Is the Department of Homeland Security an Intelligence Agency?

The Department of Homeland Security (DHS) applies a variation of the intelligence cycle – the process of planning, collecting, processing, analysis, and dissemination of information characteristic of intelligence agencies – to mitigate the risk of terrorist attack and respond to national security breaches. The intelligence cycle helps DHS encourage voluntary security measures, serve its customers, and avoid economic disruption, but the Department's program setbacks and failures illustrate the difficulty of applying the intelligence model to the needs of homeland security. The Department's particular means of producing intelligence and information challenge the conventional conception and definitions of the intelligence cycle.     

We're Still Taking X‐Rays but the Patient is Dying: What Keeps us from Intervening More Quickly in Resist‐Refuse Cases?

Professionals frequently lament the fact that the dynamics of resist‐refuse cases are often entrenched before the family receives effective intervention. Dysfunctional behavior patterns can become entrenched, with severe impairment of children's ability to function. Assessment is a critical component in the process of assisting families, but can come to so dominate the process that the situation is unrecoverable once the assessment is completed and meaningful interventions begin. The authors will describe commonly encountered obstacles to early intervention in resist‐refuse cases, ranging from systemic stressors to the persistence of inaccurate beliefs and information and practices that undermine accountability. Practical strategies, including a broader conceptual model, integrating assessment into intervention, encouraging lawyers and courts to take earlier action, and suggestions for future professional development will be addressed.     

Nationalism,masculinity and multicultural citizenship in Serbia*

In Rossettiren obsesioa (Rossetti's Obsession), a short and explicitly meta-literary novel published in 2000, Ramon Saizarbitoria presents a Basque writer wrestling a formidable lover: the Spanish readership. The question that Eugenia, the woman from Madrid, constantly asks the writer, “¿Qué os pasa a los vascos?” (“What's wrong with you Basques?”), encapsulates the ambiguity of the relationship which unites these two indisputably allegorical characters. The difficult interaction between the powerful Spanish literary field and the emerging Basque literary field, doomed to coexist and moved by reciprocal feelings of fascination and irritation, becomes the novel's subject matter. Is translation – and its corollary, an access to a larger literary market – a pure and neutral instrument of liberation for the writer who expresses himself in a minority language, or could it become, in certain circumstances, a threat to his autonomy?     

Using diaries to promote procedural justice in performance appraisals

One-hundred-seventeen college students performed a task on which they received a negative, neutral, or positive performance evaluation. The evaluations were made by the experimenter who (i) kept a diary documenting subjects' performance, (ii) observed their performance but did not keep a diary, or (iii) made the evaluation on no apparent basis (control). It was found that both the evaluation procedure and the evaluation outcome itself were perceived as being fairer when diaries were used as the basis for making evaluations relative to either subjects in the observation procedure group or the control group. The practical implications of these findings for performance appraisals are considered along with the implications for conceptual work on procedural justice.     

Relationship between type of trauma exposure and posttraumatic stress disorder among urban children and adolescents

This study examines the association between trauma exposure and posttraumatic stress disorder (PTSD) among 157 help-seeking children (aged 8-17). Structured clinical interviews are carried out, and linear and logistic regression analyses are conducted to examine the relationship between PTSD and type of trauma exposure controlling for age, gender, and ethnicity. Confrontation with traumatic news, witnessing domestic violence, physical abuse, and sexual abuse are each significantly associated with PTSD. Witnessing a crime, being the victim of a crime, and exposure to accidents, fire, or disaster are not associated with PTSD. These findings underscore the association between interpersonal violence and childhood PTSD.     

Siting the Death Penalty Internationally

We examine sources of variation in possession and use of the death penalty using data drawn from 193 nations in order to test theories of punishment. We find the death penalty to be rooted in a country's legal and political systems, and to be influenced by its religious traditions. A country's level of economic development, its educational attainment, and its religious composition shape its political institutions and practices, indirectly affecting its use of the death penalty. The article concludes by discussing likely future trends.     

Political Dimensions of the Israeli Settlements Issue: Historic Opportunities and Challenges

There is a danger inherent in devoting a panel to a discussion of the political aspects of the Israeli settlements issue: in attempting to discuss everything, we could have ended up talking about nothing because many practitioners and scholars view the settlements as primarily a political project. The multidisciplinary nature of this conference reflected our belief that the settlement issue is deeper and wider than "simply politics." Yet, we were not free from the challenge of focusing a panel on the political aspects of the settlements in a way that makes a real contribution.
