Abstract: In Australia, current policy making is characterized by immobilism, drift and "pluralistic stagnation". The problem is not lack of technical expertise, but the mobilization of political consent in a polity in which pressure groups have proliferated. In the post-war period, the welfare state/managed economy has transformed the role of government and the potential power of pressure groups. New networks of interdependency have developed. Some of the principal groups are beneficiaries of redistributive programs, producer groups, state and local government agencies and professionals in government. Their potential power has been made actual by a new participative ethic. The post-materialist values of which this is part also result in the growth of groups focusing on quality of life and moral issues. In this context the political parties are losing their central place in the polity and the centralized organs of executive government appear over-secretive and aloof. Reforms are needed to realign institutions with the new cultural and structural realities. Broader interest group involvement is needed. Parliament, through a committee system, could play a major role and its historical function as custodian of the public interest should be revived. Departments must find new ways to involve more groups in policy formulation and implementation. Information must be shared more widely and policy analysts and advisors should work more closely with groups in defining issues, negotiating alternatives and encouraging the development of supportive coalitions. New "intelligence" and "outreach" functions within the public service are required, and the existing approaches of policy units and research bureaux should be remodelled. 相似文献

This brief report explores dating violence by comparing three groups of male college students (nonabusive, psychologically abusive only, and physically abusive). These men were compared on measures of impulsivity, problems with alcohol, life satisfaction, anger management skills, history of witnessing abuse, history of experiencing abuse, and relationship satisfaction. Data for this analysis were obtained from a sample of 115 male college students. Differences between the three groups of men were found in the levels of problems with alcohol, relationship satisfaction, and anger management skills. Anger management skills best differentiated the three groups of men leading to the conclusion that dating violence prevention and intervention strategies with male college students should address anger management skills. 相似文献

Previous self-harm has been identified as a risk factor for subsequent suicide by adolescents. The objective of the study was to identify further risk factors for subsequent premature death and suicide in a population of adolescents presenting with self-poisoning. A longitudinal cohort design using data-linkage of consecutive adolescent patients presenting to the Hunter Area Toxicology Service, a regional toxicology service for Newcastle, Australia, with the National Death Index of the Australian Institute of Health and Welfare was used. A total of 441 adolescents aged 10 to 19 years presented with self-poisoning over 5 years from January 1991 to December 1995, with follow-up to March 2001. There were 14 deaths total, eight of which were likely suicides. There was a 22-fold increase in suicide rate for males and a 14-fold increase for females compared with age-normalized population rates. Adjusted hazard ratios (95% CI) forpremature death were male gender 3.77 (1.11-12.78), nonaffective psychotic disorders 16.3 (3.83-69.34) and the mental illnesses of childhood 6.12 (1.68-22.23). There was a similar pattern for suicide: Male gender, nonaffective psychotic disorders, and the mental illnesses of childhood confer greater risk for subsequent suicide or premature death in this population. 相似文献

Firearm wounds to the head are often fatal and are routinely encountered in the practice of forensic pathology in the United States. Often, the anatomic site of the entrance wound is used to support or refute the manner of death indicated by the scene investigation and/or circumstances of the case. The present retrospective study of 120 fatalities resulting from 140 firearm wounds to the head correlates the anatomic region of the entrance wound and range of fire with the manner of death. Other demographic data analyzed include age, race, and gender of the decedents, as well as evidence of drug and/or ethanol use. It is hoped that this study will provide concrete data to support the largely anecdotal associations between the specific site of entry of firearm injuries to the head and the manner of death. 相似文献

It has been estimated that deregulation of US S&Ls will cost the US taxpayer £500bn in terms of the compensation paid out
for the resulting scandals and failures. In contrast, the deregulation of UK building societies, although initially followed
by a series of scandals and losses of £1bn., eventually resulted in substantially increased profitability. The social effects
in the UK have been quite different to those in the US. As a result of the increased importance placed on profitability as
opposed to mutuality, many homeowners have had their properties repossessed, and investors been mis-soId unsuitable investments.
However, UK building societies, by a mixture of good luck and judgement, have avoided the principal regulatory pitfalls, which
beset the S&Ls in terms of bankruptcies and fraud. This paper seeks to explain these different post-deregulation experiences.
It extends to the UK the looting model of Akerlof and Romer (1993) and the managerial diversion model of Nichols (1972) which
went so far to explain and anticipate, respectively, the US experience.
