After being condemned and imprisoned in Lisbon by the Portuguese Inquisition, Luis Mendes de Franca exiled himself in late 1683 to France, where his descendants adopted the family name Mendes France. In 1695, at the age of 55 years, Luis Mendes committed suicide in Bordeaux by a pistol shot that decapitated him. The inquest conducted at that time concluded that Luis Mendes was insane and thus not guilty of the crime of suicide. We hypothesize that he used a flint stone-type pistol loaded with an extraordinarily large quantity of black gunpowder. Using available information on historic firearms, ammunition, and powder, coupled with the preserved testimony of historic figures, we propose a reconstruction of this drama and a diagnostic approach to the psychiatric aspects of the suicide.  相似文献

This paper compares the impacts of a penalty on accident and a per-unit tax on output, when social damages depend on the output of firms. The choice of the optimal regulation, aiming at internalizing a damage, is influenced both by the market power of firms and by their potential (in)solvency in case of accident. Output strategies influence the solvency situation of firms for paying a penalty, which may lead to multiple equilibria (all firms are either solvent or insolvent in case of accident). When social damages are large, the optimal penalty is capped for avoiding a situation with insolvent firms. In this case, a regulator implements a per-unit tax.JEL Classification: K13, L13  相似文献

Although varicose veins are frequent, they are rarely considered lethal. Still, rupture of a varicosity can result in significant and even fatal hemorrhage. Health technology assessment (HTA) has received increasing support over the past twenty years in both North America and Europe. The justification for this field of policy-oriented research is that evidence about the efficacy, safety, and cost-effectiveness of technology should contribute to decision and policy making. However, concerns about the ability of HTA producers to increase the use of their findings by decision makers have been expressed. Although HTA practitioners have recognized that dissemination activities need to be intensified, why and how particular approaches should be adopted is still under debate. Using an institutional theory perspective, this article examines HTA as a means of implementing knowledge-based change within health care systems. It presents the results of a case study on the dissemination strategies of six Canadian HTA agencies. Chief executive officers and executives (n = 11), evaluators (n = 19), and communications staff (n = 10) from these agencies were interviewed. Our results indicate that the target audience of HTA is frequently limited to policy makers, that three conflicting visions of HTA dissemination coexist, that active dissemination strategies have only occasionally been applied, and that little attention has been paid to the management of diverging views about the value of health technology. Our discussion explores the strengths, limitations, and trade-offs associated with the three visions. Further efforts should be deployed within agencies to better articulate a shared vision and to devise dissemination strategies that are consistent with this vision.  相似文献

The crucible in this scenario for the international climate regime is the emergence of an effective and liquid international carbon market with participation of private entities. In order to make the carbon market effective a bilateral negotiation track will develop, operating in parallel with the multilateral track under the UNFCCC. The purpose of the bilateral track is to integrate the various emissions trading schemes involving private actors. This bilateral track feeds into the UNFCCC negotiations, which still represents the main arena for the international climate negotiations. Through the bilateral, bottom-up negotiations, a multistage system develops, with differentiated rights and duties, complemented by a package of coordinated support mechanisms. The advantages of such a bottom-up approach prove to be, inter alia, fewer negotiating parties, new negotiation arenas, and a new set of selective incentives. The result is a continuously evolving agreement with the potential to gradually broaden participation and deepen the reduction commitments of the international climate regime. Moreover, the bilateral agreements for linking schemes with private actors also represent a fallback in the event of a collapse in the multilateral negotiations.The article has been written by funding from the Central Research Institute for the Electric Power Industry in Tokyo and the Norwegian Ministry of Foreign Affairs. We cross-validated two actuarial risk assessment tools, the RRASOR (R. K. Hanson, 1997) and the Static-99 (R. K. Hanson & D. Thornton, 1999), in a retrospective follow-up (mean follow-up time = 3.69 years) of all sex offenders released from Swedish prisons during 1993–1997 (N = 1,400, all men, age 18 years). File-based data were collected by a researcher blind to the outcome (registered criminal recidivism), and individual risk factors as well as complete instrument characteristics were explored. Both the RRASOR and the Static-99 showed similar and moderate predictive accuracy for sexual reconvictions whereas the Static-99 exhibited a significantly higher accuracy for the prediction of any violent recidivism as compared to the RRASOR. Although particularly the Static-99 proved moderately robust as an actuarial measure of recidivism risk among sexual offenders in Sweden, both procedures may need further evaluation, for example, with sex offender subpopulations differing ethnically or with respect to offense characteristics. The usefulness of actuarial methods for the assessment of sex offender recidivism risk is discussed in the context of current practice.  相似文献

For some years a discussion has been in progress among economists in the Soviet Union on methods of securing the active and positive participation of individual enterprises in a centrally planned economy. The main theme of discussion has been the problem: how to arrange the system of plan indices, prices, enterprise bonuses, etc. to encourage enterprise interest in higher plan assignments, introduction of new technology, and improvement of quality of output. On the following pages some excerpts from this debate are reproduced. However, since the problems discussed are now engaging also the Soviet political authorities, let us first quote a few sections from one of the many official statements made in this connection. The one we have chosen is from the report given by the Soviet Prime Minister N. S. Khrushchev at the CPSU Central Committee Plenary Meeting of November 19, 1962 (Pravda, November 20).  相似文献
