Security of tenure is discussed in this paper by contrasting conventional and recent hybrid so-called flexible employment regimes. These regimes will be analyzed in a neoinstitutional perspective—that is, within transaction cost and agency theory frameworks, including public choice considerations.We start from the premise that in a standard employment scenarioex ante hostages may not be taken and that limitedex post compensation payments are efficient. We then trace features of safeguarding employee investment in hybrid flexible regimes such as new independent contracting, franchising (and other relevantvariants of symbiotic contracting, capacity-oriented variable work time schemes, job sharing, and so on. We compare these new institutional creations in the labor market with standard regimes under the hypothesis that in an ideal scenario Pareto superior moves are feasible but that there is a systematic aberration from optimality caused by information asymmetries, search constraints (boundedness), and a lack of adaptive capacities of the regime users, particularly employees. This regime deception factor (RDF) needs theoretical and empirical scrutiny from both legal and economic perspectives.  相似文献

In a representative UK study (N = 1000) the link between distributive fairness perceptions, outcome favorability, identity, and tax compliance was researched in the context of European transfer payments. Results showed that both forms of tax compliance (i.e., individual and collective EU-tax compliance) were influenced by perceived distributive fairness judgments of EU transfer payments. Fairness itself was related to perceived outcome favorability (i.e., whether their own nation benefits from the EU in financial as well as socio-political terms). Additionally, national identifiers (i.e., people identifying with their own nation, but not with Europe) perceived EU membership as unbeneficial in financial as well as in socio-political terms and thus considered the transfer payments as less fair. Dual identifiers (i.e., people identifying with their own nation and with Europe) perceived the socio-political outcomes from EU membership as more beneficial and thus evaluated the transfer payments as fairer.  相似文献

Long-range forecasting for social systems deals with complex feedback interactions between all sectors and elements of such systems, and thus inherently implies facing the challenge of the systems approach. The latter may be characterized as an attempt to understand the self-organizing behavior of social systems and to grasp its potential dynamic implications. A survey of current approaches to forecasting attempts to discuss the state of the art and potentials for further development in this light. Many modelling approaches—in particular econometrics—are inherently restricted to mechanistic modes of behavior. Formalized man-technique interaction—for which innovative approaches have become known—may aid forecasting for adaptive modes of system behavior; computer simulation of structural models has considerable potential in this area. Finally, forecasting techniques may be applied so as to stimulate human inventive thinking. The systems approach provides the proper perspective for the meaningful use of formalized approaches to forecasting.This paper is based on a contribution to the conference on Long Term Planning and Forecasting sponsored by the International Economic Association in Moscow, December 11–16, 1972.
