Public choice in a federal system

Except for the mobility constraints imposed on political decisions of lower-level governments, public choice analysts assume that the working of the political process under federalism remains the same at all levels of governments as under unitary state. This paper argues that one dimension of the political process in a federalist framework lends itself to specific economic analysis, namely the fact that, once constitutional limits break down and functions overlap, two or more levels of government compete for the same voters in the supply of services in a given territory. Viewing votes as inputs in the production of political outputs, the conventional analysis of allocation under common-property rule should shed light on the outcome of this process. The analysis shows that it is in the interest of both suppliers to seek to gain the votes in being first to implement programs. There are thus two forces operating in a typical federalist system, an expansionist one rooted in the political dynamics analysed here, and a restrictionist one based on the mobility of resources among decentralized entities. This may explain why the empirical record is rather mixed on the contribution of federalism to containing government growth. The consequences of this process are derived and possible avenues for improvement are explored.     

Sui Generis and Treaty Citizenship

This article, written from an Aboriginal perspective, explores the problematic invitation to federal citizenship in Canada for Aboriginal peoples. Its focus is on the deficits of such an offering for the constitutional rights of Aboriginal peoples, which is characterized by sui generis and treaty citizenship. Informed by Aboriginal and intercultural perspectives, the article argues that the offerings of statutory citizenship for Aboriginal peoples inverts rather than respects the constitutional relationship. It looks at how the Supreme Court of Canada has located and structured sui generis Aboriginal orders, the concepts of sui generis citizenship, treaty federalism, and constitutional supremacy as compared with the idea of federal citizenship, concluding that such 'invitations' to Canadian citizenship are inconsistent with and infringe upon the constitutional rights of Aboriginal peoples. By understanding the prismatic nature of Canadian federalism in a postcolonial context, this article aims at reconceptualizing Canadian citizenship in terms of ecological belonging, fundamental rights, and respect for human diversity and creativity.     

Airport Security, High Reliability, and the Problem of Rationality

The events of September 11, 2001, have raised troubling questions regarding the reliability and security of American commercial air travel. This article applies the concepts and logic of high–reliability organizations to airport security operations. Contemporary decision theory is built on the logic of limited or buffered rationability and is based on the study of error–tolerant organizations. The concept of high–reliability organizations is based on the study of nearly error–free operations. For commercial air travel to be highly secure, there must be very high levels of technical competence and sustained performance; regular training; structure redundancy; collegial, decentralized authority patterns; processes that reward error discovery and correction; adequate and reliable funding; high mission valence; reliable and timely information; and protection from external interference in operations. These concepts are used to inform early–stage issues being faced by both local airports and the newly established Transportation Security Administration.

Theorizing about public expenditure decision-making: (as) if wishes were horses ...

There have been several attempts to compare different approaches to modelling public expenditure decision-making. This paper is an extended comment on one such attempt: Fred Thompson and Richard Williams, A Horse Race Around a Möbius Strip: A Review and a Test of Utility Maximizing and Organizational-Process Models of Public Expenditure Decisions. In a commentary mode, we: (a) examine why tests of the sort that Thompson and Williams offer are neither definitive in choosing between models nor very useful in improving models; (b) outline a more meaningful test procedure; and (c) offer a somewhat more critical view than Thompson and Williams of the utility-maximizing approach to modelling public expenditure decisions.A comment on Fred Thompson and Richard Williams, A Horse Race Around a Möbius Strip: A Review and A Test of Utility-Maximizing and Organizational-Process Models of Public Expenditure Decisions, in this issue of Policy Sciences.     

Political information processing: Question order and context effects

Data from two independent field experiments indicate that changes in question order and context may well account for an apparently precipitous decline of interest in politics at the time of the CPS 1978 American National Election Study. Evidence from a question order experiment with the SRC/CPS feeling thermometers also suggests that such contextual artifacts may not be atypical. Indeed, because of the many changes in the content and organization of the election studies over the years, context effects represent plausible rival hypotheses for a number of inexplicable shifts and trends in the time-series. In testing these hypotheses the authors derive and validate an information-processing model of how respondents infer their political states of mind from observations of their own question-answering behavior in the survey interview. In addition, the authors illustrate the wide applicability of the model tosubstantive problems in the discipline and its implications for the survey-based paradigm in political behavior research.
