In the face of water scarcity, growing water demands, population increase, ecosystem degradation, or climate change, transboundary watercourse states inevitably have to make difficult decisions on how finite quantities of water are distributed. Such waters, and their associated ecosystem services, offer multiple benefits. Valuation and bargaining can play a key role in the sharing of these ecosystems services and their associated benefits across sovereign borders. Ecosystem services in transboundary watercourses essentially constitute a portfolio of assets. While challenging, their commodification, which creates property rights, supports trading. Such trading offers a means by which to resolve conflicts over competing uses and allows states to optimise their ‘portfolios’. However, despite this potential, adoption of appropriate treaty frameworks that might facilitate a market-based approach to the discovery and allocation of water-related ecosystem services at the transboundary level remains both a challenge and a topic worthy of further study. Drawing upon concepts in law and economics, this paper therefore seeks to advance the study of how treaty frameworks might be developed in a way that supports such a market-based approach to ecosystem services and transboundary waters. 相似文献

This paper argues that money has become the deciding factor in Nigerian politics. It has served the purposes of consolidating elite rule as well as the political exclusion of the non-elite. A discernible ‘ritual of money politics’, has enabled the power elite to remain in power, and new comers to develop the elite character. This paper concludes that money politics is at the heart of the general crisis of democracy and governance in Nigeria, and unless this is mitigated, reforms aimed at bringing about good governance and curbing other anomalies in the political system may not produce the desired results. 相似文献

Transnational Islamist networks have played a pivotal role in bringing them to conflict zones by fulfilling three functions: radicalisation through mosques, radical preachers, and the Internet; recruitment which can be conducted either physically or digitally; and identity formation that provides the radicalised recruits with a larger cause to fight for as members of an imagined global community. AbstractThe Russian intervention in Georgia's breakaway republic of South Ossetia in August 2008, Moscow's first-ever use of military force against a sovereign state in the post-cold war period, deserves a theoretical explanation. By following the tenets of Offensive Realism, this article will argue that the US–Russian competition in the South Caucasus is the main cause of the 2008 Russian–Georgian war. During the 1990s, the USA passed the buck to Turkey to contain Russian influence in the South Caucasus. In the early to mid-2000s, however, the Russian–Turkish relations were improved so rapidly that the USA opted, through NATO expansion, to step in as an offshore balancer. Following Bush administration's decision to support the Georgian candidacy for NATO membership and Georgia's ill-fated attempt to seize South Ossetia, Moscow went to war to re-establish hegemony in the South Caucasus. In this way, as the theory of Offensive Realism claims, the Kremlin believes that Russian state will enhance its chances of survival in the anarchical international system. 相似文献

Agencification reforms aimed at reducing centralised control and enhancing efficiency by creating arm's-length autonomous agencies. This paper examines the creation of District Development Authorities (DDA) in Papua New Guinea (PNG). DDAs are typical agencification reforms seeking to empower local governments with greater administrative and financial authority. Using a principal-agent framework, the experiences of the two DDAs in East New Britain, Kokopo, and Rabaul highlight some of the key challenges and strategies in implementing agencification reforms. Findings of the study revealed that the DDAs in East New Britain adapted the new system while retaining some aspects of the older system, which helped in navigating through the structural changes and the multiple principal-agent relationships. As a key component of agencification process, these DDAs have also started engaging in revenue generation activities. Such economic activities have the potential to shift the dominant principal-agent relationship from the national to the local level. 相似文献
