Die Rückkehr des befehlenden Staates? Muster und Ursachen der Veränderung staatlicher Handlungsformen in der deutschen Abfallpolitik

During the last 15 years, a shift in the relationship between state and society has been identified that can be characterized by an overall “retreat of the state”. The increasing use of co-operative policy instruments that do both, supplement and replace traditional authoritative measures, is one of the relevant manifestations of this change. However, most recent developments in German environmental policy in general and product-related waste management policy in particular reveal that this is all but an unambiguous tendency. After years of predominantly co-operative policy-approaches, there seems to be a revival of the authoritative state. The article analyses the patterns of change and presents reasons. In doing so, it challenges the popular functionalist hypothesis assuming that co-operative approaches arise from the functional needs of modern policy problems. Quite the contrary, the article draws on institutional factors — the European law in particular — and on party politics for explaining the identified change.     

Church attendance,meaningfulness of religion,and depressive symptomatology among adolescents

Self-administered questionnaires were completed by 451 adolescents at a public high school in Texas during the spring semester 1989. The instrument used contained the Beck Depression Inventory (BDI) and items to determine participants' gender, frequency of church attendance, and meaningfulness of one's religion. Based on social support research and the writings of Carl Jung and Viktor Frankl, it was predicted that those who attended church frequently and those who viewed their religions as providing meaning for their lives would have lower BDI scores than their classmates. The findings supported these predictions. Implications and a discussion of the results are included.Received Ed.D. in educational psychology from University of Illinois. Evaluating fair trade as a development project: methodological considerations

This article identifies the need for an appropriate methodology for evaluating Fair Trade, given that most evaluations to date have been in-house or commissioned reviews and hence have not followed a consistent approach. Focusing on the development aspects of Fair Trade, the article reviews a range of impact evaluation methods and presents a detailed methodology for analysing Fair Trade. This methodology incorporates standard project evaluation criteria and is based on a wide range of proven methods for collecting and analysing data, principally qualitative but also quantitative. This framework is a modular package from which practitioners may select according to their needs and means, while still retaining an overarching logic. The article illustrates its use by reference to evaluations undertaken in Costa Rica, Ghana, Nicaragua, and Tanzania. The approach allows for a comprehensive understanding of Fair Trade programmes and enables these to be compared with conventional development projects.     

Gender equity and social capital in smallholder farmer groups in central Mozambique

This case study from Búzi district, Mozambique investigated whether gender equality, in terms of male and female participation in groups, leads to gender equity in sharing of benefits from the social capital created through the group. Exploring the complex connection between gender, groups, and social capital, we found that gender equity is not necessarily achieved by guaranteeing men and women equal rights through established by-laws, or dealing with groups as a collective entity. While there were no significant differences in the investment patterns of men and women in terms of participation in group activities and contribution of communal work, access to leadership positions and benefits from social capital were unequally distributed. Compared with men, women further found it difficult to transform social relations into improved access to information, access to markets, or help in case of need.     

‘As if she was my own child’: cohabitation,community, and the English criminal courts, 1855–1900

This essay uses evidence from 217 violence cases between cohabiting couples to investigate the reaction of neighbors to irregular relationships. Ostracism was rare as long as the couples did not flaunt their status, for a number of reasons. First, working-class families lived in tenements and row housing that promoted cooperation for survival. Second, women preferred to live near their kin, and families were less disapproving, as they knew the reason for the cohabitation. Third, neighbors often stepped in to fulfill familial roles if kin were absent, encouraging both sisterly and motherly bonds in particular. Fourth, both men and women intervened, though in different ways. Men's participation was especially facilitated by their use of public houses, which was a liminal space that permitted freer discussion of men's personal lives. Fourth, neighborhood values delineated the ‘blame’ for problem families carefully; both men and women could face disapproval for flouting gender norms. Overall, neighbors parsed the reasons for cohabitation, the harm done by the couple to others, and whether the couple was disruptive in other ways before accepting or rejecting cohabitants in their midst. Indeed, drunkenness and violence was more of a problem than sexual nonconformity in most of these cases.
