At the next general election the percentage of women elected to the smaller House of Commons risks being lower than in the current parliament, where they constitute 22 percent of all MPs. The 2008–10 Speaker's Conference identified many of the barriers faced by women and other under‐represented groups and made a series of recommendations, only some of which have been introduced. The Government favours a voluntary approach to Recommendation 24, which calls for diversity data monitoring, whilst Recommendation 25 which calls for serious consideration of legislative quotas in the absence of a significant increase in the numbers of women in 2010, appears forgotten. A second Speaker's Conference should therefore be established; the issue of women's under‐representation should be taken up above the party level—with legislative quotas introduced to address the system level failure of democratic representation at Westminster.  相似文献

This study examines the perceptions of the seriousness of offenses: first, by examining perceptions of a wide range of offenses for respondents from two very divergent cultures, the United States and the Middle East, second, by assessing the perceived severity of some 17 sanctions for respondents from these two cultures and finally, by assessing the impact of religiosity on the perceived seriousness of Crime. In addition, both the magnitude estimation and category techniques for measuring the seriousness of crime are utilized and the results from using these two techniques are compared.  相似文献

Since 1979, modern Conservatism has been torn between a traditional regard for the nation state and a powerful, internationalising, global capitalism. Increasingly, radical free marketeers in the party reject the diffuse and patriotic political economy of big government. Instead, they prefer the consumption ethic of radical supply side reform and privatisation. However, in a country in which private healthcare is expanding, in which private schools and home education are booming, and in which for every one state policeman there are now at least two private security guards, how far will this process go? When a Labour government issues a green paper highlighting the scope for the greater use of private military companies and it accepts the commodification of public space through the use of road pricing, what room is left for Conservatives who believe that 'the people should be big and the state small'?  相似文献

Interparliamentary relations do not attract much in the way of public or even academic attention. However, they are an aspect of parliamentary life in which there has been a series of experiments by select committees in the House of Commons. While one of the more prominent examples of such experimentation was the international grand committee on Big Data, Privacy and Democracy spearheaded by the Digital, Culture, Media and Sport Committee, this article will look at another example of select committee-led interparliamentary relations, namely the ‘joint inquiry’ conducted by the House of Commons Defence Committee and the Assemblée nationale’s Standing Committee on National Defence into Future Cruise and Anti-Ship Missiles in 2018. This article, written by an official involved in the inquiry, offers the first reflections on the experience of this joint inquiry, demonstrates how the model undertaken for the inquiry differed from the approaches taken by other select committees involved in interparliamentary working, and explores whether it might offer a blueprint for future joint inquiries.  相似文献

This paper reports a study investigating the experiences of people who perceived that they had suffered a health or medical care injury in Victoria, Australia. A particular focus was their experience with the process of seeking compensation. The research strategy involved a preliminary questionnaire and in-depth interviewing of the participants and, where possible, their families. We describe the type of injury reported by the participants, experiences with health care providers and lawyers and attitudes to the current system of compensation. The severity of injury sustained by these participants was often severe, involving permanent incapacity and psychological distress. We conclude that the quest for recompense is fraught with difficulties for claimants. The present system of compensation neither provides adequate financial compensation nor - even where claimants are successful - acknowledgement of the legitimacy of their claim.  相似文献

Abstract. This paper examines the politicization of gender inequality through a cross-national analysis of attitudes towards inequality between men and women. The data were obtained from national surveys in the United States, Britain, West Germany, Australia and Italy. In all of these countries, attitudes towards gender inequality were found to be associated with the 'left-right' cleavage over economic inequality and redistribution, but they were unrelated to 'new politics' issues. It was also found that attitudes towards gender inequality were more closely integrated into the left-right cleavage in those countries where there was greater awareness of gender issues, and that they had very little net impact on partisanship. Thus high levels of awareness of gender inequality are not associated with the emergence of a new cross-cutting political cleavage. It is concluded that inequality of opportunity between men and women does not constitute part of a new politics agenda, nor does it cross-cut other sources of political interests. It is more plausibly seen as a new element of the well-established left-right cleavage. Consequently, it leaves the structure of political divisions relatively intact.  相似文献

The return of a hung parliament at the 2010 general election is a serious possibility. But due to Westminster's limited recent experience of parliaments under ‘no overall control’ there is little institutional memory in Whitehall or Westminster, and even less public understanding, of what the implications would be. This article sets out to analyse the principal challenges that would be faced by government, opposition, parliament and the media in the event of a hung parliament. Drawing on experience from Canada, New Zealand and Scotland, we discuss the difficulties that may arise during the immediate government formation process and in the course of making minority or multiparty governance work on an ongoing basis. We conclude that a hung parliament need not undermine political stability or effective governance, but that all actors would need to adapt their behaviour and should therefore prepare carefully for this eventuality.  相似文献

In 1990, right after the Berlin Wall fell, NPQ published our Spring edition, titled “The New World Disorder,” about the nationalistic chaos and up‐in‐theair sensibility of that fraught new historical moment. Nearly a quarter of a century later, the regime of globalization that had supplanted the Cold War world of blocs is itself coming apart at the seams. Even Henry Kissinger these days says “the world order is crumbling.” Will this New World Disorder 2.0 revert to a system of conflicting blocs, as during the Cold War, or will we be mature enough to save the interdependence of plural identities that is the foundation of a new global civilization?
