A positive interpretation of the expansion of urban services in Latin America,with some Colombian evidence

It is argued that the contemporary phenomenon of rapid urbanisation cum rural‐urban migration with a high share of new urban jobs located in the service sector is likely to be an appropriate response to the agricultural, manufacturing, and service production functions available to the countries in question. There is at present no reason to believe it to be a less efficient process than the historical pattern in now developed countries, where production of goods provided relatively more urban employment than it does today. The nature of technological change between then and now appears to be a key factor in explaining the difference in patterns.     

Utility of a Grief Services Program for Medical Examiners' Offices

Medical examiner/coroner's (ME/C) offices investigate sudden, violent, and unexpected deaths, leaving those close to the deceased suffering traumatic loss with little in terms of support and counseling. We investigated a grief services program (GSP) at the New Mexico Office of the Medical Investigator (OMI) to better understand the needs of bereaved individuals, identify the services provided, and propose our findings as a model for others. A total of 1085 contacts occurred over 1 year, with the majority occurring at OMI (60.5%), followed by telephone (23.1%). Support was primarily provided to those suffering a loss due to homicide (28.8%) and suicide (26.1%). The roles grief counselors play in the setting of a GSP and ME/C office are multiple. Given the frequent utilization of OMI's GSP and diverse reasons for visits, it is apparent there is a need for GSPs at ME/C offices, particularly given the traumatic nature of deaths investigated by ME/Cs.     

Going Public as Political Strategy: The Bush Administration,an Echoing Press,and Passage of the Patriot Act

Research suggests that political elites excel at controlling political and media information environments, particularly in times of national crisis, such as the events and aftermath of September 11. This study examines the creation and passage of the Patriot Act, which was proposed by the Bush administration following the terrorist attacks and quickly passed with strong support by the U.S. Congress. We argue that (a) the public communications of the Bush administration, particularly those by George W. Bush and John Ashcroft, and (b) news coverage about the legislation were instrumental in this outcome. Public communications by Bush and Ashcroft and news coverage about the Act were content analyzed to identify the timing of the messages and the themes and perspectives emphasized, and congressional debates and activities were examined for insight into their relation with administration and press discourse. Findings suggest that Bush and Ashcroft's communications, in combination with a press that largely echoed the administration's messages, created an environment in which Congress faced significant pressure to pass the legislation with remarkable speed.     

A legal perspective on body implants for therapy and enhancement

This paper focuses on the regulation of body and neural implants used in healthcare. The current state of these ICT body implants is outlined, and the adequacy of the relevant legal regime regulating these implants is assessed in light of the ongoing scientific and technological advances in this field. Regulatory gaps are discussed, with a particular emphasis placed on clinical investigations with brain computer interfaces and advanced prosthetics, in order to better understand whether such gaps reduce innovation and act as an institutional barrier that diminishes the opportunities for the development of valuable technologies. Finally, the divide between therapy/treatment and enhancement/augmentation is examined in order to distinguish between the various kinds of body implants, in terms of the rules they ought to comply with and the limits that ought to be set.     

Aristotle, Hobbes and Chimpanzees

The article is an exercise in the philosophical anthropology of politics. According to Aristotle, man is a political animal but not uniquely so, whereas, according to Hobbes, politics is artificial and the preserve of humans alone. Both Aristotle and Hobbes draw upon contemporary science. The dominant relevant science today is neo-Darwinism – humans are products of evolution and genetically closely related to the other primates. The argument that chimpanzees are political, thus putatively endorsing an Aristotelian rather than a Hobbesian perspective, is scrutinised. However, at best, chimpanzees are only metaphorically political. While this conclusion may weaken the Aristotelian position, it cannot of itself vindicate the Hobbesian one. The philosophical anthropological endeavour to investigate the relation between politics and human nature still has work to do.     

An Investigation of Normal Urine with a Creatinine Concentration Under the Cutoff of 20 mg/dL for Specimen Validity Testing in a Toxicology Laboratory,

In clinical and forensic toxicology laboratories, one commonly used method for urine specimen validity testing is creatinine concentration. In this study, workplace guidelines are examined to determine their relevance to forensic and clinical toxicology samples. Specifically, it investigates the occurrence of urine creatinine concentrations under 20 mg/dL and notes potential issues with factors influencing creatinine concentration by utilizing a simple, novel method consisting of cation‐paring high‐pressure liquid chromatography in tandem with ultraviolet detection to determine the creatinine concentration in 3019 donors. Of the 4227 sample population in this study, 209 (4.94%) were below the cutoff value of 20 mg/dL for dilute urine. Because there are many factors that can influence the urinary creatinine concentration, samples that have creatinine under the 20 mg/dL cutoff do not always implicate sample adulteration.     

Trichophyton Mentagrophytes Perforates Hair of Adult Corpses in the Gaseous Period*

Abstract: Despite the substantial literature on mycology, there are still limited reports of the interaction between fungi and human hosts in the postmortem period. Thus, the main goal of this study was to investigate the in vitro perforation test using Trichophyton mentagrophytes on hair from adult corpses in the postmortem period (gaseous period). The protocol was carried out with positive (prepubescent children’s hair) and negative controls (healthy adult hair) as well. One strain of Trichophyton rubrum was also used as a negative perforation control. Perforations were found in all the hair samples from corpses and prepubescent children after 12–14 days exposure to T. mentagrophytes and were absent in the hair samples of healthy adults. Furthermore, hair perforation was not observed with T. rubrum. Our preliminary findings suggest the use of T. mentagrophytes as a potential marker of the death interval in forensic science.
