In the utility sectors, public values such as affordability, safety, and protection of the environment, require safeguarding. In the last 15 years, most utilities have been either liberalized or privatized. In an attempt to protect public values under these new conditions, this shift has been accompanied by an emphasis on tight regulations and strict norms. These are examples of hierarchical safeguarding mechanisms. This mechanism can cause adverse effects, such as an increase in transaction costs, which diminish or even outweigh the supposed advantages of liberalization and privatization. In addition to hierarchical safeguarding, this article describes two mechanisms used to safeguard public values: network mechanisms and market mechanisms. We suggest that smart combinations of network and hierarchy on the one hand, and market and hierarchy on the other, will lead to more effective and efficient safeguarding of public values than relying on hierarchy alone.  相似文献

This paper investigates the relationship between representative democracy and governance networks at a theoretical level. It does so by offering four conjectures and their implications for theory and practice. The incompatibility conjectures rests on the primacy of politics and sees governance networks as a threat. The complementarity conjecture presents governance networks as a means of enabling greater participation in the policy process and sensitivity in programme implementation. The transitional conjecture posits a wider evolution of governance forms towards network relationships. The instrumental conjecture views governance networks as a powerful means through which dominant interests can achieve their goals. Illustrative implications for theory and practice are identified, in relation to power in the policy process, the public interest, and the role of public managers. The heuristic potential of the conjectures is demonstrated through the identification of an outline research agenda.  相似文献

The implementation of the European Union Bird and Habitat Directives in the field of water infrastructure has caused severe project disruptions in the past. The prevalence of negative experience has triggered a new approach, which aims to integrate site‐specific characteristics of ecosystem and project objectives during the development of the initial project design. This is termed integrated nature design. In this paper we advance the hypothesis that applying integrated nature design in Natura 2000 areas can increase the chances of a project being approved in case appeal is made to the courts. To test our hypothesis we have carried out a quasi‐experimental comparison of two coastal zone development projects in the Netherlands. Our analysis demonstrates that a coastal development project in a Natura 2000 area has a greater chance of success if its design integrates nature, provided that the project administration and scientific findings are favourable.  相似文献

In the current times of economic turmoil, many sectors are thought to be in need of structural reform or system overhauls, which call for political leadership, decisiveness and vision. These kinds of challenges present governments with a dilemma. On the one hand, there is a call for radical change while, on the other hand, the options available for such radical change are limited by the many interdependencies of a network society. In this article, we analyse three fundamental and structural reforms in Dutch housing. These reforms were all implemented in a world of interdependencies. The strategies applied appear to be a mixture of unilateral, hierarchical strategies and multilateral, network strategies. These hybrid strategies come in three forms: (1) a combination of hierarchical and network strategies; (2) variations/alternations over time between network strategies and hierarchical strategies; and (3) the use of one strategy in the frontstage while the other strategy is being used backstage. Greater understanding of these types of hybrids can help governments in dealing with the tension between interdependencies and the need for change.  相似文献

Are subcultural forms of crime and delinquency wholesale rejections or distorted reflections of core values of market-oriented societies? Current evidence casts doubt on the former position, while contemporary theory suggests the possibility that a culture of competition encourages hierarchic forms of self-interest, leading to the acceptance of inequality and anomic amorality and, ultimately, to group-related delinquency. Oddly, the effects of this culture of competition and hierarchic self-interest have not previously been documented empirically in sociological or criminological research, even though this step is fundamental and crucial to the argument that subcultural crime and delinquency derive from market-driven values. We analyze data from four sites in East and West Germany to identify the strands of a subterranean causal web that link core values of market society to subcultural delinquency.  相似文献

The central idea of public private partnerships (PPPs) is that added value can be achieved from greater co‐operation between public and private actors. In general, the literature speaks of PPPs in which public and private actors develop a more or less sustainable co‐operation through which they realize products, services, or policies together, share risks, and develop an organizational form to arrange this. The assumption is that a higher degree of PPP leads to more and better outcomes because public and private actors combine their knowledge and resources. One can find a wide array of organizational forms in which this co‐operation is organized and the literature pays a great deal of attention to these forms. But is this organizational form really so important, or are the intensity and type of managerial strategies more important for the outcomes? Based on a large survey of individuals involved in Dutch environmental projects, we show that although the degree of PPP correlates positively with the outcomes of projects, this correlation disappears when we include in the analysis the number of managerial strategies employed. The organizational form does not have significant impact on outcomes and the conclusion we draw is that scholars and practitioners of public private partnerships should pay greater attention to the managerial efforts necessary to develop and implement PPPs.  相似文献
