Given the increasing number of prisoners serving life sentences in England and Wales, and the increasing average length of these sentences, it is surprising that so little attention has been paid to the experiences and effects of such sanctions. This article describes how prisoners serving very long sentences from an early age adapt over time to their circumstances. In particular, it focuses on the transition between the early and subsequent stages of such sentences, specifically, the ways that these prisoners adapt to the sentence, manage time, come to terms with their offense, shift their conception of control, make their sentence constructive, and find wider meaning in and from their predicament. Our argument is that most prisoners demonstrate a shift from a form of agency that is reactive to one that is productive, as they learn to “swim with”, rather than against, the tide of their situation. 相似文献

Recent work has noted the supposedly ‘exceptional’ constitutional authority of sub-national legislatures in Mexico to introduce legislative initiatives into the national congress. Rather than a mechanism unique to Mexico, however, this debate article notes other states’ constitutions with similar provisions, drawing on data from the Comparative Constitutions Project, as well as a new dataset on lawmaking in the Russian Federation. Communication apps can be an important source of evidence in a forensic investigation (e.g., in the investigation of a drug trafficking or terrorism case where the communications apps were used by the accused persons during the transactions or planning activities). This study presents the first evidence‐based forensic taxonomy of Windows Phone communication apps, using an existing two‐dimensional Android forensic taxonomy as a baseline. Specifically, 30 Windows Phone communication apps, including Instant Messaging (IM) and Voice over IP (VoIP) apps, are examined. Artifacts extracted using physical acquisition are analyzed, and seven digital evidence objects of forensic interest are identified, namely: Call Log, Chats, Contacts, Locations, Installed Applications, SMSs and User Accounts. Using individual data from a large-scale Dutch crime victimization survey, we are able to expand the analysis of the effect of police on crime to crimes types that do not easily find their way into police statistics, and to public disorder and victim precaution. To address heterogeneity and simultaneity in the relation between police and crime, we model the police funding formula – used to distribute police resources across municipalities – to identify the endogenous variation in police levels. We use the remaining variation in police levels to identify the effect of police. We find significantly negative effects of higher police levels on property and violent crime, public disorder, and victim precaution. The effect on victim precaution is a hitherto largely ignored benefit of higher police levels not reflected in lower rates of crime and public disorder. 相似文献

Democratic Advantage (DA) arguments explicitly and implicitly assume that democracies have more transparent public debt, enhancing sovereign creditworthiness. This study questions the assumed link between transparent public debt practices and democracy in developing countries. It finds that such practices, which are crucial for investors, (a) do not depend on democratic governance and (b) largely erase the effect that DA variables regime type, rule of law, and property rights have on creditworthiness. In other words, transparent public debt and democracy should not be assumed to go together, and transparent debt practices affect creditworthiness more than DA variables. The findings identify public debt transparency as a statistical and theoretical confounder for current iterations of the DA thesis, which must be addressed to better understand the relationship between democratic governance and sovereign creditworthiness. The policy implication is to not assume that transparent public debt practices are only available to democracies. 相似文献

What are the analytical benefits of using the security vocabulary when addressing issues of human well-being? And to what extent can a security framing of these issues be useful in the normative and political sense – that is, when making judgements about existing policies and when formulating and implementing alternative ones? This article uses the case of food security to engage with these questions. It argues for a shift away from conceptual fine-tuning of what food security should mean and towards an appreciation of how security functions as a political modality. Whilst acknowledging that this modality can work to encourage international conflict, enable governmental control and empower global capitalism, the idea that security has an inherent logic which denies progressive politics is refuted. Drawing on the idea of emancipation in critical security studies, and applying it to empirical examples from contemporary Brazil, it is shown how food security can help expedite action to address harm and vulnerability, reinforce the public sphere and widen the scope of social concern. 相似文献
