Public confidence in politicians across all democratic countries has fallen to historic lows in recent years. In Australia, around one in three voters believe that legislators use their public office for financial gain, and only one in four believe that legislators have a high moral code. Governments in many countries have attempted to deal with this problem by establishing codes of ethical conduct for legislators. This paper examines what standards citizens expect from their politicians and, in turn, what standards politicians themselves regard as important. The data come from the 1996 Australian Election Study survey which asked voters and elected representatives what importance they attributed to the eight principles laid out in the federal parliament's own ethical guide. The results show that voters expect higher standards from legislators than do legislators themselves, particularly with regard to the proper use of public resources and rejecting favouritism. A range of hypotheses are tested to account for citizen and elite beliefs about legislators' ethical conduct. The results show that stronger democratic culture and political skills are important for the public, and lengthy exposure to political parties and democratic institutions for the elite. 相似文献

Little is known about the social networks of homeless youth in emerging adulthood despite the importance of this information
for interventions to reduce health risks. This study examined the composition of social networks, and the risks and supports
present within them, in a random sample of 349 homeless youth (33.4% female, 23.9% African American, 17.7% Hispanic) between
the ages of 18 and 24. Social network members who were met on the street were among the most likely to be perceived as engaging
in risky sex, as well as to engage in substance use with the youth. Youth were more likely to count on relatives and sex partners
for support compared to other network members, but they also were more likely to use substances with sex partners and perceived
them as engaging in risky sex. Interventions may need to recognize the importance of intimate relationships during the developmental
stage of emerging adulthood by enhancing supportive bonds and reducing substance use and risky sex in these relationships. 相似文献

The paper describes and discusses the Indian peasant uprising which took place in the Puna (high tableland) of Jujuy Province in Northern Argentina between 1872 and 1875. The origins of the revolt are to be found principally in the land tenure system, and specifically in problems associated with the historical evolution of the colonial encomienda system. The role of ‘outside’ political forces in the uprising is discussed and evaluated, but it is argued that the Indians’ demands for the return of their communal lands was the fundamental issue. In this respect it is suggested that the revolt should be examined within the wider context of Indian revolts and agrarian unrest which affected various parts of the Andean Highlands during the last thirty years of the nineteenth century. 相似文献

A growing awareness among officials in Haiti of the need for public service reforms has resulted in the reorganization and revitalization of the country's Administrative Reform Commission (Commission Administrative). At present there is no uniformity in organization, procedures, regulations or remuneration between the different government agencies. The bureaucrats have little security and the bureaucracy is completely dominated by the executive branch of government. Coupled with this, owing largely to the budgeting system, the public service has developed into virtually two separate services, one dealing with development and the other with recurrent tasks. The number of public servants has doubled in the past decade. The Administrative Reform Commission has identified its priorities including the creation of a unified career service system, a restructuring of the bureaucracy and decentralization.
