We examined the validity of the Referral Decision Scale (RDS), a test designed to screen for mental disorder in jail inmates, in a sample of 790 men admitted to an urban pretrial jail. Our results indicated that, in general, the RDS had excellent reliability and acceptable validity as a screening measure for serious mental disorder in jail settings, despite making a large number of false positive errors relative to both contemporaneous and subsequent assessments of mental disorder. Although the RDS is well suited for use in research, more information is needed before the test is used for clinical purposes. We discuss some potential problems with the use of the RDS in correctional systems.  相似文献

This article offers a conceptual framework that broadens and enhances our understanding of the role of 'history' in contemporary governance and the attempts by policy-makers to 'manage' critical issues. Building upon the literature on historical analogies in policy-making, we distinguish three dimensions that clarify how the past may emerge in and affect the current deliberations, choices and rhetoric of policy-makers. We apply this in a comparative examination of two cases of crisis management where historical analogies played an important part: the Swedish response to (alleged) submarine intrusions in 1982, and the European Union sanctions against Austria in 1999. We induce from the case comparison new concepts and hypotheses for understanding the role of historical analogies in public policy-making and crisis management.  相似文献

There is a significant and growing volume of research into the way in which offenders desist from crime and their resettlement and reentry into society following a custodial sentence. As is too often the case in criminological research, women are underrepresented in these areas of investigation. This research aimed to investigate how women in the last 3 months of a prison sentence plan and prepare for their release. Using data generated from qualitative interviews with women prisoners and prison staff over a 13-month period in a closed women’s prison in England, this paper will argue that women prisoners have motivation and desire to desist from crime post-release, but their attempts to plan for release are hindered by a responsibilization discourse that runs throughout the institution and by a severe lack in all forms of capital (social, cultural, economic, and symbolic). This not only results in many women being released with little support in place to help them achieve their aims of a crime-free life in the future but also highlights the problems with a prison system based on male-centered knowledge.  相似文献

The Federal Photovoltaics Utilization Program(FPUP) was established in 1978 with the belief that getting photovoltaic cells into the market was a “bootstrap problem” - one of eliminating market uncertainties through federal procurements to enable investments in improved production processes. A lack of clearly defined program objectives and expected results, however, was translated into continuing difficulties in implementation. Using the FPUP experience as an example, an alternative model of photovoltaic procurement is proposed which is simultaneously more structured (in that greater analytical control is used in selecting applications to fund) and more adaptive (in that continuous feedback is built in). A discussion of such a framework and sequential evaluation design is followed by some comments pertaining to the future of other commercialization efforts.  相似文献
