REFLECTIONS ON GENERATIONAL ANALYSIS: IS THERE A SHARED POLITICAL PERSPECTIVE BETWEEN MEN AND WOMEN?

Abstract. Diachronic investigation of partisan choice and issue orientation by generational analysis is a popular method of contemporary political research. There is as well increased interest in the role played by women in politics. Yet studies of European politics have rarely explored the utility of analysis which assumes shared generational political perspectives in explaining differences in the political behaviour and orientations of men and women. This paper evaluates generational analysis as an explanation of differences in the issue orientations of British men and women during the 1970 electoral campaign.     

Judicial Waivers of Parental Consent for Abortion: Tennessee's Troubles Putting Policy into Practice*

According to the U.S. Supreme Court, minors seeking abortions are entitled to petition for relief from state‐mandated parental consent. To facilitate the actualization of this right, Tennessee included procedural mechanisms that go beyond those in effect in most states in its parental consent statute. This paper examines whether these additional mechanisms allow Tennessee to succeed where other states have failed. Our findings indicate that these mechanisms mitigate to some extent the sort of implementation failure observed in other states. However, the magnitude of this mitigation is not sufficient to establish that parental consent statutes can be implemented in accordance with Supreme Court requirements.     

THE CORRECTIONAL ORIENTATION OF PRISON WARDENS: IS THE REHABILITATIVE IDEAL SUPPORTED?*

Over the past two decades, the ideology ostensibly governing correctional policy has been transformed, it is claimed, from liberal-rehabilitative to conservative-punitive. Little empirical in formation is available, however, on whether those who manage correctional institutions—prison wardens—manifest a punitive or reformative orientation to their work Data from a national survey indicate that, while placing a prime emphasis on maintaining custody and institutional order, wardens remain supportive of rehabilitation. Levels of support for treatment, moreover, are only modestly influenced by individual, career, organizational, and contextual variables.     

Dissecting White-Collar Crime: Offense Type and Punitiveness

It is commonly asserted that the public is indifferent toward white-collar crime and hence is reluctant to “get tough” with more “respectable” criminals. However, such a contention fails to consider that there are many varieties of upperworld criminality and that the punitiveness of the public may differ markedly according to the type of offense involved. Based on a 1981 survey conducted in Galesburg, Illinois, we have attempted to investigate whether the criminal sanctions prescribed by citizens will vary when the broad category of white-collar crime is “dissected” into its component types. The data suggest that (1) there is considerable variation in punitiveness by type of offense; (2) while street crimes are generally given the harshest sentences, violent forms of white-collar illegality are accorded severe sanctions that exceed those meted out for some F.B.I, crimes; and (3) there is little support for the notion that the public responds leniently to upperworld crime.     

The Beginning of a New History

If the 20th Century was the century of physics, the 21st Century is the century of cybernetics, biology and ecology. Technological advance has both crossed new frontiers and discovered old limits. Nobel laureate Ilya Prigogine broke new ground with his understanding that nature, including its human component, seeks to establish order out of chaos by “self‐organizing,” not only according to pre‐determined laws, but through random creative choices as well that are responsible for the endless novelty and potentiality of being. The technologically‐armed purposive role of humans in the Anthropocentric Age thus takes on a new significance: “What we do today depends on our image of the future rather than the future depending on what we do today” as Prigogine puts it. “The equations of the future are written in our actions as well as in nature. Time becomes construction.” Nowhere is this truer than in the new science of genomics, which touches the soul, and in the effort to preserve the ecological balance that has enabled humanity to flourish within the narrow band of earth's livable climate. In this section we bring together leading thinkers, scientists and technologists of our age to address these issues of mankind's fate.
