Chinese outward foreign direct investment (FDI) has been one of the economic tools China has used to engage South America. Although Colombia has been attracting inward FDI in quantities similar to other key regional states, its macroeconomic and sectoral features and investment attraction policies positively correlate with many of the factors known to attract Chinese outward FDI (OFDI), and both the Colombia and Chinese governments are committed to increasing Chinese OFDI (COFDI) flows to Colombia, COFDI volumes to the Andean nation have yet to live up to expectations. This puzzling case highlights the need for a better understanding of the political-economic factors that drive COFDI. My case study show that Colombia’s political and economic traits have been hindering COFDI. Regarding the former, Colombia’s local politics regarding extractive activities and bidding on infrastructure projects and its close relations with the United States function to create an adverse environment for increased COFDI. With respect to the latter, the international economic environment, especially regarding commodities’ prices, has impaired Chinese investment in Colombia. Overall, Colombia’s case underscores the delicate interplay of international, national, and subnational factors on COFDI flows.
This article introduces four innovations to the literature on administrative corruption. First, it employs a neo‐patrimonialism framework by addressing measurement, identification, and endogeneity issues that beset the literature. Second, unlike cross‐country studies, it uses firms as the unit of analysis. Third, unlike the conventional literature, the article uses large‐n (n = 8,436) panel survey data of key informants in 17 countries in sub‐Saharan Africa. Finally, unlike the conventional literature, the article focuses on a particular type of corruption: the supply and demand for bribery. The authors find that the uncertainty associated with neo‐patrimonialism has a strong, positive, and significant effect on the propensity of civil servants to demand bribes in exchange for services and for firms to supply bribes in exchange for winning government contracts. The results are robust to controls on the characteristics of firms and their regulatory environments. The article concludes with implications for research and practice. 相似文献
Various infectious diseases, including COVID-19, MERS, and tuberculosis, are global public health issues. Tuberculosis, which is caused by Mycobacterium tuberculosis (MTB), is highly contagious and can be transmitted through inhalation of the bacteria. However, it has been assumed that the infectiousness of bacteria and viruses in dead bodies weakens as the time from death increases. In particular, there is little awareness of infection control measures concerning decomposed bodies or even the need for such measures. The deceased, in whom we discovered MTB 3 months following her death, was a woman in her 80s who died at home. We performed judicial autopsy, because police suspected homicide when her husband hanged himself. Obtained organs were used for microscopic examination by hematoxylin–eosin staining and Ziehl–Neelsen staining. In addition, real-time PCR and mycobacterial culture testing using Ogawa's medium were performed for the detection of MTB. We found that the MTB in the decomposed body remained viable and potentially infectious. To identify the bacterial strain further, we performed DNA-DNA hybridization and identified the strain as MTB complex. Potentially infectious live MTB survived in the dead body far longer than had been previously reported. Pathologists should consider microbial culture tests for all autopsied cases in which the decedent's medical history or macro-examination suggests possible infection, even when a long duration of time has passed since death. Given poor tax collection in Mexico –which has registered an average of 10 to 11 percent of the GDP over the last 10 years, while spending has remained around 20 percent–, fiscal reform has been a recurring issue in public debates. In this context, the vat generalization appears as a major option for the country. Nonetheless, its viability has been caught in a discussion tinged with dogmatic hues. This paper presents some important elements that should be taken into account in the debate regarding a generalization of the vat. If the argument for not generalizing this tax is based on the tax’s regressive turn, it should then be stressed that current tax structure has created a situation of greater inequality in terms of the recipients of the support. 相似文献
This paper deals with the ways in which jurists and law professors applied transnational systems of public law, in particular US constitutionalism and French droit administratif, in their approaches to the state building process in late nineteenth century Argentina. Population frequencies for the eight Y-STR loci included in the "minimal haplotype" from Y-STR Haplotype Reference Database (YHRD) plus other eight Y-STRs (DYS434, DYS435, DYS436, DYS437, DYS438, DYS439, GATA H4 and GATA A10) were obtained for a sample of 133 males from four main geographical areas in the Pyrenees (Spain): Vall D'Aran (Lérida), Cerdanya (Gerona), Alt Urgell (Lérida) and Jacetania (Huesca).
