Meeting the demand for skilled and experienced humanitarian workers

The humanitarian aid sector faces a growing skills shortage, at a time when it aspires to expand the scale, quality, and impact of its response to humanitarian needs. Rapid staff turnover has been identified as one of the major constraints on both staff capacity building and organisational learning. A study undertaken for Oxfam GB supports previous findings that traditional human-resource practices in the humanitarian field, with many staff employed on short-term contracts, have inhibited skills development and constrained programme and organisational learning.     

Distinguishing graduates from dropouts and dismissals: Who fails boot camp?

This study of 784 inmates in a boot camp in a southern state was designed to determine what elements from life-course theory distinguished between graduates, dropouts, and dismissals from the program in this facility. Multinomial logistic regression analysis showed that several social bonds—such as employment, income, marital status—and personal assets like self-efficacy differentiated graduates from dropouts and dismissals from that program. In contrast, selling drugs, illegal income, and carrying a weapon also were associated with graduation.Lack of self-control, drug use, and peer association differentiated dropouts from graduates, whereas history of being abused, emotional problems, and suicidal attempts distinguished dismissals from graduates. The implications of these findings for further research and current decision-making are discussed.     

Non State-wide Parties in Spain: An Attitudinal Study of Nationalism and Regionalism

The contribution of regional parties to the development of thestate of the autonomies in democratic Spain is the focus ofthis article. One of the most important features of the transformedstate is non-statewide parties (NSWPs) that have emerged asa result of diversity and expressions of regionalism. The levelof electoral strength and institutional presence, attitudinalbases of their electoral support, and perceptions of the territorialspace and representation of NSWPs are analyzed.     

Monopoly,rent-seeking,and second best theory

In the context of a simple general equilibrium model, in which there is a profit-maximizing monopolist, we show that in general the introduction of rent-seeking does not restore the first best pricing rule for the undistorted industry. This result is in direct contrast to that obtained when one assumes that the monopolist follows a full cost pricing rule with a constant markup ratio. Furthermore, it still holds even if the full cost pricing rule is profit-maximizing. We also investigate the conditions under which the first best pricing rule is reinstated for the undistorted industry.     

An exploration of incest in the childhood development of serial rapists

This paper explores the phenomenon of male incest in a sample of 41 incarcerated serial rapists. Of 31 men who reported childhood sexual abuse (penetration, exploitation, and/or witnessing), just over half were victims of incest. All incestuous experiences occurred before puberty, and the majority of the experiences were protracted in nature. When compared to nonincest victims of sexual abuse, incest victims were more likely to report parental physical abuse and to describe their childhood family structure at 16 years of age as reconstituted (step-parent present). In all cases in which the step-father was implicated in the abuse, the abuse was of the witnessing variety (i.e., the boy witnessed sexual activity that he found disturbing). Incest victims were significantly more likely than non-incest victims to re-enact sexually abusive behavior within the family. This finding suggests that clinical discoveries of sibling sexual activity should alert clinicians that other incestuous activities may be occurring or have taken place.
