This article explores the difficulties with both the theoretical content and application of the concept of 'path dependence' in political studies, but suggests that, by combining it with insights from morphogenetic social theory, we can provide a coherent framework for its use. After providing a brief survey of the literature on path dependence, it presents a summary of the most significant criticisms made of the approach. The article then moves on to examine morphogenetic social theory and its potential to meet these criticisms before concluding by characterising the elements of a path-dependent system incorporating insights from both new institutionalism and morphogenetic social theory. 相似文献

This article explores structural causes for the decline in the quality of Australia's political and policy conversations. Three are nominated. The first concerns the changing role of the major party organisations. These no longer contribute to agenda setting; they are no longer forums for activist and interest mobilisation; they no longer mobilise and cue a mass base. The second structural change concerns the rise in the role of the media. This is now the primary bridge between the formal political system and the surrounding society, a role for which it is singularly ill‐equipped. The third change concerns the misalignment between the formal political system and Australian society. The formal system was formed in the early twentieth century when Australian society was broadly divided by class allegiance. Those days are long gone. Class has decomposed. The Adoption and Children Act 2002 addressed problems of delayin the adoption process, particularly with regard to childrenlooked after in the care system. This article reviews the backgroundto the Act and considers critically its emphasis on administrativereform. While the problem of delay was addressed mainly in administrativeterms, the issue could not be entirely separated from politicaldebate. In the lead-up to the Act political controversy centredon racial matching; during its passage, it focused on the legalizationof same-sex adoption. The Government effectively diffused oppositionon both counts through its emphasis on pragmatic reform to promotethe welfare of the child. The article characterizes this approachas closet politics and suggests that such pragmatismmay exact a price in terms of implementation. The United States today faces a loss of influence as a world power, a reduction in American independence as a policymaker, and a decline in the standard of living on which Americans have come to depend. History teaches that nations weaker and less productive than the United States can rise to become economic powerhouses and rapidly increase their standards of living. History also teaches that nations failing to recognize their fundamental problems will inevitably decline. American politicians must face what is abundantly clear: the United States is losing ground and must act quickly to reverse its course. This White Paper outlines what must be done. Information about the nation's current status must be analyzed and communicated. Incentives to improve the level of competence in government must be provided and maintained. The emphasis of government policy must be changed to reflect broad economic and technological interests as opposed to special interests. Savings must be encouraged and increased. Infrastructure must be improved Tax laws must be modified to help bring these changes about. Economic and technological issues must be elevated to the importance they require. American thinking must reflect the new realities: that the age of leadership through military power is over, that the requirements for success in the world of the 1990s and beyond require a sound and growing economy that is internationally competitive.
