Parkinson's Law and the New Public Management? Contracting Determinants and Service‐Quality Consequences in Public Education 总被引:2,自引:0,他引:2
Why is contracting used more frequently under some circumstances than others? What is its impact on spending for core mission and on service quality? These questions are explored with data from more than 1,000 Texas school districts. The evidence for a recent three‐year period shows that contracting is negatively related to spending on school districts' central task and is not positively associated with district performance. Why, then, do districts contract? While several variables are associated with the degree of contracting, the most interesting is the relative size of a district's bureaucratic staff. Furthermore, the relationship between contracting and bureaucracy is reciprocal: Each is associated with subsequent growth in the other. The dynamic suggests an updated version of Parkinson's law. These findings indicate the need for researchers to probe the causes and consequences of contracting more thoroughly to help public managers assess this important option. 相似文献

A number of respected social critics, including the President's Science Advisory Committee (PSAC), have recommended the earlier integration of adolescents into the workplace. The PSAC Panel on Youth (1973) claims that work settings provide opportunities for developing and exercising personal responsibility, taking responsibility for the welfare of others, and establishing more extensive instrumental and social relations with nonfamilial adults. This study of naturally occurring employment among high school students examines these claims about the nature of the workplace. Drawing on interview, questionnaire, and observational data, we argue that the PSAC's expectations are somewhat optimistic. With respect to personal responsibility taking, although many adolescent workers have opportunities for self-management and report performing assigned tasks dependably, very few report going beyond the call of duty. With respect to social responsibility, workers experience only modest levels of task interdependence and centrality to a team effort; yet substantial numbers of adolescent workers feel that their work serves a socially useful purpose. Finally, with respect to intergenerational contact, the workplace fails to induce meaningful interaction with adults. Taken together, the results of this study suggest that if the workplace is to become a truly vital context for adolescent socialization, it needs to be designed more deliberately with such aims in mind.This study is part of a large-scale investigation of the cost and benefits of working to adolescent development. This paper explores ethical issues raised by quadratic voting. We compare quadratic voting to majority voting from two ethical perspectives: the perspective of utilitarianism and that of democratic theory. From a utilitarian standpoint, the comparison is ambiguous: if voter preferences are independent of wealth, then quadratic voting outperforms majority voting, but if voter preferences are polarized by wealth, then majority voting may be superior. From the standpoint of democratic theory, we argue that assessments in terms of efficiency are too narrow. Voting institutions and political institutions more generally face a legitimacy requirement. We argue that in the presence of inequalities of wealth, any vote buying mechanism, including quadratic voting, will have a difficult time meeting this requirement. 相似文献

Although the influence of government regulation on organizations is undeniable, empirical research in this field is scarce. This article investigates how the understanding of and attitudes toward government regulation among public, nonprofit, and for‐profit managers affect organizational performance, using U.S. nursing homes as the empirical setting. Findings suggest that managers’ perceptions of regulation legitimacy—views of regulation fairness, inspectors’ effectiveness, and internal utility of the mandates—positively affect service quality. Subgroup analysis suggests that managers’ views of regulation matter in nonprofit and for‐profit organizations but not in public organizations. In nonprofit homes, performance declines when managers report higher regulatory expertise—better knowledge of the regulatory standards. In for‐profit facilities, frequent communication with regulators lowers quality. These findings suggest that the regulated entities’ views of government regulation are central to their success, which necessitates improvements in the regulatory process. 相似文献

This article draws on international relations theory to attempt a reframing of the Armenian–Azerbaijani conflict in Nagorny Karabakh as an enduring rivalry (ER): a particular kind of interstate conflict known for its longevity and stability. The article begins by identifying a number of conceptual deficits circulating around this conflict, notably the notion that it is a “frozen conflict,” before introducing the ER framework and its analytical dividends for this case. Different layers of the ER between Armenia and Azerbaijan are then explored at systemic, interstate, domestic, decision-maker, and temporal levels, with a view more toward identifying directions for future research than conclusive findings. Among the article's tentative conclusions are the primacy of endogenous over exogenous factors in explaining the durability of the rivalry between Armenia and Azerbaijan, the impacts of the passage of time on the human and physical geography of the territory under dispute, and the convergence of conflict dynamics across disparate levels. 相似文献
