Mary Wollstonecraft on Politics and Friendship

How, exactly, might friendship be relevant to politics? Friendship between political actors can be hypothesised to have specific effects; friendship between individuals in society can be hypothesised to have specific political outcomes; or friendship and politics can be understood to be conceptually connected. Mary Wollstonecraft makes friendship a central concept in her political theory of social justice and good government. This article analyses how politics and friendship are related in her texts, exploring her arguments that friendship in society is a condition of just government, but also suggesting that for Wollstonecraft friendship and citizenship are congruent with one another, and hence that the connection between politics and friendship is conceptual as well as causal.     

Intoxicated Consent in Rape: Bree and Juror Decision-Making

The article examines the recent Court of Appeal judgment in Bree, in which the court considered the guidance that should be given to a jury when the complainant is intoxicated at the time of an alleged rape. As well as analysing the reasoning of the court in Bree, the judgment is placed in context by examining factors, such as social attitudes, that influence juror decision-making in rape cases. It also examines the suggestion made by the court in Bree that further law reform in this area would represent 'patronising interference' in the lives of women.     

Reaching for the Philosopher's Stone: Contingent Coordination and the Military's Response to Hurricane Katrina

When Hurricane Katrina made landfall on the Mississippi Gulf Coast in August 2005, it immediately overwhelmed the abilities of local and state emergency management officials to respond to the ensuing disaster. Although the U.S. Coast Guard and some military units were on scene shortly after the passage of the storm, there seemed to be interminable delays before the military forces began to arrive in numbers to both provide humanitarian relief and secure the affected areas. This article analyzes the response of the National Guard, active-duty military, and Coast Guard forces through the lens of coordination. We find evidence of the successful use of both traditional hierarchical and network-based coordination; we also find support for Donald Kettl's idea of "contingent coordination."     

What does Brexit Tell Us about Our Understanding of European Identity?

This paper reports on a number of Eurobarometer surveys undertaken by the European Commission as a way of reflecting on Brexit and the challenges it poses to European identity. Our work with the surveys has been undertaken in the context of developing an educational game (RU EU?) which will explore European identity. European citizenship and identity have been strongly promoted by the EU but, while they appear to have been accepted at an elite level, the EU—and the UK in particular—have so far not constructed a narrative which has been supported by ‘ordinary’ citizens. Brexit has therefore exposed the failings of European elites in this regard. That said, there is some evidence that the complexities of Brexit have led to a strengthening of European identity in the other EU 27 countries.     

Employee Perceived Effect of Leadership Training: Comparing Public and Private Organizations

This study reports on the effectiveness of a year-long field experiment involving training in transformational and transactional leadership in the public and private sectors. Using before and after training assessments by employees of several hundred Danish leaders, the analysis shows that transformational leadership training is associated with increases in behaviors linked to both transformational leadership and the use of verbal rewards, but only for public sector organizations. There is no impact in private sector organizations. Transactional leadership training appears to be equally effective in stimulating the use of pecuniary rewards in both public and private organizations.     

Regulating Autonomy: An Assessment of Policy Language for Highly Automated Vehicles

Self‐driving cars (also known as driverless cars, autonomous vehicles, and highly automated vehicles [HAVs]) will change the regulatory, political, and ethical frameworks surrounding motor vehicles. At the highest levels of automation, HAVs are operated by independent machine agents, making decisions without the direct intervention of humans. The current transportation system assumes human intervention though, including legal and moral responsibilities of human operators. Has the development of these artificial intelligence (AI) and autonomous system (AS) technologies outpaced the ethical and political conversations? This paper examines discussions of HAVs, driver responsibility, and technology failure to highlight the differences between how the policy‐making institutions in the United States (Congress and the Public Administration) and technology and transportation experts are or are not speaking about responsibility in the context of autonomous systems technologies. We report findings from a big data analysis of corpus‐level documents to find that enthusiasm for HAVs has outpaced other discussions of the technology.     

From Markets to Tech: Governmental Initiatives,Solutions, and Responses to Food Insecurity

Food security, or lack thereof, is a global issue, affecting millions of people worldwide. Although it has been determined that there is enough food on the planet to feed everyone, nearly one‐third suffer from some form of malnutrition. The purpose of this paper is to bring awareness to this global crisis. The introduction defines food security and food deserts, supported by global and U.S. statistics. Next, the paper discusses the federal and regional initiatives within the U.S. to eliminate food insecurity, including federal laws and individual state laws. The paper highlights the “Right to Farm” initiative promulgated by New York state, as well as the Farmers' Market of Troy, New York, as attempts to combat food insecurity. The paper then discusses another large metropolitan area in the U.S., Seattle, Washington, and its response to food insecurity: Seattle's “Farm‐To‐Table Initiative” and “Fresh Bucks” program. Next, the discussion turns to advancing technology and its ability to bridge gaps in food accessibility. For example, Sweden has implemented an unstaffed twenty‐four‐hour grocery store using technology to complete the transactions. Smiliar solutions are being tested in communities in China. Furthermore, Amazon GO, launched in 2016 in Seattle, Washington, is one of the most recent innovations, allowing shoppers to use an Amazon account to track their purchases. The paper concludes by calling on the more economically influential countries to prioritize food security in their respective nations.
