Age-cohort analysis of arrest rates

Logistic regressions of age-period-cohort models for city arrest rates are estimated with data from seven U.S. cities for the years 1970–1980 to study the dependence of officially designated criminality in select offense categories on age. A sensitivity analysis is carried out to determine how dependent the findings are on details of model specification.     

Time Series Analysis of Crime Rates

A methodological critique of Cantor and Land's (1985) approach to the time series analysis of the crime–unemployment relationship is developed. Error correction models for U.S. homicide and robbery rates for the years 1946–1997 are presented to illustrate procedures for analyzing nonstationary time series data. The critique is followed by a discussion of methodological problems in work by Devine et al. (1988), Smith et al. (1992), and Britt (1994, 1997) that builds on Cantor and Land's approach.     

The ‘new traditionalist’ discourse of Indian environmentalism

In this article we identify ‘new traditionalism’ as the discourse that dominates the historiography of the Indian environment. We challenge the new traditionalist equation of ‘forests’ and ‘nature’, their assertion that ‘traditional’ agriculture was ecologically balanced, and was practised by self‐contained communities, and their claims that women, forest dwellers and peasants were primarily the keepers of a special conservationist ethic. We next examine the new traditionalist claim that colonialism, modernity and development were exclusively responsible for the degradation of nature in India. Finally, we examine the new traditionalist interpretations of popular politics around environmental issues, specifically the Chipko movement. We make explicit the assumptions and political implications of new traditionalism and provide an alternative reading of Indian environmental history and politics.     

Is the Department of Homeland Security an Intelligence Agency?

The Department of Homeland Security (DHS) applies a variation of the intelligence cycle – the process of planning, collecting, processing, analysis, and dissemination of information characteristic of intelligence agencies – to mitigate the risk of terrorist attack and respond to national security breaches. The intelligence cycle helps DHS encourage voluntary security measures, serve its customers, and avoid economic disruption, but the Department's program setbacks and failures illustrate the difficulty of applying the intelligence model to the needs of homeland security. The Department's particular means of producing intelligence and information challenge the conventional conception and definitions of the intelligence cycle.     

Local government fiscal reform: principles and options for the future

U.S. local governments in the 1980s were under increasing fiscal stress. The fiscal outlook is not particularly bright because of projected rapid growth of certain expenditures and the slow growth of most local revenue sources. Potentially major changes in fiscal responsibilities at the federal and state levels may call for local government fiscal reform in the future. This article uses a case study of Broome County, New York, to illustrate the difficulties local governments face and then suggests a series of revenue reforms that can enhance equity, efficiency, revenue productivity, and administrative simplicity.
