Knowledge Construction in Public Administration: A Discourse Analysis of Public Value

Public administration is a relatively young field with a growing academic community. Against the background of enduring discussions about theory and increasing research output and diversification within the field, the authors apply the sociology of knowledge approach to discourse that combines discourse theories and a social constructionist tradition to the exemplary case of “public value” research. The authors scrutinize 50 articles from 12 journals over 18 years to trace the development of public value as a concept in public administration research. Drawing from this exemplary case, they develop propositions and propose a framework for knowledge construction that is uniquely characterized as public administration. From the anchor points of manageability, economization, and democratic accountability, the authors develop a framework for analyzing and investigating knowledge development in other concepts such as network governance, representative bureaucracy, and coproduction.     

Short-term factors versus long-term values: Explaining the 2009 election results

This paper examines the way three types of factors influence eastern and western German voters in order to assess the similarities and differences in electoral behavior across the former East-West divide. First, to what extend does the performance of parties and the regime influence party support in the East and the West? Second, how do candidate perceptions affect party support? Third, to what degree do ideological values influence vote choice? The results suggest that even 20 years after unification, voters in the East and the West still follow a partially different logic. While candidate evaluations broadly influence party support similarly, negative performance assessments lead west German voters to support the opposition, whereas eastern Germans tend to either “exit” the electoral arena or support the Linke party. Moreover, ideological values have no affect on party choice in the West, whereas they strongly influence the choice of Die Linke in the East. Theoretically, the results reflect the different East-West experiences, illustrating that voters in newer democracies may base their party choice on a different rationale than voters in more mature democracies.     

Human rights at the “end of nature”

Nature has been employed as a moral concept across the millennia. Human rights are beholden to nature as a normative standard, as they developed within a tradition of natural law and natural rights. Should contemporary advocates of human rights continue to deploy the standard of nature at a time when both its physical and metaphysical statuses are increasingly challenged? I argue that the life sciences help us understand human rights in terms of the development of prosocial behavior in our species, and in this respect there remains an important role for nature to play in the advance of human rights. Attention to the status of nature in the modern world’s most important document of human rights, the 1948 Universal Declaration of Human Rights, illuminates the challenges associated with linking rights to the standard of nature.     

The Tanzanian Villagisation Programme: Its Impract on Household Production in Dodoma

The survival of authoritarian regimes has for a long time been associated with the availability of rents derived from oil and gas. In particular, military oil regimes have been able to withstand the challenge of domestic opposition even at difficult times because these regimes could ultimately count on oil and gas revenues. As this article demonstrates, the Qadhafi regime had been particularly adept at surviving by using oil and gas rents. But there is a limit to what these rents can explain: in 2011 however the regime fell after a brief civil war, in which external forces played a central role. The role played by the European and NATO interventions points to the limits of the oil and gas rents. The changed distribution of international resources amongst domestic Libyan actors contributed to the rebels' victory, indicating that international factors should be better incorporated into studies of both authoritarian survival and democratisation.     

A Two-Pronged Approach? Combined Leadership Styles and Innovative Behavior

This article examines the relationship between transformational, transactional, and empowering leadership and the innovative behavior of public sector employees. Instead of investigating their association individually, this article focuses on the interaction between different types of leadership. The analysis is based on a survey from one of Denmark’s largest hospitals (n = 1,647). The main result is that empowering leadership, which focuses on employee capacity, moderates the association between transformational leadership, which is directed at motivation, and innovative behavior. The findings emphasize the importance of not only focusing on a single leadership style but also understanding how they work in combination.     

How political malpractice affects trust in EU institutions

Abstract

Political misconduct is known to harm the politicians involved. Yet, we know less about how such events affect trust in political institutions. We study a real-world political malpractice affair in the European Commission, using a three-wave panel design to investigate how information about the affair influences trust in EU institutions. This enables us, first, to isolate the impact of new information on political trust, remedying endogeneity issues common in political trust research. Second, we assess which institutions are affected most (specificity) and whether effects depend upon citizens’ sophistication levels (conditionality). Finally, we assess the durability of effects over time. Our findings demonstrate that citizens obtain knowledge about EU affairs through the media, and use this knowledge in their trust evaluations. In doing so, citizens differentiate between EU and national institutions, with trust in the European Commission affected most. This suggests a sophisticated process and highlights the evaluative nature of political trust.
