This article examines a development initiative spearheaded by the members of a transnational diaspora – the creation of a medical hospital in the holy city of Touba in central Senegal. Although the construction of the hospital is decidedly a philanthropic project, H?pital Matlaboul Fawzaini is better understood as part of the larger place-making project of the Muridiyya and the pursuit of symbolic capital by a particular Mouride "dahira". The "dahira's" project illuminates important processes of forging global connections and transnational localities, and underscores the importance of understanding the complex motivations behind diaspora development. The hospital's history reveals the delicate negotiations between state actors and diaspora organizations, and the complexities of public–private partnerships for development. In a reversal of state withdrawal in the neo-liberal era, a diaspora association was able to wrest new financial commitments from the state by completing a large infrastructure project. Despite this success, we argue that these kinds of projects, which are by nature uneven and sporadic, reflect particular historical conjunctures and do not offer a panacea for the failure of state-led development.  相似文献

This article explores why some societies witnessed less political liberalization during the Third Wave of democratization than others, and importantly, the conditions under which opposition forces may refrain from pressing for political reform. Focusing on the Muslim world, it also presents a more complete understanding of when and how political Islam hinders democratization. Specifically, historical experiences with Islamists in the 1970s and institutional structures established by the 1980s created a condition of uncertainty that enabled some incumbents to thwart liberalization during the Third Wave. Incumbents exploited the fear of political Islam, convincing many secularist opponents that they were better off with the current regime than with Islamist rule. The extent to which incumbents could succeed varied, depending on whether or not Islamist movements had been allowed to mobilize openly and the extent that the regime based its legitimacy on Islam. The argument extends beyond the Muslim world. What is fundamentally at stake is not whether Islam exists as a mobilizing ideology, but whether democratically-minded opponents believe that non-democratic opposition groups exist that would potentially subvert a democratic opening.  相似文献

Childhood experiences can have long-term effects. Research shows that children who undergo adverse childhood experiences (ACE) often have negative health and mental health outcomes later in life. Children of adolescent parents with high ACE Scores are at greater risk of ACE. As such, an intergenerational approach to preventing ACE is proposed in this article, addressing the needs of both the adolescent parent and their children. A review of the literature indicates that a public health perspective can guide the development of a prevention model aimed at reducing the effects of ACE. The current article proposes a universal, multifaceted, and interdisciplinary prevention science model that has two targets: adolescent parents and their children. Schools and early childhood programs can be mobilized to offer community prevention strategies across realms to include the individual, community, provider, coalitions/networks, organizational practices, and policy/legislation.  相似文献

This study assessed the importance of sex, race/ethnicity, and geographic context for incidents of school-associated student homicides between July 1, 1994 and June 30, 1999, covering 5 academic years. Using data from the Centers for Disease Control and Prevention School Associated Violent Deaths Study (n = 125 incidents), we compared percentages and medians of victim, offender, motive, and school characteristics for incidents by geographic context and race/ethnicity of the offenders. Most incidents involved urban areas (53.6%), Black and Latino offenders and victims, moderately high youth poverty, and male on male violence (77.6%) driven by disputes and gang-related motives. Suburban area incidents (31.2%) often involved offenders and victims of a different race/ethnicity (51.3%). Multiple victims and White offenders were more common in rural areas (15.2%). More than 50% of the rural incidents involved male offenders and female victims. White offender incidents more often included multiple victims and female victims while Black and Latino offenders more often included single victims of the same sex. These results emphasize the utility of an incident-based analysis of school-associated student homicides in highlighting important variations by intersections of sex, race/ethnicity, and geographic context.  相似文献

Two experiments explore the effect of law enforcement officers’ communication errors and their response strategies on a suspect’s trust in the officer; established rapport and hostility; and, the amount and quality of information shared. Students were questioned online by an exam board member about exam fraud (Nstudy1 ?=?188) or by a police negotiator after they had stolen money and barricaded themselves (Nstudy2 ?=?184). Unknown to participants, the online utterances of the law enforcement officer were pre-programmed to randomly assign them to a condition in a 2(Error: factual, judgment)?×?3(Response: contradict, apologize, accept) factorial design, or to control where no error was made. Our findings show that making (judgment) errors seem more detrimental for affective trust and rapport in a suspect interview, while no such effects appeared in a crisis negotiation. Notably, we found a positive effect of errors, as more information was being shared. The ultimate effect of the error was dependent on the response: accept was effective in re-establishing rapport and decreasing hostility, while contradict threatens it. Accept seems more effective for the willingness to provide information in a suspect interview, while apologize seems more effective for affective trust and rapport in a crisis negotiation.  相似文献

The Organization of Scientific Area Committees defines threshold of identification as the minimum concentration of ignitable liquid identifiable from gas chromatographic‐mass spectrometry data using accepted pattern identification criteria. We propose a method for determining this threshold for gasoline based on base peak to qualifier ratios of six compounds. The ion ratios were established for each compound in the neat gasoline. These ratios were then compared to those obtained for gasoline and 98% weathered gasoline both spiked onto burnt nylon carpet at 20 ppt down 0.50 ppt, and recovered from the carpet using headspace extraction (ASTM 1412). Identification was confirmed if the compounds’ ion ratios fell within ±25% of that in the neat sample. We found that ion ratios for all samples were acceptable for six compounds at 1.60 and 0.80 ppt for extracted neat and extracted 98% weathered gasoline, respectively, illustrating potential for incorporating into Quality Assurance Programs.  相似文献

The Multilateral Environmental Agreements (MEAs) concluded during the past decades have established complex interlinkages between the institutions established by MEAs and institutions such as UNEP, UNDP and the World Bank and the funds administered by the Bank, in particular the GEF. Questions regarding the effectiveness and legitimacy of this system of global environmental governance have arisen both in practice and in research. This essay explores the manner in which these questions have arisen, how they have been addressed in recent research and provides the context for the subsequent contributions to this special issue. This study investigated ethnic as well as gender and generational similarities and differences in the life goals among graduating high-school seniors. Adolescents came from six ethnic groups: White, African, Mexican, Other Latino, Filipino, and East/Southeast Asian Americans. Their self-articulated medium-range life goals were grouped into 8 major categories such as occupational, educational, familial, and material goals. Group differences in various aspects of future plans, such as priorities given to different life goals, time frame of attainment, and perceived controllability over their attainment, were also examined. Hypothesized group differences based on current social realities and small-scale qualitative studies on ethnic minorities were not found; there were very few ethnic, gender, and generational differences in adolescents’ life goals. All groups reported a higher priority for, earlier expected attainment of, and more control over their medium-range educational and occupational goals than their family-related and material goals. Further, long-term educational and occupational aspirations were high across all groups. There were moderate ethnic differences in educational expectations and none for corresponding career expectations. Thus, current inequalities in educational and occupational attainments across ethnic groups were only partially reflected in the life goals of adolescents on the brink of graduating from high school.This study was supported by the School of Social Ecology and the Department of Psychology and Social Behavior at the University of California, Irvine; as well as the Max-Planck-Award for International Cooperation granted to Jutta Heckhausen and funded by the German Federal Ministry of Education and Research (BMBF).
