The old time budget officer has been all but wiped out—the species having been deprived of its natural habitat by the great smoke cloud that began to spread after the great cataclysm of 1974 when the Budget Act began to change all the rules. This, of course, is an overstatement. But it is clear—at least from the perspective of this old dinosaur—that the job of the budget officer has changed over the years, from what many perceived of as a master of financial magic to just another serf (or supervisor) in the bureaucratic feudal system.
This is not a polemic against the Budget Act or the changes that have taken place. The only thing constant about the budget process is change. Rather, it is a discussion of how these changes have affected budget officers over the decades that I have been involved in the budget business.  相似文献

In this paper we analyze whether social capital can emerge endogenously from a process of preference evolution. We define social capital as preferences that promote voluntary cooperation in a one-shot Prisoner’s Dilemma game. We investigate how the endogenous preferences depend on the amount of information individuals have about each other’s preferences. When there is sufficiently much information, maximal social capital emerges. In general, the level of social capital varies positively with the amount of information. Our results may add to an understanding of the factors that determine a society’s ability to generate cooperative outcomes.  相似文献

Huestis and Cone reported in [J. Anal. Toxicol. 22 (1998) 445] that serial monitoring of Delta9-THC-COOH/creatinine ratios in paired urine specimens collected at least 24h apart could differentiate new drug use from residual Delta(9)-THC-COOH excretion following acute marijuana use in a controlled setting. The best accuracy (85.4%) for predicting new marijuana use was for a Delta(9)-THC-COOH/creatinine ratio > or = 0.5 (dividing the Delta9-THC-COOH/creatinine ratio of specimen no. 2 by the specimen no. 1 ratio). In previous studies in this laboratory [J. Anal. Toxicol. 23 (1999) 531 and Forensic Sci. Int. 133 (2003) 26], urine specimens were collected from chronic marijuana users > or = 24 h or > = 48 h apart in an uncontrolled setting. Subjects with a history of chronic marijuana use were screened for cannabinoids with the EMIT II Plus cannabinoids assay (cut-off 50 ng/ml) followed by confirmation for Delta9-THC-COOH by GC-MS (cut-off 15 ng/ml). Creatinine was analyzed as an index of dilution. The objective of the present study was to evaluate whether creatinine corrected specimens could differentiate new marijuana or hashish use from the excretion of residual Delta(9)-THC-COOH in chronic marijuana users based on the Huestis 0.5 ratio. Urine specimens (N=376) were collected from 29 individuals > or = 96 h between urine collections. The mean urinary Delta9-THC-COOH concentration was 464.4 ng/ml, mean Delta9-THC-COOH/creatinine ratio (ng/(ml Delta9-THC-COOH mmoll creatinine)) was 36.8 and the overall mean Delta9-THC-COOH/creatinine ratio of specimen 2/mean Delta9-THC-COOH/creatinine ratio of specimen 1 was 1.37. The Huestis ratio calculation indicated new drug use in 83% of all sequentially paired urine specimens. The data were sub-divided into three groups (Groups A-C) based on mean Delta9-THC-COOH/creatinine values. Interindividual mean Delta9-THC-COOH/creatinine values ranged from 4.7 to 13.4 in Group A where 80% of paired specimens indicated new drug use (N=10) and 20.4-39.6 in Group B where 83.6% of paired specimens indicated new drug use (N=7). Individual mean Delta9-THC-COOH/creatinine values ranged from 44.2 to 120.2 in Group C where 84.5% of paired urine specimens indicated new marijuana use (N=12). Correcting Delta9-THC-COOH excretion for urinary dilution and comparing Delta9-THC-COOH/creatinine concentration ratios of sequentially paired specimens (collected > or = 96 h apart) may provide an objective indicator of ongoing marijuana or hashish use in this population.  相似文献

This article deals with the effects of a unique victim assistance project for victimized tourists, the Amsterdam Tourist Assistance Service (ATAS). ATAS intervention turns out to have a direct impact on victims to the extend that the negative consequences or the victims are reduced. Besides, ATAS intervention has a function on repairing Amsterdam's image that probably was damaged aftre the victimization. Governments around the world are pressed to develop innovative solutions for the wicked problems they are facing. To develop these solutions, the public innovation capacity—defined as the capacity to develop and realize new ideas for societal problems—is of crucial importance. This article builds a model of the public innovation capacity on the basis of innovation systems theory and the literature on public innovation. Five functions—mobilizing, improvising, vitalizing, balancing, and coordinating—are identified and operationalized to construct a self-assessment survey instrument for governments. This instrument in tested by using it to self-assess the public innovation capacity of a Dutch municipality. This test highlights the validity of the instrument and shows that it helps to identify weaknesses in the public innovation capacity. This measurement can form the basis for a reflection on the government organization’s public innovation capacity as a basis for interventions to improve this capacity.  相似文献

Dominance in the peer group is important for adolescents. Resource Control Theory posits that both coercive and prosocial (positively assertive) strategies are associated with dominance. Combining Resource Control Theory with Socioanalytic Theory on personality, we hypothesized that inspiring group members would be an additional effective strategy. This study examined whether the three behavioral strategies and two types of social skills (social competence and manipulation) predicted dominance (resource control and popularity). Participants were 619 Dutch adolescents (Mage?=?13.1; 47% female) in the first grade of secondary school. They completed peer reports (behavioral strategies and dominance) and self-reports (social skills). Only inspirational and coercive strategies substantially predicted dominance. Main effects of social skills emerged. Moderation between strategies and social skills was only observed for girls (e.g., coercive strategy use was associated with more popularity for girls with higher levels of social manipulation skills). This study furthered our understanding of the predictors of dominance in adolescence by including inspirational behavior and examining prosocial and antisocial skills.  相似文献

Whereas political scientists tend to make binary distinctions between sovereign states and subnational units, in recent decades the number of a third, hybrid category of federacies or non-sovereign jurisdictions has strongly increased. In this paper, we explore the benefits and downsides of non-sovereignty from the perspective of these territories’ inhabitants. We zoom in on the six islands of the Dutch Caribbean, which in 2010 experienced a profound change in their political status. Using data from two large-scale opinion surveys that we conducted in 1998 and 2015, respectively, we show that the population of the Dutch Caribbean islands maintains a highly ambiguous attitude towards the non-sovereign status. While many respondents appreciate the material benefits of the enduring link with the metropolis, there are significant emotional and ideational objections to this relationship. These findings are embedded in broader scholarly discussions about the position of decentralized and peripheral jurisdictions vis-à-vis their administrative core.  相似文献

Drawing on the particularities of Catalonia (and related cases), the general point of this contribution is to argue that Patten’s equal recognition theory is modeled upon a too-restricted set of empirical assumptions, a circumstance that might harm its value as a tool for the orientation, evaluation, and reform of public policy. What is absent in Patten’s account – or at least not properly inserted into it – are four built-in modules that we have named ‘history’, ‘democracy’, ‘international relations’, and ‘migration’. When it comes to recognition of minorities, the past matters more often than Patten is willing to accept; democracy can lead to permanent departures from equal recognition on the part of self-governing national minorities; in the recognition game, there are other relevant players than simply states and their minorities; and one of these players, namely immigrant groups, can (albeit involuntarily) distort equal recognition schemes.  相似文献
