An 18-year-old woman in an advanced stage of pregnancy was admitted to hospital for gynaecological emergency treatment with pain after kicks to the lower abdomen. Premature detachment of the placenta was diagnosed and an immediate Caesarian section was performed. Although the newborn was resuscitated at once by the medical team, it died two days later in the paediatric hospital from multiorgan failure. The autopsy results together with the pathological findings of the palcenta proved the causal context between the kicks, the premature detachment of the placenta and the hypoxia requiring postnatal resuscitation, so that the perpetrator was found guilty.  相似文献

The paper examines the consistency of recent Kantian justifications of state authority through reflection on the normative implications of states’ territorial nature. I claim that their conceptual structure leaves these accounts unable to close the justificatory gap that emerges at the transition from legitimate authority simpliciter, to legitimate state authority. None of the strategies Kantian statists have come up with in order to solve this problem – based on the proximity, occupancy and permissive principles – provides the needed grounds on which to carve up the earth’s surface into jurisdictional domains. Yet, I conclude that this does not require Kantians to cede statist grounds altogether but to take a distinctly ‘global perspective’ on states.  相似文献

The trend within studies of voting and political attitudes has been to give less attention to class as a structuring dimension and more to postmaterial values. The basic argument of this article is that this is a false opposition: The adherence to different sets of values is related to social background, although in complex ways, which can only be discovered with a multidimensional conception of class. This conception may be found in Pierre Bourdieu's analytical approach, which is here applied in an analysis of survey data from the Danish city of Aalborg. Data from a survey of political attitudes are subjected to multiple correspondence analysis (MCA), which reveals a pattern of attitudes that is highly structured by both the old and the new dimensions of politics. Up to this point, the results converge with the state of the art. However, the methodology utilised (MCA) allows one to link the constructed space of attitudes to a set of indicators based on a two-dimensional conception of social class. On the basis of this analysis, the article concludes that the political landscape appears as highly structured by the two principles of social differentiation from Bourdieu's class model: volume and composition of capital. The conclusion is that social class understood in this way is closely related to both old and new politics, as well as to the propensity to vote for a political party from the left- or right-wing alliance.  相似文献

We test eight hypotheses on political factors influencing the likelihood that a fiscal policy adjustment occurs. We employ a panel discrete choice model for 20 OECD countries for the period 1970–2003. Two different definitions of fiscal adjustments are used to capture the differences between rapid and gradual adjustments. We find that these types of fiscal adjustment are primarily driven by economic factors and are hardly affected by political variables. The likelihood that a rapid adjustment takes place is only influenced by upcoming elections, while the likelihood that a gradual adjustment takes place increases in case of broad policy reform.  相似文献

The human brain shows a very high density of functionally important structures. Even small lesions may therefore cause clinical symptoms. Penetrating gunshots to the head are presumed to cause immediate incapacitation by subsequent disturbance of cerebral functions. Auch der Beitrag, den solche Lebensformen zum Gemeinwohl leisten, scheint mit jenem einer traditionellen Ehe kaum vergleichbar. Until recently, most research on political budget cycles was based on the (often implicit) presumption that these cycles do not differ across countries. However, more recent studies focus on heterogeneity. This paper surveys studies examining the factors conditioning the occurrence and strength of manipulation of fiscal policy for electoral purposes, at the aggregate level or at the level of a particular type of government expenditure. Conditioning factors discussed include: the level of development, institutional quality, age and level of democracy, electoral rules and form of government, transparency of the political process, the presence of checks and balances, and fiscal rules.  相似文献

This paper analyses the role of partisan politics in determiningthe local tax burden. Property taxes are the most important revenuesource which municipalities in the Netherlands can decide uponthemselves. Using a new data set on Dutch local property taxes in1996, it is concluded that municipalities with a council dominatedby left wing parties have a higher tax burden. We also find thatlarger coalitions have lower levels of taxation. Finally, taxexporting increases tax rates.  相似文献

The article examines populist and völkisch orientations of unionized workers, some of them active members of workers’ councils. It empirically shows how, in respondents’ everyday consciousness, protest motifs are intermingled with an ethnicized view of the social question. Völkisch populism can be interpreted as a Polanyi-type movement that is motivated by problems generated by post-growth capitalism, presenting itself as a venture to give back power to the people. Its revolt remains an imaginary one, though, for, ultimately in accordance with existing power relations, it aims at reconstructing an irretrievable past. Our empirical results keep a distance from monocausal explanations, though call to mind issues of class that have long been neglected. As workers perceive the current distribution of wealth as unjust, yet don’t believe in any possibility for change, they are spontaneously inclined to redefine existing top-down conflicts into inclusion-exclusion types. Professional right-wing populists take up and aggravate this tendency of exclusive solidarity and thereby pose a serious challenge for the unions as well as for democratic civil societies.  相似文献

We aim to get a better understanding of the accountability of central banks in their role of financial stability supervisors, distinguishing between three crucial elements: (1) the legal basis for the financial stability task, (2) providing of information on financial stability, and (3) the formal relationship between the accountable and the accountee. We conclude that in most OECD countries the law does not provide a clear objective for financial stability supervisors. Many central banks nowadays publish a stand-alone financial stability report. In most countries there are hardly any accountability measures in place regarding the objective of financial stability. JEL classification G28  相似文献
