Intergovernmental Complexity in Nuclear Waste Disposal Policy: The Indeterminate Role of Local Government

Local governments play a critical, albeit often overlooked, role in nuclear waste disposal policymaking. The centrality of local governments in the policymaking process rests on the simple fact that impacts will be borne disproportionately by local jurisdictions hosting and immediately adjacent to waste disposal sites. This article focuses on the capacity of local jurisdictions in Southern and rural Nevada to absorb and support an undertaking as large and technically complex as the proposed high-level nuclear waste repository. The article also examines the perceptions of local government officials concerning a number of management and policy issues related to the construction and operation of the proposed waste repository.     

Direct Analyte‐Probed Nanoextraction Coupled to Nanospray Ionization–Mass Spectrometry of Drug Residues from Latent Fingerprints

Here, we present a method of extracting drug residues from fingerprints via Direct Analyte‐Probed Nanoextraction coupled to nanospray ionization–mass spectrometry (DAPNe‐NSI‐MS). This instrumental technique provides higher selectivity and lower detection limits over current methods, greatly reducing sample preparation, and does not compromise the integrity of latent fingerprints. This coupled to Raman microscopy is an advantageous supplement for location and identification of trace particles. DAPNe uses a nanomanipulator for extraction and differing microscopies for localization of chemicals of interest. A capillary tip with solvent of choice is placed in a nanopositioner. The surface to be analyzed is placed under a microscope, and a particle of interest is located. Using a pressure injector, the solvent is injected onto the surface where it dissolves the analyte, and then extracted back into the capillary tip. The solution is then directly analyzed via NSI‐MS. Analyses of caffeine, cocaine, crystal methamphetamine, and ecstasy have been performed successfully.     

Correlates of formal and informal social/crime control in China: An exploratory study

There are two major ways for a society to control its members, formal and informal. A major goal of both forms of control is to curb criminal behavior. Formal criminal justice control uses the law and official government agencies (e.g., police, courts, and corrections) to ensure compliance. Informal criminal justice control uses morals and social institutions (e.g., family, peers, and neighbors). China has a long history of using informal criminal justice controls. Nevertheless, there has been a movement during the past several decades towards use of formal criminal justice controls. This study examined the level of agreement with both forms of control and the correlates of each form using a survey of Chinese college students. Findings from multivariate analysis indicated that those who held a Confucian belief in law and punishment, those who had a higher distrust of strangers, and those who grew up in rural areas were more supportive of informal control, while those who were majoring in the area of law and male respondents were more supportive of formal control.
