.  相似文献

Gottfredson and Hirschi claim that self‐control is the only enduring personal characteristic implicated in criminal activity. Other scholars, such as Moffitt and Rowe, claim that although self‐control is important, so are neuropsychological and physiological factors. This study attempts to adjudicate between these two positions by examining the ways in which neuropsychological factors, especially those relevant to executive function, biological factors, especially those relevant to autonomic reactivity, and self‐control interrelate to distinguish between offenders and nonoffenders. Data were obtained from adolescents attending public high schools in northern California and adolescents incarcerated in the California Youth Authority. Serious juvenile offenders evince lower resting heart rate, show poorer performance on tasks that activate cognitive functions mediated by the prefrontal cortex, especially those measuring spatial working memory, and score lower on measures of self‐control. Regression analyses indicated that although variations in self‐control distinguish between the two groups, so too do neuropsychological and biological factors, a result that both supports and refutes Gottfredson and Hirschi's contention. In contrast, variation in minor delinquency among high school students is unrelated to frontal lobe functioning and heart rate, but related to variations in self‐control.  相似文献

In a recent paper published in this journal, Gottfredson and Hirschi (1986)1 argue that the concepts of criminal careers, career criminals, selective incapacitation, prevalence, and incidence, and longitudinal studies all have little value for criminology. In our view their paper misrepresents these concepts and our research on these topics. We are pleased to have the opportunity in this paper to develop these concepts more clearly and to show their relevance for criminology.  相似文献

This research analyzes comparative data on offenders, offenses, sentences, and dispositions for El Salvador, Guatemala, Honduras, Panama, Costa Rica, Nicaragua, and the United States. This paper is based upon a larger research project examining political death and homicide in El Salvador through 1984. The analysis examines the effectiveness of the Salvadoran criminal justice system before and after initiation of Its civil war.

The statistics showed that El Salvador's capacity to investigate homicides and detect murder suspects had improved over the last 10 years or so, whereas its ability and length of time to prosecute, try, sentence, and commit offenders had deteriorated over this same period. Substantial numbers of Salvadoran criminals were apprehended, arrested, tried, sentenced, and incarcerated for routine crimes of violence and property. On the other hand virtually none of the perpetrators of thousands of political murders were apprehended by the Salvadoran Government despite the increase in arrest and sentencing for routine homicides. This may be indicative of a lack of commitment by the Salvadoran Government to deal with political killings by death squads.  相似文献
