In contrast to most studies addressing security sector reform (SSR) in Africa, this article queries defence reform efforts in the Democratic Republic of the Congo (DRC) from a governmentality perspective and hones in on processes of subjectification and modes of agency among members of the Armed Forces of the DRC (FARDC). Based on extensive field research in the DRC, it explores how army staff produce themselves through (and outside of) the ways in which they are ‘hailed’ into subject positions in donors’ efforts to govern. In asking how FARDC staff respond, position, and produce themselves in relation to external reform efforts and the attending governing technologies and techniques, the article contributes to the increasing – yet limited – scholarly attention to those being ‘reformed’ through SSR efforts. Ultimately, attending to the specificities of how processes of subjectification are experienced from the perspective of those who are to be reformed problematizes the simplified notions of lack of political will and commitment, obstruction and ‘spoilers’ that are so prevalent in the SSR literature, suggesting that these processes are heavily shaped by memories of colonialism and exploitation.  相似文献

Zur Analyse neuer Verhandlungssysteme der Politikformulierung hat sich seit Mitte der 1980er Jahre das Konzept der Policy‐Netzwerke herausge‐bildet. Verschiedentlich wurde diesen Netzwerkkonzepten in der Literatur vorgeworfen, dass bei dynamischen networking‐Prozessen nicht zwischen inhaltlichen und institutionell geprägten Aktivitäten unterschieden werden kann. Inwiefern sich diese These aufrecht erhalten lässt und welche Implikationen sie für die Ausdifferenzierung von grenzüberschreitenden Netzwerken birgt, ist Gegenstand des vorliegenden Beitrags. Die quantitative Netzwerkanalyse der schweizerischen Schwerverkehrspolitik im europäischen Umfeld über drei Phasen hinweg stützt die Institutionalismus‐These, wonach sich das grenzüberschreitende Netzwerk entlang der staatsrechtlich‐institutionellen Dimensionen Schweiz‐EU sowie staatlich‐parastaatlich/privat ausdifferenzierte. Die Sektorzugehörigkeit dagegen wirkte in dieser Konstellation erst innerhalb formal‐institutionell definierter Strukturen differenzierend.  相似文献

Historically, European economists, compared to their American counterpart, were more involved in public discussions of policy. In this paper it is argued that this has likely changed. The chief reasons seem to involve the European imitation of the academic ethos that is more prevalent in America. Features of this academic ethos include a more formalist orientation in graduate programs and an academic incentive system wherein professional journal publication is paramount and public discourse is relatively devalued. I suggest there is an inescapable ideological dilemma in addressing the costs and benefits of professors’ neglect of public discourse. The ideological character of academics compared with our own political sensibilities affect whether we want academics to influence public discourse or not. I use the history of academics as public intellectuals in Sweden to substantiate the change, and I use new data on Swedish social science academics to see whether those who participate in public discourse tend to have certain political and social views.

In recent decades, the introduction of market principles has transformed public service delivery into a hybrid. However, little is known about how these changes are reflected in the attitudes of private implementing agents: The hybridization literature neglects individuals, and street‐level bureaucracy research has disregarded hybridization. This article extends Hupe and Hill's ( 2007 ) accountability regimes framework to introduce the market as an additional accountability regime alongside state, profession, and society. Using a configurational approach, the article explores how public and private food safety inspectors in Switzerland perceive the multiple norms for behavior stemming from their environment. Results suggest that the plural accountabilities of for‐profit street‐level bureaucrats can increase the dilemmas involved in their work. Under certain circumstances, for‐profit street‐level bureaucrats have particular difficulties reconciling rule pressure with market incentives and client demands. The extended accountability regimes framework fruitfully captures such dilemmas and helps identify suitable governance responses.  相似文献

This paper is a reconstruction of Walter Benjamin's philosophy of language, especially as it expressed in 1916's “On Language as Such and the Language of Man”. I read Benjamin's theory as a contribution to what Charles Taylor has called the “expressivist” tradition that includes eighteenth century thinkers like J.G. Herder and J.G. Hamann. Hamann's work and his interpretation of the theological concept of condescension are of particular importance. Although Benjamin's views are often regarded as impenetrable or mystical, they are relevant to and, in part, motivated by concerns of more mainstream twentieth century philosophy of language, in particular Russell's paradox. His “metaphysics of language” understands reference or designation, central to analytic theories of meaning, as derived from a more fundamental, aesthetic meaning.  相似文献

Social equity is a pillar of public administration (PA), yet its actualization remains elusive. The path forward to closing persistent social equity gaps requires the utilization of quantitative intersectionality in PA. This article explores the literature related to quantitative intersectionality and the imperative for use in the scholarship and practices of PA. To exemplify this concept in practice, we present a case study examining Vocational Rehabilitation performance data reports. Findings illustrate how quantitative intersectionality provides an opportunity to unpack overlapping identities for people with disabilities whose individual characteristics include historically oppressed race/ethnicity and gender identities. Findings assert the imperative for using quantitative intersectionality to achieve social equity for all.  相似文献

Ex ante policy appraisals, such as Regulatory Impact Assessments (RIAs), are promoted because they are expected to inform decisionmakers and, thus, to lead to better quality regulation. Such instrumental use is not the only possible use of RIAs. Ex ante policy appraisal can affect the policy process in various ways. However, a consolidated theory on the conditions for utilization of RIAs in the policy process has yet to be developed. In order to explore these conditions, we analyze three case studies of Swiss decisionmaking processes and apply concepts from knowledge utilization literature. In conclusion, we find that policy arenas matter more than the institutional context and design of RIA procedures. In line with previous literature, political use seems to be a prevalent type of utilization. Yet we find that, under specific conditions, RIAs also provide a basis for the optimization of policy designs (instrumental use), help improve interagency relations (policy‐process use), and may change how a policy issue is understood (conceptual use).  相似文献

The article documents a panel debate held at the Kiel congress of the German Political Science Association (DVPW) in September 2009. With its Lisbon judgment passed in June 2009, the German Federal Constitutional Court delivered a groundbreaking decision on Germany’s involvement in the European integration process. The Court ruled that the German accompanying law (Begleitgesetz) violated the national constitution because it did not guarantee sufficient parliamentary involvement. Furthermore, the Court announced its intention to intensify the constitutional control of the national applicability of European legal acts (the ultra vires control and the identity control). Stephan Leibfried, Marcus Höreth, Martin Höpner, Fritz W. Scharpf and Michael Zürn discuss the judgment with respect to its implications for the further integration process, for the national and supranational capacities to act, for the democratic quality in the European multilevel system and for political-economic problems.  相似文献
