Abstract.  The European Union sees the inclusion of many Eastern European states – enlargement – as a natural progression in the process of building an 'ever closer union'. For the European Commission in particular, the process of enlargement (broadening) is part of the process of integration and acts as a complement to the development of a stronger role for the European Union and its institutions or deepening of integration. Yet as the first Irish referendum on the Nice Treaty showed, not all of European's citizens see the two processes of enlargement and integration in the same light. This article addresses two related questions. First, how are attitudes towards deepening and broadening related, and do European citizens see them as complementary or contradictory? For more than two decades William Chambliss's analysis of vagrancy law has provided criminologists with historical evidence to support class-based explanations for the development of criminal law. Chambliss's use of the historical record, however, is suggestive more than it is conclusive, and recent studies of vagrancy law have exposed important shortcomings in his model. In fact, a systematic examination of the history of vagrancy law reveals that Chambliss's analysis is flawed. Thus. Criminologists should not continue to cite Chambliss's article as an authoritative source on the historical development of criminal law.  相似文献

Violent juvenile crime is disproportionately concentrated in urban neighborhoods, and accordingly an understanding of the sources of serious delinquency is con founded by components of urbanism. These milieus usually have high rates of absolute poverty and relative economic deprivation, as well as weak social institutions. The persistent findings of delinquent peer contributions to delinquency have yet to be tested under conditions where social class and milieu effects are controlled. There is little empirical evidence to determine how adolescents in high-crime neighborhoods avoid delinquency despite frequent contact with delinquent peers. The differences between violent delinquents and other youths from comparable neighborhoods are little understood. This study contrasts a sample of chronically violent male juvenile offenders with the general male adolescent population (students and school dropouts) from inner-city neighborhoods in four cities. Violent delinquents differ from other male adolescents in inner cities in their attachments to school, their perceptions of school safety, their associations with officially delinquent peers, their perceptions of weak maternal authority, and the extent to which they have been victims of crime. Peer delinquency and drug“problems” predict the prevalence of three delinquency offense types for both violent offenders and neighborhood youths. Among violent delinquents, there appear to be different explanatory patterns, with one type better described by internal controls (locus of control), a developmental measure. Overall, there is strong support for integrated theory including control and learning components, and similar associations exist among inner-city youths as in the general adolescent male population. Despite the generally elevated rates of delinquency in inner cities, the explanations of serious and violent delinquency appear the same when subjects are sampled at the extremes of the distribution of behavior.  相似文献

‘International commitments pay’ could be the mantra of the current literature on international organisations: tying their hands at the international level is a means for governments to push through politically costly, but ultimately welfare‐enhancing reforms. It is argued in this article that this logic has a limit, which can be empirically observed. Past a given point, further depth of integration increases odds of backsliding. This belief is tested in the context of accession to an institution whose rules have been heavily scrutinised: the World Trade Organization (WTO). Countries with low rule of law are imposed a risk premium in the form of demands for deeper concessions, making ‘over‐committing’ possible. This relationship is used to assess the extent to which deeper commitments lead to backsliding. Industry‐level analysis supports these beliefs: deep commitments lead to increased odds of backtracking through a range of legal and extra‐legal mechanisms. Highlighting resource inequality, social processes, and spatial interdependence, this study combines structural characteristics from the 1990 census with a survey of 8,872 Chicago residents in 1995 to predict homicide variations in 1996–1998 across 343 neighborhoods. Spatial proximity to homicide is strongly related to increased homicide rates, adjusting for internal neighborhood characteristics and prior homicide. Concentrated disadvantage and low collective efficacy—defined as the linkage of social control and cohesion—also independently predict increased homicide. Local organizations, voluntary associations, and friend/kinship networks appear to be important only insofar as they promote the collective efficacy of residents in achieving social control and cohesion. Spatial dynamics coupled with neighborhood inequalities in social and economic capacity are therefore consequential for explaining urban violence.  相似文献

This study examines how patrol officers respond to citizens' requests that officers control another citizen—by advising or persuading them, warning or threatening them, making them leave someone alone or leave the scene, or arresting them. Data are drawn from field observations conducted in Indianapolis, Indiana, in 1996 and St. Petersburg, Florida, in 1997. Officers granted the request for the most restrictive form of control requested by the citizen in 70% of the 396 observed cases. Several factors were modeled to determine their influence on officers' decisions to grant or deny the most restrictive request. These factors include legal considerations, need, factors that attenuate the impact of law or need, the social relationship between the requester and target of control, and personal characteristics of the officer. Multivariate analysis shows that the most influential factors were legal considerations. When citizens requested an arrest, the likelihood that the police would be responsive dropped considerably. However, as the evidence of a legal violation against the targeted citizen increased, so did the odds of an arrest. Officers were less likely to grant the requests of citizens having a close relationship with the person targeted for control, disrespectful of the police, or intoxicated or mentally ill. The race, wealth, and organization affiliation of citizen adversaries had little impact on the police decision. Male officers, officers with fewer years of police experience, and officers with a stronger proclivity to community policing, had significantly greater odds of giving citizens what they requested. The implications of the findings for research and policy are discussed.  相似文献
