Child Welfare Workers and Michigan's Family Court Legislation: The Relationship Between Policy and Practice

Michigan created a family court in 1998, combining in a single court jurisdiction over most family law cases. This study examines the child welfare workers' role in creating the family court, the family court's impact on child welfare workers' practice, and child welfare workers' efforts to educate other professionals on the potential benefits of the family court system. This study found that child welfare workers were not actively involved in the creation of the family court and have not aggressively sought to educate other professionals regarding the family court's potential. Further, though child welfare workers' reception of the family court has largely been positive (or at least neutral), child welfare workers must take greater advantage of the family court system to improve the effectiveness of their practice.     

Does Chevron Matter?

In this article we evaluate whether the Supreme Court's much-discussed decision in Chevron v Natural Resources Defense Council (1984) signaled a lasting difference in how the justices decide administrative law cases, by comparing and testing the predictions of three distinct theories of Supreme Court behavior. The legal model predicts an increase in deference to administrative agencies. This prediction is shared by the jurisprudential regime model, which also predicts that the justices evaluate key case factors differently before and after Chevron . The attitudinal model predicts no change in the justices' behavior as a result of Chevron . Although we find that attitudes matter, the fact that we also find support for the legal and jurisprudential regime models undermines the assertion of the attitudinal model that law cannot explain Supreme Court votes on the merits.     

ASSAULTIVENESS AND ALCOHOL USE IN FAMILY DISPUTES

Systematic naturalistic observation often contradicts experimental laboratory findings and idiosyncratic personal perceptions. In this study, family disputes managed by police officers trained in interpersonal conflict management yielded uniform observational data on 1,388 cases. The view shared by police and by social scientists that family disputes are likely to involve assaultiveness and that such behavior is typically caused by alcohol use was not supported by these data. Instead, the findings suggest that: assaults do not usually precede arrival of police; disputes are not usually influenced by alcohol use; and, indeed, assaults are less common when alcohol has been used.     

HOMICIDE IN DETROIT The Role of Firearms

This study attempts to determine the role of firearms in accounting for the rising homicide rate of one city. Firearms were examined in relation to other weapons and subsequently firearm availability was examined in relation to other variables that could affect the rate of homicides. A majority of the increase in the homicide rate could be attributed to an increase in handgun murders. Firearm availability accounted for one-quarter of the rise in homicides.
