DRIVING WHILE BLACK: BIAS PROCESSES AND RACIAL DISPARITY IN POLICE STOPS*

We estimate the degree of racial disparity in police vehicular stops separately for local and state police in North Carolina in the year 2000. We introduce four mechanisms that might produce racial disparities in police stops—racial profiling, race sensitive police deployment, cognitive bias and stereotyping, and prejudice. We then model the relative odds of police vehicle stops as a function of race, driving behavior, and other demographic statuses separately by police organization type, with controls for omitted variable bias at both the driver and spatial level. We find only weak evidence of racial disparity in stops by officers of the state highway patrol but stronger evidence in those made by local police officers.     

Inventing Tradition at Gunpoint: Culture,Caciquismo and State Formation in the Región Mixe,Oaxaca (1930–1959)

This article examines the links between the creation of a post‐revolutionary Mexican culture and the maintenance of traditional forms of cacical control. Taking as a case study Luis Rodríguez, a cacique from the state of Oaxaca, it is argued that he utilised state notions of indigenismo and indigenous cultural production to assert and maintain his position as the strongman of the Mixe ethnic group. However, despite the employment of state discourses, Rodríguez’s fiefdom was never subsumed into the corporate revolutionary state. Rather, these claims of ethnic unity were used as a smokescreen to deter state intervention. As a result, Rodríguez was forced to use intimidation and violence to control pueblos outside his immediate sphere of influence during the 1940s and 1950s.     

THE CORE EXECUTIVE AND THE RESIGNATION OF MRS THATCHER

Margaret Thatcher was seen as one of the most dominant post-war Prime Ministers and yet she was forced to resign in November 1990. Most extant explanations of her fall concentrate on relatively short-term factors such as the resignation of Sir Geoffrey Howe, the Community Charge and issues surrounding the European Community. This article argues that these accounts fail to explain Mrs Thatcher's fall because they do not place her resignation within the context of prime ministerial power. The article suggests that traditional notions of prime ministerial power are flawed because they are essentiallystatic and over-simplistic. The article develops an alternative model of prime ministerial power based on the notion of power dependence. The model is then used to demonstrate that Mrs Thatcher's fall was due to her failure to recognize her dependence on cabinet colleagues.     

Defending In Defence of Politics Today

What are the threats to politics fifty years after the publication of Bernard Crick's classic In Defence of Politics? The chief danger lies in the forces of globalisation and the eclipse of the national state as the locus of political life. It is the hope of many in both Europe and the US that we might replace the basic structure of the sovereign state with a variety of postnational forms of organisation such as the UN or the EU. What are the forces behind these developments? Are we entering a world beyond politics increasingly administered by international law courts and tribunals no longer responsible to their national electorates?
