International technology- based joint ventures are proliferating despite their inherent complexity and high risk of failure. US firms continue to employ international joint ventures as a vehicle for collaborative research and development (R & D); foreign investors prefer the joint venture for investing in the emerging market economies of Eastern Europe. Tipping the balance in favor of successful joint ventures requires a strategic approach from the very advent of entering into an international R&D arrangement: an approach in which clear objectives are set and alternative ways to reach these objectives are systematically evaluated. Several frameworks are presented that clarify and facilitate the decisionmaking process during the initial phases of considering a joint venture in which project objectives are developed, alternative R&D arrangements are evaluated, and potential partners are identified and eventually selected. 相似文献
Models of expressive voting postulate that voters will`consume' ideological stances on issues by voting for them,even when they are against the voter's own narrow selfinterest, if the probability of being a decisive voter is low.When a voter is unlikely to sway the outcome, the odds that avoter will incur any real personal cost (a higher tax burden,for example) from her own expressive vote is small. The social security system insures both children and adults who are disabled. Over the years, the Social Security Administration and the courts have developed a number of tests to determine whether a child is eligible to receive social security benefits. In 1997, as part of its attempt to reform welfare, Congress laid out a new, arguably more restrictive standard that must be met before a child can be deemed "disabled." The essay starts with his time at the University of Chicago in the mid-1950s, and gives most attention to his contributions to public choice. Especial attention is paid to his Bureaucracy and Representative Government, which opened vast territory for subsequent analytical exploration. A good deal of attention is also paid to his Autocratic, Democratic, and Optimal Government because this work both conveys his interest in comparative constitutional analysis and is useful for illustrating the strengths and weaknesses of his approach to this material. 相似文献
The 1986 Freedom of Information Act amendments were passed as a last-minute rider to Reagan-era War on Drugs legislation. The three pieces – a broad restructuring of Exemption 7, the law enforcement exemption; the addition of exclusions for law enforcement and intelligence requests; and introduction of a new fee structure – have had a lasting impact on FOIA implementation and contribute to the contemporary inability to affect police transparency. Review of the 1986 FOIA amendments’ legislative history documents the White House’s determination to loosen law enforcement oversight and congressional appeals to exaggerated fears of illicit drug users. The study considers the effect on judicial interpretation of Exemption 7, exploring decisions before and after the amendments, while also analyzing FOIA use and implementation patterns through a dataset of annual reports from 1975 until present. The analysis reveals a sharp increase in Exemption 7 claims and “no records” responses, both attributable to the 1986 FOIA amendments. 相似文献
As COVID-19 rapidly spread across the globe, every government in the world has been forced to enact policies to slow the spread of the virus. While leaders often claim responses are based on the best available advice from scientists and public health experts, recent policy diffusion research suggests that countries are emulating the COVID-19 policies of their neighbors instead of responding to domestic conditions. Political and geographic considerations play a role in determining which countries imitate one another, but even among countries that are politically or geographically distant, nationalist regimes seem to favor certain approaches towards the pandemic. We investigate why this is the case by examining whether countries that embrace a nationalist ideology are more likely to emulate the COVID-19 policies of similarly nationalist regimes. We demonstrate that, even after controlling for domestic circumstances and linguistic, trade, geographic, and political connections, nationalist countries are emulating each other’s responses. These results are robust and shed light not only on new mechanisms of policy diffusion but also on the growing international cooperation of nationalist regimes and leaders.
