Czech politics suffers from a low durability of most of its governments, and frequent government crises. One of the products of this situation has been the phenomenon of caretaker governments. This article analyses why political elites have resorted to this solution, and discusses how this has reflected an older Czech tradition. Two cases of such governments are analysed in detail. The To?ovský government was characterised by the ability of the Czech president to advance his agenda through this government at a time when the party elites were divided. The Fischer government was characterised by the considerably higher role of parties that shaped and limited the agenda of the cabinet, and the president played a more static role.  相似文献

A flow‐injection analysis tandem mass spectrometry (FIA MSMS) method was developed for rapid quantitative analysis of 10 different inorganic and organic explosives. Performance is optimized by tailoring the ionization method (APCI/ESI), de‐clustering potentials, and collision energies for each specific analyte. In doing so, a single instrument can be used to detect urea nitrate, potassium chlorate, 2,4,6‐trinitrotoluene, 2,4,6‐trinitrophenylmethylnitramine, triacetone triperoxide, hexamethylene triperoxide diamine, pentaerythritol tetranitrate, 1,3,5‐trinitroperhydro‐1,3,5‐triazine, nitroglycerin, and octohy‐dro‐1,3,5,7‐tetranitro‐1,3,5,7‐tetrazocine with sensitivities all in the picogram per milliliter range. In conclusion, FIA APCI/ESI MSMS is a fast (<1 min/sample), sensitive (~pg/mL LOQ), and precise (intraday RSD < 10%) method for trace explosive detection that can play an important role in criminal and attributional forensics, counterterrorism, and environmental protection areas, and has the potential to augment or replace several of the existing explosive detection methods.  相似文献

The paper investigates empirically the determinants of political stability in one-party states, taking as an example socialist Yugoslavia. We assume that the number of the Party members is an indicator of the stability of the regime and perform a time series analysis for the six Yugoslav republics in the 1953–1988 period. We find that rents distributed to the population were far more important than the popularity of economic policies and perhaps even more important than repression. These findings provide strong empirical support for economic models of dictatorship based on the notion of political exchange.  相似文献

Although organized independently, both the Justice and Development Party (Adalet ve Kalk?nma Partisi, AKP) and the Gülen Movement (GM) have primarily addressed the same base and acted as mediums of upward mobility for Sunni Anatolian conservatives. Targeted by the old secular establishment, AKP and GM forged a mutually beneficial relationship in 2000s, with the former’s political office reinforcing the latter’s social and bureaucratic power and vice versa. Nevertheless, with the demise of their common enemy, this marriage of convenience gradually turned into a brutal fight, as epitomized in the abortive coup of 15 July. This profile provides a critical history of AKP and GM relations, illustrating how and why the image of Gülenists has changed in AKP’s projection from a faith-based community to a terrorist organization.  相似文献

Contemporary developments throughout the world have been marked by post-truth politics. Epitomized by a disregard for truth coupled with a reliance on emotive arguments, the term ‘post-truth politics’ has not yet been adequately reflected upon by political or social theory. This article uses Turkey’s 15 July (2016) abortive coup as an entry point to address this gap and argues that the post-truth has altered both the grammar and vocabulary of politics. The term denotes the contemporary shift from a ‘regime of truth’ to a ‘regime of common sense’, which also operates as the discursive ground of new populisms. While treating three contending narratives of 15 July – ‘kamikaze coup’, ‘staged coup’ and ‘controlled coup’ – this article focuses on the post-truth elements in the government’s narrative performance that obstructed the pursuit of truth and set the conditions for a particular interpretation of the events of 15 July.  相似文献

This article analyzes the complex and contradictory relationships between nationalism and organized violence. The author challenges the approaches that see nationalism as being inherently linked with violence and demonstrates that nationalist ideology by itself is rarely a main cause of hostile acts. The article focuses on the different forms of organized violence including wars, revolutions, terrorism, and genocide. It aims to show that the relationship between violence and nationalism cannot be properly captured by the dominant intentionalist, naturalist, and formativist perspectives. Instead the case is made that the emphasis should be given to the long-term historical processes and the relative modernity of both nationalism and organized violence. The author argues that it is very difficult to generate sustained and organized violent nationalist action. The mutation of nationalist doctrines into violent acts is generally a product of unintended structural circumstances and is characterized by its temporary nature and volatility. More specifically, this process is usually generated by the coercive bureaucratization, centrifugal ideologization, and their capacity to be embedded in the networks of microsolidarity.  相似文献

This account reviews the background to, the campaign and the result of the Slovenian EU accession referendum. The authors ascertain that the ‘yes’ campaign was outstandingly well organised and synchronised, in stark contrast to the ‘no’ campaign, which was poorly organised and came across as representative of a narrow set of interests. Irrespective of this contrast, the large victory (almost 90 per cent) of the ‘yes’ camp was unexpected (as well as the relatively low turnout of 60.4 per cent). The two most important reasons for such a high level of support for the EU in the accession referendum can be traced back to the broad consensus among the political and social elite and the reorientation of the most well-known anti-EU actors to the NATO accession referendum which was held simultaneously. For this reason, account is taken of the Slovenian NATO accession referendum, but only to the extent that it influenced the campaign and result of the EU referendum.  相似文献
