Antidrug legislation and enforcement are meant to reduce the trade in illegal drugs by increasing their price. Yet the unintended consequence is an increase in informal control—including retaliation, negotiation, avoidance, and toleration—among drug users and dealers. Little existing theory or research has explored the connections between informal control and drug trading. This article uses the rational choice and opportunity perspectives to explore the question: How and why does the frequency and seriousness of popular justice—as a whole or for each form—affect the price and rate of drug sales? The proposed theory is grounded on and illustrated with qualitative data obtained from drug dealers. This article concludes by discussing the scholarly and policy implications.  相似文献

Despite co‐offending being a core criminological fact, locating suitable peers has many challenges. Chief among these, given the risky nature of co‐offending, is finding trustworthy accomplices. We propose that neighborhoods serve as youths’ most ready source of accomplices, and as such, their composition affects the likelihood of identifying suitable co‐offenders. In particular, youth are more likely to co‐offend in contexts with more peers of their race/ethnicity, less disadvantage, and greater residential stability—all of which promote trust among neighbors. We test our hypotheses using multilevel models applied to census data and official court records for 7,484 delinquent youth in a large metropolitan area. The results offer support for our hypotheses and provide greater insight into how individual and contextual factors combine to affect co‐offending behavior. An implication of these findings is that many of the same neighborhood characteristics that reduce crime lead to a greater proportion of co‐offending.  相似文献

Research examining the relationship between neighborhood socioeconomic disadvantage and adolescent offending typically examines only the influence of residential neighborhoods. This strategy may be problematic as 1) neighborhoods are rarely spatially independent of each other and 2) adolescents spend an appreciable portion of their time engaged in activities outside of their immediate neighborhood. Therefore, characteristics of neighborhoods outside of, but geographically proximate to, residential neighborhoods may affect adolescents’ propensity to engage in delinquent behavior. We append a spatially lagged, distance‐weighted measure of socioeconomic disadvantage in “extralocal” neighborhoods to the individual records of respondents participating in the first two waves of the National Longitudinal Survey of Youth, 1997 Cohort (N = 6,491). Results from negative binomial regression analyses indicate that the level of socioeconomic disadvantage in extralocal neighborhoods is inversely associated with youth offending, as theories of relative deprivation, structured opportunity, and routine activities would predict, and that the magnitude of this effect rivals that of the level of disadvantage in youths’ own residential neighborhoods. Moreover, socioeconomic disadvantage in extralocal neighborhoods suppresses the criminogenic influence of socioeconomic disadvantage in youths’ own neighborhoods, revealing stronger effects of local neighborhood disadvantage than would otherwise be observed.  相似文献

Abstract.  The comparative welfare state literature contends that different welfare state structures engender different structures of welfare state support. The argument is that social welfare regimes that distribute their benefits selectively tend to produce patterns of support graduated by the likelihood of accessing these selective (or 'targeted') social benefits, especially as indexed by social class. Where benefits are universally distributed, by contrast, support is expected to be more consensual and to cut across class and related cleavages. This article empirically tests this 'interest-based' account and extends it by adding a 'values-based' component. The authors find that the impact of both interests and values – specifically, orientations toward the capitalist system – on welfare state support is conditional on welfare state structures. It is argued that these results help to resolve a paradox in the comparative welfare state literature: strong evidence for differentiation in social welfare support by program type, but weak evidence for differentiation in class effects by program type. Data for the analysis come from the Canadian Election Studies of 1993, 1997 and 2000.  相似文献

This paper analyses the important changes to the European Union (EU) policy-making process within the UK core executive introduced by the Blair government between 1997 and 2007. Employing a strategic-relational network framework, it sets out to map the changing face of policy-making within the Whitehall EU network, and to evaluate and explain the impact of adaptation. The article argues that Labour's reform strategy has been double-edged: day-to-day coordination of EU policy has become increasingly informal, ad hoc and delegated downwards to departmental players while the role of the centre has been greatly strengthened in order to provide more effective strategic direction and political leadership. Despite these seemingly coherent reforms, however, many critical features of the process have been potentially detrimental to the projection of a more constructive European policy.  相似文献

The impact of parenthood on leaving a street gang is not well understood. This is likely because researchers in prior studies have not accounted for multiple dimensions of gang exit, possible gender differences, and potential selection bias. In this study, we use a sample of 466 male and 163 female gang members from the National Longitudinal Study of Youth 1997 to consider the within‐individual relationship between changes in parenthood and changes in claiming gang membership and offending. These data offer the opportunity to consider gender differences and birth parity (i.e., first or second child). The results from a series of fixed‐effects models reveal that motherhood is associated with enduring reductions in both the odds of claiming gang membership and the rate of offending, whereas fatherhood has a temporary beneficial impact on gang membership and offending only for those fathers who reside with their children. In most cases, the beneficial effect of having a child rests in becoming a parent for the first time. On the whole, our study findings demonstrate that parenthood serves as a turning point for a particular group of noteworthy offenders—gang members.  相似文献

State institutions mediate the challenges of globalization for the domestic political community: the concerns of specialists in comparative politics and in public administration are increasingly converging round an interest in the nature and functioning of state institutions. This paper draws on preliminary findings from a time-series database of national-level political institutions in Ireland to track continuity and change in state functions through analysis of state agencies. It also identifies four modes of state action: developmental, regulatory, adjudicatory, and moral advocacy, each of which has a traditional and a modern manifestation. While the first two modes are familiar in comparative context, the latter two are likely to merit further analysis cross-nationally.  相似文献

Abstract — Traditional family feuding and banditry as well as envy-inspired violence associated with capitalised irrigation have been intensified by the introduction of cannabis farming and organised crime in the Sertão of Northeast Brazil to the point that today the cannabis producing zone is one of the most violent places in the world. These three interrelated forms of contemporary violence arose, respectively, in the pre-1940 frontier setting, in the 1940 to 1980 period of rapid Brazilian industrialisation which depressed peasant sectors and stimulated the rise of capitalised irrigation and in the post-1980 period of economic stagnation and social-political crisis in Brazil which depressed consumer markets and induced the State to liberalise foreign trade policy to the detriment of periphery regions like the Northeast.  相似文献

This article contributes to our understanding of the formation of policy networks. Research suggests that organisations collaborate with those that are perceived to be influential in order to access scarce political resources. Other studies show that organisations prefer to interact with those that share core policy beliefs on the basis of trust. This article seeks to develop new analytical tools for testing these alternative hypotheses. First, it measures whether perceptions of reputational leadership affect the likelihood of an organisation being the target or instigator of collaboration with others. Second, it tests whether the degree of preference similarity between two organisations makes them more or less likely to collaborate. The article adopts a mixed‐methods approach, combining exponential random graph models (ERGM) with qualitative interviews, to analyse and explain organisational collaboration around United Kingdom banking reform. It is found that reputational leadership and preference similarity exert a strong, positive and complementary effect on network formation. In particular, leadership is significant whether this is measured as an organisational attribute or as an individually held perception. Evidence is also found of closed or clique‐like network structures, and heterophily effects based on organisational type. These results offer significant new insights into the formation of policy networks in the banking sector and the drivers of collaboration between financial organisations.  相似文献
