The Global Financial Crisis of 2008 led to a substantial write‐down in the value of investments such as collateralised debt obligations (CDOs) with one class of investors being NSW Local councils.  This article analyses interviews with four different investor types (or sets) of local councils, each of which took a substantially different approach to CDO investment. This categorisation into sets was based on interviews of 28 individuals working within 14 local councils as well as commentaries on legal cases involving a class action of local councils suing Lehman Brothers Australia as well as Grange Securities over losses in their investments. This article adopts Bourdieu's Theory of Practice to describe and explain behaviour regarding decisions to invest (or not) in CDOs. Interesting themes arise regarding differing views on the appropriate role of local councils, and on the degree and form of ‘capital’ (which includes knowledge, competencies, skills, and economic resources) that a council should have before investing in sophisticated financial products. This article explores the role that field, habitus, and capital played in moderating and influencing council investment making decisions. The analysis shows that these Bourdieuian concepts can be utilised to help explain individual behaviour. This case study shows that excessive capital left in the hands of individuals may result in suboptimal decision making. Local councils may need to consider ways of implementing policies and procedures that can be used to moderate individual action.  相似文献

A searchable printing ink database was designed and validated as a tool to improve the chemical information gathered from the analysis of ink evidence. The database contains 319 samples from printing sources that represent some of the global diversity in toner, inkjet, offset, and intaglio inks. Five analytical methods were used to generate data to populate the searchable database including FTIR, SEM‐EDS, LA‐ICP‐MS, DART‐MS, and Py‐GC‐MS. The search algorithm based on partial least‐squares discriminant analysis generates a similarity “score” used for the association between similar samples. The performance of a particular analytical method to associate similar inks was found to be dependent on the ink type with LA‐ICP‐MS performing best, followed by SEM‐EDS and DART‐MS methods, while FTIR and Py‐GC‐MS were less useful in association but were still useful for classification purposes. Data fusion of data collected from two complementary methods (i.e., LA‐ICP‐MS and DART‐MS) improves the classification and association of similar inks.  相似文献

Research has shown that the occurrence of crime is based on multiple factors including a variety of geographical characteristics. Previous researchers have suggested that the environmental feature of the interstate system has an influence on crime. For this study, we test for a relationship between interstate presence and robbery at the county-level in Georgia. Additionally, we test whether or not urban/rural differences affect this relationship. Findings are consistent with previous research showing that the number of interstate exits in a county significantly increases crime; in this case the robbery rate.  相似文献

The privatization of prison services is a growing trend in the field of corrections; however, this growth has not been matched by evaluative research. This study examines the use of contract staff to supplement state intelligence investigators’ efforts to monitor outgoing offender telephone communications for evidence of illicit activity at 18 adult institutions in a Midwestern department of corrections. Percent-change models and Autoregressive Integrated Moving Average (ARIMA) modeling are used to examine aggregates of intelligence reports documenting drug, expressive, instrumental, and administrative violations. Our findings indicate that the introduction of contract services was associated with substantial increases in the number of intelligence reports filed within each of these categories. Furthermore, these results suggest that the use of privatized services that supplement rather than replace public efforts appear to be an ethical, efficient, and cost-effective alternative to comprehensive privatization.  相似文献

The rise of the hacktivist collective Anonymous and its activities have led to a number of international high profile arrests and criminal sentences. In Canada, birth cohort studies and the established age–crime curve consistently show that even in the absence of intervention the majority of offenders desist in offending as they age. We argue that criminal justice responses need to be restrained and policy makers need to consider the measureable harm of virtual protests. We anticipate that failure to do so will result in produced criminalization effects that are more reflective of a societal overreaction on the part of authorities. In conclusion, we reflect on the responses to activity akin to civil protest carried out in defense of liberty and argue contemporary trajectories will only exacerbate a civil divide between those who believe a system is corrupt and failing and those whose job it is to maintain law and order.  相似文献

Antonio Quesada (Public Choice 130:395–400, 2007) argues that a dictator has no more than two to three times the ‘average power’ of a non-dictatorial voter. If Quesada is correct, then his argument has major consequences for social choice theory; for instance, it warrants reconsidering the significance of Arrow’s Theorem. If Quesada is incorrect, however, then his position is dangerously misleading. This paper argues that Quesada is wrong. His argument depends on his own formal account of power, an account that is implausible because it disregards a basic insight common to the standard characterisations of voting power: the idea that one has power over an outcome to the extent that one is able to change that outcome. Claims about power have a counterfactual component; to assert that an individual actually has determined an outcome is also to make an assertion about what would have been the case had that individual acted differently. We can employ David Lewis’s influential account of counterfactuals to show, contra Quesada, that in a dictatorship, non-dictatorial individuals and groups cannot possibly determine a social preference. In short, Quesada is fundamentally mistaken about power, and thus also about the distribution of power in a dictatorship.  相似文献

For Tasmanians accessing Government services has traditionally required visits to various Lead Agency locations, as service delivery was fragmented and bureaucratic. The Tasmanian Government adopted a customer‐focused approach implementing ‘Service Tasmania’ a One‐Stop‐Shop service delivery concept. This paper investigates what led to the success of this public service reform and in particular what change management practices were applied during the change effort. Ten common factors of successful change have been identified in the literature; these are explored determining their relevance throughout this initiative. Data were collected with semi‐structured interviews conducted with 63 staff plus senior management. Data were analysed using a grounded theory approach and open coding was applied during the first pass through the data to reach the initial codes identifying critical terms and generic key issues. Findings confirm that several management interventions were necessary to address resistance and conflict issues and keep the government reform project on track.  相似文献
