The paper examines how the perceived ownership of a water resource negatively influenced local people's attitudes towards payment of potable water tariffs and exacerbated conflicts between water users and service providers in the Dalun community of the northern region of Ghana. The paper presents a case study of how community participation and endogenous approaches to conflict resolution contributed to payment of water tariffs. The findings show that the establishment of a tri-water sector partnership (TWSP), consisting of the Ghana Water Company Ltd (GWCL), private sector development practitioners, and community water boards, led to positive mediation of water tariff conflicts using the institution of chieftaincy. Alternative, endogenous conflict resolution methods combined with modern methods in a tripartite partnership showed promise as an approach to managing conflicts in water projects and in broader poverty reduction efforts.  相似文献

Abstract

This article discusses incoherence between tax and development policies, a relatively new area in the debate on policy coherence for development, using a case study of the Netherlands. Dutch business entities play a key role in tax avoidance structures of multinational corporations. We argue that the Dutch tax regime facilitates the avoidance of substantial amounts of tax revenues in developing countries when compared to the Dutch aid budget. As domestic tax revenues are an important source of financing for development, this suggests that the Dutch tax policy is incompatible with the Dutch policy on development co-operation. The lack of policy coherence is largely unintended but it has structural and political causes.  相似文献

This article draws on rich ethnographies and ethnographic fiction depicting mobile Africans and their relationships to the places and people they encounter to argue that mobility is more appropriately studied as an emotional, relational and social phenomenon as reflected in the complexities, contradictions and messiness of the everyday realities of encounters informed by physical and social mobility. The current dominant approach to studying and relating to mobile Africans is problematic. Nationals, citizens and locals in communities targeted by African mobility are instinctively expected to close ranks and fight off the influx of barbarians who do not quite belong and must be ‘exorcised’ so that ‘insiders’ do not lose out to this particular breed of ‘strangers’, ‘outsiders’ or ‘demons’, perceived to bode little but inconvenience and savagery. If and when allowed in, emphasis is on the needs, priorities and convenience of their reluctant hosts, who tend to go for the wealthy, the highly professionally skilled, the culturally bleached and Hottentot Venuses of the academy, even at the risk of accusations of capital flight and brain drain. The article demonstrates how to marry ethnography and fiction to study African mobility not only as a ‘collection of logical bones and flesh’ but also as ‘emotional beings’. It calls for conceptual flexibility and ethnographic empirical substantiation, and challenges social scientists to look beyond academic sources for ethnographies and accounts of how a deep, flexible and nuanced understanding of mobility and interconnections in Africa play out in different communities, states and regions of a world permanently on the move.  相似文献

In this article I examine the legitimacy of direct action in relation to liberal deliberative norms and global institutions (World Bank, World Trade Organization, etc.). Because the deliberative processes of these institutions are illegitimate according to the theory of deliberative politics, the activists of the movement for global justice are legitimate to confront these institutions. Moreover, confrontational action in itself may have a deliberative value for at least seven reasons: (1) initiating deliberation (agenda-setting); (2) enlarging participation; (3) enlarging representation; (4) disseminating information and arguments (publicity); (5) stimulating imagination; (6) pushing for action; (7) re-opening deliberations. Finally, social movements such as the movement for global justice may be seen themselves as deliberative arenas. Thus, those who seek to evaluate the legitimacy of direct actions need to take into consideration the deliberative nature of the process through which activists decide which means may be more efficient in order to repair defects in the official deliberative process, and promote equality, liberty, and justice.  相似文献

A survey of 539 residents of Cincinnati is used to examine the willingness to use guns in self-defense against crime. Support for using deadly force against lawbreakers is largely contingent upon the threat of physical harm. In contrast to previous research, firearm owners and non-owners do not differ in their willingness to shoot offenders or in their support for using violence for defensive purposes. Such findings question the distinctiveness of these two groups. Support for firing at criminals, however, did have a cultural component. Willingness to shoot is positively related to childhood socialization into a gun culture and to holding violent attitudes. It also is positively related to the belief that crime is rising, perceived risk of victimization, being nonwhite, and being male.  相似文献
