The article examines the impact of two main forces, localism and centralism, together with their interaction within a common law legal system, which have influenced professional policing since its inception after 1829. In particular, it assesses the ways these forces have conflicted and in doing so created a police service which although closely related to local government subsequently drifted apart. Now, through the ‘partnership approach’, developed within the Crime and Disorder Act 1998, local government and policing appear to be re‐establishing a closer relationship. In this context, the article examines the significance of the concept of community safety and the partnership approach on the relationships between local government, police authorities and the force itself.  相似文献

Little is known about assessing the risk of intimate partner homicide (IPH). Research has shown that women killed by an intimate partner scored higher than abuse survivors in retrospectively measured risk for IPH. In this study, we examined the characteristics of 146 men who committed an actual or attempted act of IPH. Of these, 42% had prior criminal charges, 15% had a psychiatric history, and 18% had both; events which could feasibly have permitted a prior formal assessment of risk. We also identified a subsample of 30 who could be scored on the Ontario Domestic Assault Risk Assessment (ODARA; Hilton et al., Psychological Assessment, 16, 267–275, 2004). The mean ODARA score was at the 80th percentile of risk for domestic violence, although only 13 had a previously documented partner assault. We conclude that co-operation among sectors responding to domestic violence and the shared use of validated risk assessment will increase the prediction and potential prevention of IPH.  相似文献

The present research investigated differences in levels of impulsivity among early-onset, late-onset, and non-offending adolescents. 129 adolescents (114 males, 15 females), of whom 86 were institutionalised (M age=15.52 years) and 43 were regular school students (M age=15.40 years) participated. Each participant completed the Adapted Self-Report Delinquency Scale, Stroop Colour and Word Test, Time Perception task, Accuracy Game, Risk-Taking Game, and the Eysenck Impulsiveness Questionnaire. Results suggest that adolescents who display rapid cognitive tempo, poor mental inhibitory control, and high impulsivity are more likely to be early-onset offenders. Offender and non-offender groups showed significant differences on several measures of impulsivity, which may suggest that late-onset offenders acquire or exacerbate impulse-related problems through social mimicry of early-onset offender peers. Adolescents are constantly connected with each other and the digital landscape through a myriad of screen media devices. Unprecedented access to the wider world and hence a variety of activities, particularly since the introduction of mobile technology, has given rise to questions regarding the impact of this changing media environment on the mental health of young people. Depressive symptoms are one of the most common disabling health issues in adolescence and although research has examined associations between screen use and symptoms of depression, longitudinal investigations are rare and fewer still consider trajectories of change in symptoms. Given the plethora of devices and normalisation of their use, understanding potential longitudinal associations with mental health is crucial. A sample of 1,749 (47% female) adolescents (10–17 years) participated in six waves of data collection over two years. Symptoms of depression, time spent on screens, and on separate screen activities (social networking, gaming, web browsing, TV/passive) were self-reported. Latent growth curve modelling revealed three trajectories of depressive symptoms (low-stable, high-decreasing, and low-increasing) and there were important differences across these groups on screen use. Some small, positive associations were evident between depressive symptoms and later screen use, and between screen use and later depressive symptoms. However, a Random Intercept Cross Lagged Panel Model revealed no consistent support for a longitudinal association. The study highlights the importance of considering differential trajectories of depressive symptoms and specific forms of screen activity to understand these relationships.  相似文献

Setting clear achievable goals that enhance self-efficacy and reputational status directs the energies of adolescents into socially conforming or non-conforming activities. This present study investigates the characteristics and relationships between goal setting and self-efficacy among a matched sample of 88 delinquent (18 % female), 97 at-risk (20 % female), and 95 not at-risk adolescents (20 % female). Four hypotheses related to this were tested. Findings revealed that delinquent adolescents reported fewest goals, set fewer challenging goals, had a lower commitment to their goals, and reported lower levels of academic and self-regulatory efficacy than those in the at-risk and not at-risk groups. Discriminant function analysis indicated that adolescents who reported high delinquency goals and low educational and interpersonal goals were likely to belong to the delinquent group, while adolescents who reported high educational and interpersonal goals and low delinquency goals were likely to belong to the not at-risk group. The at-risk and not at-risk groups could not be differentiated. A multinomial logistic regression also revealed that adolescents were more likely to belong to the delinquent group if they reported lower self-regulatory efficacy and lower goal commitment. These findings have important implications for the development of prevention and intervention programs, particularly for those on a trajectory to delinquency. Specifically, programs should focus on assisting adolescents to develop clear self-set achievable goals and support them through the process of attaining them, particularly if the trajectory towards delinquency is to be addressed.  相似文献

A steadily growing literature has emerged in recent years on the role of analogical reasoning in policymaking contexts. However, there has so far been little attempt to anwer the question of where and when analogical reasoning tends to be used. Using Yaacov Vertzberger's situational-motivational nexus framework as starting point, the article examines the decision of the Kennedy administration to wait it out during the substantial stock market crash of 1962. Little evidence is uncovered that the Kennedy and his advisers relied on analogical reasoning to reach this decision, a finding which is surprising given the number of situational and motivational inducements present in the case. The article concludes that a high degree of perceived risk and uncertainty – noticeably absent from the stock market case – is the key situational inducement to analogizing, but suggests that the case tells us something important about the prevalence of rule- as opposed to case-based reasoning.  相似文献

Little research has been conducted to validate available instruments for assessing the risk of domestic violence reoffending, especially research using some form of prospective design. This study uses a prospective design to determine the reliability and validity of the Domestic Violence Screening Instrument (DVSI). The analysis is based on a sample of 1,465 male domestic violence offenders selected consecutively over a 9-month period. Data on reoffending were collected in a 6-month follow-up period from a subsample of the victims (N = 125) of these perpetrators and from official records for all perpetrators during an 18-month follow-up period. The empirical results suggest that the DVSI was administered reliably, and they provide significant evidence of the concurrent, discriminant, and predictive validity of this instrument. Implications for further research and utilization of the DVSI are discussed.  相似文献
