政府职能根本转变的判断标准和推进对策

实现政府职能向公共服务的根本转变,是党的十七届二中全会通过的《关于深化行政管理体制改革的意见》提出的明确要求。本文从政府组织结构、行政运行机制、政府财政投入、政府公共服务产出和政府法制建设等角度,首次提出了政府职能是否实现了向公共服务根本转变的判断标准和推进对策,以期促进政府职能的根本转变,推进服务型政府建设。     

北京世界城市建设与高端人才发展:实践与对策

北京建设世界城市离不开高端人才的支撑。首先需要明确世界城市建设目标与高端人才需求之间的内在关系,并分析北京高端人才发展的主要措施和存在问题。本文通过借鉴纽约、伦敦和东京三大世界城市在高端人才发展方面的有益经验,从高端人才发展的系统环境、战略目标、实施过程和绩效评价四方面,提出了优化人才系统环境、完善人才管理机制、构筑人才发展平台、加强人才制度激励等促进北京国际化高端人才发展的对策和建议。

Sir Tony Brenton, formerly British Ambassador to Moscow (2004-2008), considers in this article the Asian dimension of Russia. He considers the historical connections and importance of Asia (as opposed to Europe) in the development of Russia and the historical balance between Asian and European influence. This section pays particular attention to the development of Siberia and early encounters between Russia and China. He then examines shifting Russian attitudes towards Asia at significant moments in Russian history including the 19^th century (the Slavophile Movement), the Communist period, the post-Soviet 1990s and the current era under President Putin. The implications of the Ukraine crisis and the current relationship with China is studied. He concludes with a discussion of whether Russia is likely to see its future orientation as more towards China and Asia, and what implications Russia's deliberation about its future direction has for the western powers.     

Health care fraud and abuse data collection program: technical revisions to healthcare integrity and protection data bank data collection activities. Interim final rule with comment period

The rule makes technical changes to the Healthcare Integrity and Protection Data Bank (HIPDB) data collection reporting requirements set forth in 45 CFR part 61 by clarifying the types of personal numeric identifiers that may be reported to the data bank in connection with adverse actions. Specifically, the rule clarifies that in lieu of a Social Security Number (SSN), an individual taxpayer identification number (ITIN) may be reported to the data bank when, in those limited situations, an individual does not have an SSN.
