Ethnic competition,radical Islam,and challenges to stability in the Republic of Dagestan

Previous academic work on stability in Dagestan has focused on two potential cleavages, the republic’s ethnic diversity and the challenge from radical Islamist groups. Using results from a December 2005 survey, and focusing on Dagestan’s six main ethnic groups, this paper investigates attitudes towards the dual topics of the politicization of ethnicity and the relationship between terrorism and Islamism. We find that Dagestanis maintain layered conceptions of identity, and do not attribute violence predominantly to radical Islam in the republic or the wider North Caucasus. Scholars should be aware of Rogers Brubaker’s concept of groupism in analyzing not just ethnic groups, but religious movements as well.     

Financing the peace: Evaluating World Bank post-conflict assistance programs

Does World Bank aid to countries damaged by civil conflict meet its stated goals of speeding economic recovery and reducing the risk of conflict recidivism? We contend that the Bank’s success depends on its ability to bolster and signal the credibility of politicians’ commitments to peaceful politics and tailor its programs to the post-conflict environment. In the first systematic evaluation of World Bank post-conflict assistance, we estimate selection-corrected event history models of the effect of Bank programs on recovery and recurrence using an original dataset of all World Bank programs in post-conflict environments. Among key results, we find that the Bank tends to select aid recipients according to their pre-existing probability of conflict recurrence and that, once we control for this non-random selection, the Bank has no systematic effect on either conflict recurrence or economic recovery.     

A War on Cops? The Effects of Ferguson on the Number of U.S. Police Officers Murdered in the Line of Duty

Police agencies in the U.S. are currently facing a major legitimacy crisis resulting from a spate of high-profile use of force incidents, many involving minority citizens. Recent headlines emphasize that there is now a “war on cops” and that police officers are facing increasing levels of hostility and violence fueled by a growing anti-police sentiment. In the aftermath of events in Ferguson, Missouri in August 2014, some commentators claim that the number of police officers feloniously assaulted and killed in the line of duty has increased sharply. Using time series analysis of data from the Officer Down Memorial Page, we test whether events in Ferguson were associated with an increase in the number of police officers murdered in the line of duty. Our results provide no evidence for a “Ferguson Effect” on the number of U.S. police officers murdered in the line of duty as of March 2016.     

The Renaissance of Comprehensive Planning: The Oregon Case

During the last decade, a popular pastime among planners and others has been to discredit the comprehensive plan and the process by which such plans are developed. Advocacy planning, strategic planning, policy planning, social planning, etc., were suggested alternatives to the traditional focus of planning-the comprehensive plan, The reasons for criticism were varied, but basically they boiled down to the fact that plans often ended up on shelves collecting dust. Plans failed as continuing guides to a wide variety of decisions since they were static end-state conceptions a supposedly better world. Plans and their associated regulatory devices were found inadequate to control or limit the effects of the market-plans were simply ineffective tools. So the searcH began for alternatives or modifications to the comprehensive plan.
