Counter‐knowledge refers to flaws in citizens' mental models arising from utilization of rumours, inappropriate knowledge structures, outdated routines or procedures. When counter‐knowledge is applied to civil servants, it may result in problems of efficiency, equity and motivation. This paper examines the relationship between counter‐knowledge and open‐mindedness to model a framework for improving city marketing and policy development. This study tested two measurement models. While the theoretical model represents the effect of counter‐knowledge on city marketing and that the latter has a negative effect on open‐mindedness, the alternative model involves that counter‐knowledge has a positive indirect impact on open‐mindedness. These relationships are examined through an empirical investigation of 203 Spanish city halls. The results show a potential positive indirect effect of counter‐knowledge on open‐mindedness through city marketing programmes. This paper clarifies the existing literature, which tries to contribute to the discussion of city marketing, and helps us to obtain meaning out of the relationship between counter‐knowledge, city marketing and open‐mindedness. This paper analyzes the influence of alternative voting technologies on electoral outcomes in multi-party systems. Using data
from a field experiment conducted during the 2005 legislative election in Argentina, we examine the role of information effects
associated with alternative voting devices on the support for the competing parties. We find that differences in the type
of information displayed and how it was presented across devices favored some parties to the detriment of others. The impact
of voting technologies was found to be larger than in two-party systems, and could lead to changes in election results. We
conclude that authorities in countries moving to adopt new voting systems should carefully take the potential partisan advantages

Schumpeterian growth theory stresses the role of structural change in long run growth. Countries which increase the share of technology-intensive sectors in their economic structures benefit more from technological learning and innovation. In addition, they are more able to respond to changes in the international markets and to compete in sectors whose demand grows at higher rates. The paper compares Brazil (and to a lesser extent the CIBS group of countries) from the point of view of the direction and intensity of structural change. It is suggested that structural change has been relatively weak in Brazil and that this has been associated with a less dynamic growth performance since the 1980s. 相似文献

Abstract: In the past several years, a number of countries have substantially reformed the administrative structures of their national museums in order to make these institutions more popular, efficient and profitable. This has led to a certain shift in the way national museums' traditional public missions are viewed. By favouring administrative decentralization and self-financing strategies, several of these reforms have also helped to shape the functions traditionally performed by museums by encouraging activities that are more likely to generate income rather than behind-the-scenes activities such as research. In light of the major administrative changes being made at national museums, this article aims to examine research as a public mission of Canada's national museums, in order to determine the impact of these reforms on the administration and regulation procedures that apply to this important yet albeit very discreet museological function. Beginning with the discussions focusing on the decentralization of heritage in the 1980s, and going through the dissolution of the National Museums of Canada Corporation in 1987 and the implementation of strategic planning systems in the 1990s, we note a gradual decrease in professional self-regulation as it applies to curators, as well as a certain decline in curators' academic autonomy in terms of their ability to control research activity initiatives. 相似文献

Injuries produced by animals are capable of leaving severe patterns and in some cases may result in the death of the attacked individual. Law enforcement authorities may come to erroneous conclusions about the source of the bites based on their awareness of animals present and similarities of the injuries to the untrained eye, with dreadful consequences. Expertise of a carnivore biologist and an odontologist that indentifies the particularities of bite marks may be useful for identifying the attacking species. We present the investigation of a fatal dog pack attack involving a 43‐year‐old man in Bell Ville (Argentina) where the evidence provided by a forensic dentist and a biologist was categorical for establishing the animal species involved. Because of the unusual characteristics of the wounds and the initial hypothesis made by local authorities of a cougar attack, habits and specific patterns of both dog pack and cougar predation on humans are discussed. 相似文献
