“政党联系民众的经验”国际学术研讨会综述

2010年6月11日,由上海行政学院和德国艾伯特基金会联合主办的"政党联系民众的经验"国际学术研讨会在上海行政学院召开,来自中国、德国、墨西哥、新加坡、日本、韩国等国家的几十位专家学者参加了会议.与会专家围绕中国和西方的政党在公民社会迅速发展背景下如何与民众的联系问题进行了热烈的讨论.如下是本次会议的主要观点和评述.     

社区治理中的公共参与——国内以南京市的调查为例

文章以公民参与、社区治理和增权等理论为基础,立足社区治理建设中的公共参与领域,用比较分析的方法分析国内外社区治理模式的不同经验,试图发现公共参与在社区治理与建设中的地位和作用。本文还将结合在南京的调查,总结南京的做法和经验,分析目前国内社区治理中存在的突出问题和瓶颈,提出如何更好地促进公共参与在社区治理中发挥作用。     

城市经济增长优化的科学评价系统

尽快建设城市经济化的评价系统,对于政府宏观调控十分必要。城市经济的发展即要看增长速度,也要看增长质量。对城市经济增长质量的评价一般涉及：价格稳定度、失业率、财政平衡度、社会公平度等九个方面。本结合中国实际从上述方面对城市经济增长质量的评价问题进行了重点分析。     

Moral Duties and the Institutions of the European Union

The European Union's features make it not only distinctive but to some extent qualitatively different from familiar "state'' or " "international association'' models of political organisation. For these reasons, an understanding of its moral role cannot draw with facility on the theories developed for them. The European Union is, nonetheless, a structure of political authority, and as such cannot escape normative imperatives. The problem is how best to conceptualise them. The paper indicates some of the difficulties in assigning duties to EU institutions. Drawing on ideas in the moral philosophy of Alan Gewirth, it sketches a theoretical framework within which moral questions pertaining to the European Union (and perhaps other non-standard political entities) may be addressed.     

Monitoring the uninsured: a state policy perspective

Because states have primary responsibility for the implementation of public health insurance programs, states need timely, good quality data to evaluate programs, monitor trends in the number and characteristics of the uninsured, and better understand the dynamics of health insurance coverage. This article provides a synthesis of the data sources available to states for monitoring rates of health insurance coverage. Information was collected through a comprehensive review of state and national health surveys and in-depth interviews with state analysts in all fifty states. Our findings suggest that national surveys do not meet states' needs for data, and in response, states have initiated their own household surveys. We provide information on thirty-six household surveys that are used to estimate state levels of health insurance coverage. We recommend that national and state efforts be better coordinated to facilitate efficient use of resources to achieve good state-level date.

Safety, Health Care, and Bonding Within an Ecobehavioral Approach to Treating and Preventing Child Abuse and Neglect

This paper describes Project SafeCare, an ecobehavioral research and treatment project with families reported or at risk for child abuse or neglect. Preliminary demographic data are reviewed along with indirect assessment data. Four case studies are described to exemplify the effects of training provided to families. The implications for the current assessment data, treatment, and outcome are discussed.
