Wenn man von „Identit?t” spricht, dürfte sich im Allgemeinen das geistige Bild einer Kugel, etwas in sich Geschlossenes, einstellen. Die entsprechende „klassische” Identit?tsvorstellung ist seit dem cultural turn in eine Krise geraten, ohne dass jedoch eine befriedigende neue Vorstellung an ihre Stelle getreten w?re. Ausgehend von einer relationalen Wirklichkeitsauffassung (Cassirer, Rorty, Bourdieu) unterbreitet der vorliegende Artikel den Vorschlag, sich Identit?ten als Netzwerke von Dispositionen vorzustellen. Die Problematik wird in der Diskussion um kollektive Identit?ten sozialer Bewegungen verortet. Die Entwicklung der theoretischen Modellvorstellung nimmt ihren Ausgang bei der empirischen Untersuchung von religi?sen Bewegungen in einer Bürgerkriegssituation (Guatemala). Eine Analyse der Tiefenstruktur praktischer Operatoren der Wahrnehmung, des Urteilens und des Handelns der Akteure erlaubt die Rekonstruktion dieser Operatoren im Modell eines Netzwerks fundamentaler logischer Relationen, die den allt?glichen Wahrnehmungs-, Urteils- und Handlungsweisen zugrund liegen. Auf dieser Basis werden dann theoretische Perspektiven eines Netzwerk-Modells von Identit?t diskutiert. Dabei werden verbreitete Probleme der Identit?tstheorie im Rahmen der Bewegungstheorie aufgegriffen, wie z.B. individuelle vs. kollektive Identit?t, das Verh?ltnis von Kognition, Affekt und Leib oder die Relation von Identit?ten und gesellschaftlichen Strukturen. Diese Fragestellungen werden mit Hilfe des Netzwerk-Modells neu interpretiert.  相似文献

In this study, the median voter model is applied to the problem of predicting state public expenditures in four major categories: human services, elementary and secondary education, higher education, and health services. Demand functions for public services are derived within a formal utility-maximizing model. The resulting model is estimated using time-series data for a representative state and the model is used to predict state spending for fiscal year 1985. The results of the estimation are consistent with the predictions of the median voter model and the forecasts correspond closely to those made by the State Bureau of the Budget. In contrast, a naive autoregressive model of state spending performs poorly.  相似文献

Substantial declines in employment and earnings among disadvantaged men may be exacerbated by child support enforcement policies that are designed to help support families but may have the unintended consequence of discouraging fathers’ employment. Disentangling causal effects is challenging because high child support debt may be both a cause and a consequence of unemployment and low child support order compliance. We used childbirth costs charged in unmarried mothers’ Medicaid‐covered childbirths, from Wisconsin administrative records, as an exogenous source of variation to identify the impact of debt. We found that greater debt has a substantial negative effect on fathers’ formal employment and child support payments, and that this effect is mediated by fathers’ prebirth earnings histories.  相似文献

In recent years, there has been renewed interest in the concept of civil society in development and governance circles. Broadly understood as the space in society where collective citizen action takes place, civil society has, in fact, proved an extremely difficult concept to define and operationalise. This article proposes a framework and methodology for measuring and comparing the state of different civil societies around the world. It concludes with a discussion of outstanding questions and challenges, drawing on preliminary insights from current efforts to apply the approach in more than 50 countries.  相似文献

School districts are spending millions on tutoring outside regular school day hours for economically and academically disadvantaged students in need of extra academic assistance. Under No Child Left Behind (NCLB), parents of children in persistently low‐performing schools were allowed to choose their child's tutoring provider, and together with school districts, they were also primarily responsible for holding providers in the private market accountable for performance. We present results from a multisite, mixed‐method longitudinal study of the impact of out‐of‐school time (OST) tutoring on student reading and mathematics achievement that link provider attributes and policy and program administration variables to tutoring program effectiveness. We find that many students are not getting enough hours of high‐quality, differentiated instruction to produce significant gains in their learning, in part because of high hourly rates charged by providers for tutoring. We identify strategies and policy levers that school districts can use to improve OST tutoring policy design and launch improved programs as waivers from NCLB are granted.  相似文献

Modern societies are characterized by competing organizations that rely predominantly on incentive schemes to align the behavior of their members with the organizations’ objectives. This study contributes to explaining why in so many cases incentive schemes have gradually crowded out cooperation as an organization device. Our explanation does not draw on free-riding, the obvious Achilles’ heel of cooperation, but relies completely on fundamental group contest mechanisms. By investigating a canonical rent seeking model and adopting an evolutionary perspective, the analysis identifies shortcomings in previous results, sets the record straight, and explains why the process of incentivizing organizations is protracted.  相似文献

This research undertakes a theoretical and empirical examination of (high performance bonus) systems in government, that is, incentive payments awarded by the federal government to state organizations or statewide programs to motivate and recognize high performance achievements. The paper draws from a multidisciplinary literature on incentives in organizations to first derive implications for the design and implementation of high performance bonus systems. An empirical analysis of the Workforce Investment Act performance bonus system and its effectiveness in recognizing and rewarding performance follows. The results of the theoretical and empirical investigation suggest that high performance bonus systems are more likely to encourage misrepresentation of performance and other strategic behaviors than to recognize and motivate exceptional performance or performance improvements. © 2007 by the Association for Public Policy Analysis and Management  相似文献
