The Government Performance and Results Act (GPRA) of 1993 and the George W. Bush administration’s Program Assessment Rating Tool (PART) established new routines that were intended to foster performance management practices. Using data from two surveys, the authors find that the involvement of agency employees in GPRA processes and PART reviews generally had little direct effect on performance information use once other factors are accounted for. The main exception is that managerial involvement in GPRA processes and PART reviews is associated with the use of performance data to refine measures and goals. This reflects the limits of government‐wide reform efforts that depend on difficult‐to‐observe bureaucratic behavior. The authors also find that a series of organizational factors—leadership commitment to results, learning routines led by supervisors, the motivational nature of the task, and the ability to link measures to actions—are positive predictors of performance information use. 相似文献

In this article, we study how the configuration of a publicly promoted clusters policy??the Global Clusters policy initiated by the Walloon Government in Belgium??influenced the behaviors of R&D practitioners. At first, we explored the background of the Global Cluster policy in an effort to make the program configuration visible. This first step was conducted through the gathering and analysis of data from official documents as well as publications, conference speeches and workshops produced by policy makers, evaluators and their academic collaborators. Then, we observed the transmission of the six resulting features from the policy level to the project level: we studied their appropriation by R&D practitioners in ??Mirage??, an R&D project associated to the mechanical engineering Global Cluster. As a result, we show that the particularities of Walloon Global Clusters make them a powerful instrument to enhance collateral assets while facing potential lock-in. We finally consider the way these Global Clusters should evolve to favor the exploitation of the emerged outcomes while exploring future opportunities. A good balance between exploitation and exploration as well as adequate networking and clustering instruments to support both objectives appear necessary to ensure sustainability and growth of the involved actors. 相似文献

Inter-firms R&D collaborations are often seen as an effective mean to access new resources, to innovate and/or to enter new markets in a turbulent environment characterized by fierce competition. However, all R&D partnerships do not have the same strategic importance. We analyze the strategic features of two types of partnerships that are seldom compared in the academic literature on R&D alliances: EU-sponsored inter-firms collaborations on the one hand, and non-sponsored, spontaneous inter-firm collaborations on the other. We compare their incentives and coordination mechanisms, and derive theoretical propositions that we test empirically. Our econometric analysis uses original data on (sponsored and non-sponsored) projects conducted by participants in the 5th and 6th European R&D Framework Programs. Our empirical findings support our main propositions. EU-funded collaborations are more exploratory and more focused on peripheral competences than spontaneous R&D collaborations. They are also less flexible, due to rigid monitoring rules which are nevertheless crucial to the projects?? success. Young adults are more likely to experience intimate partner violence (IPV) than older adults. Little is known about the effect
of confiding to others about sustained violence on the mental health of victims. The objective of this study was to explore
the links between IPV, help-seeking behaviors and psychological distress by gender in a sample of 233 young couples.Our results
indicate the frequency of sustained psychological violence, but not physical violence, was positively associated to distress.
For women, seeking help from a greater number of confidents moderated the association between violence and psychological distress.
For men, results showed that frequencies of physical and psychological violence were both positively linked to distress. However,
unlike women, social support had no buffering effect on men’s distress. These findings increase our understanding of the effects

This paper aims to build and empirically evaluate a discrete choice model of merger remedies as a basis for policy analysis. The database consists of 229 merger cases accepted in Phase I or Phase II of the European merger process between 1990 and 2005. We focus on the following question: Which merging firms’ characteristics lead the European Commission to decide whether to require conditional acceptance? Although a lot of empirical studies have been carried out these last years, ours is distinguished by at least two original features. First, we explore determinant factors of the Commission’s decisions with a neural network model differentiating cases accepted with or without remedies (either structural or behavioral). Secondly, we implement three multinomial logit models. We find that variables related to high market power lead more frequently to a remedy outcome, no matter the phase. Innovative industries such as energy, transportation and communications positively affect the probability of a behavioral remedy. Lastly, former Competition Commissioner Mario Monti’s policy appears to be pro-remedy, i.e. seeking concessions from merging parties. 相似文献

In this paper, the author revisits "the emotive theory of value" and argues that values are not entities but nothing other than "linguistic fictions". Accordingly, valuations—i.e., valuing actions—can be defined as approving or disapproving attitudes of a subject to some object. In this perspective, values cannot be true or false: What we can do is just compare them with regard to strength. As a consequence, value judgments are to be understood as sentences which are used either to say that a subject s values an object o positively or negatively, or to express (evince) a valuation. The author then shows some relations between normative and evaluative discourses. First, he claims that norms as well as valuations are not true or false. Second, he argues that both may be explained or justified, even if the former are usually justified teleologically whereas the latter are explained referring back to the subject's background and life-style. Third, he notes that a legal order originates from the fact that valuations "crystallize" into norms. Finally, the author examines some further questions related to his analysis. In particular, he argues that the different realms of values, e.g., morals, aesthetics, politics, etc., do not correspond to different evaluative attitudes, but to different phenomena and diverse spheres of human life. 相似文献
