Handelbare Flächenausweisungsrechte als Steuerungsinstrument zur Reduzierung der Flächeninanspruchnahme

Eine Trendwende des Fl?chenverbrauchs für Siedlungs-, Gewerbe- und Verkehrszwecke ist nicht zu erkennen. Für eine Fl?chenhaushaltspolitik mit dem Ziel der Fl?chenverbrauchsreduzierung ist es sinnvoll, nicht nur auf eine Verbesserung planungs- und steuerrechtlicher Instrumente zu setzen, sondern auch neue Instrumente auf ihre Tauglichkeit zur Reduzierung der Fl?cheninanspruchnahme zu untersuchen. Der Charme eines Handelssystems mit Fl?chenausweisungsrechten besteht darin, dass es von einer Obergrenze an zul?ssiger Fl?cheninanspruchnahme ausgeht, gleichzeitig den Kommunen einen h?chstm?glichen Freiheitsgrad bietet, weil es den Handel mit den Ausweisungsraten erlaubt. Es ist somit ein ?u?erst treffsicheres und effektives Instrument zur Reduzierung der Fl?cheninanspruchnahme, das gleichzeitig auch flexibel ist und gro?e Handlungsspielr?ume bietet.     

ONE TITLE,TWO LANGUAGES: INVESTIGAT ING THE TREND OF PUBLISHING ADULT NON-FICTION TITLES IN ENGLISH AND AFRIKAANS DURING 2010–2014 IN THE SOUTH AFRICAN TRADE MARKET

ABSTRACT

This article investigates the publication of titles in english and afrikaans (one title published in two languages) by looking specifically at three publishers: LAPA Uitgewers, jacana media and NB Publishers. Furthermore, the article examines why some books are more likely to be published bilingually than others in the sector of trade non-fiction for adults specifically; this excludes children's literature as well as titles in the religious trade sector. Bilingual publications from the period 2010–2014 are investigated for the article in order to examine this phenomenon over a relatively recent period of time. the research determines what the reasons are for publishers to publish in both languages, how the decision-making process takes place, and whether the timing of publishing bilingual titles plays a significant role in their publishing strategy. By investigating the reasons publishers use to make their decisions, the possible future of this trend is predicted. this information was collected through an investigation of available literature and also through interviews with key role players at the publishing houses.     

Difference, Disparity, and Race/Ethnic Bias in Federal Sentencing

Federal sentencing guidelines were enacted to reduce unwarranted disparities in sentencing. In this paper we examine the degree to which disparity in sentencing on the basis of race and ethnicity occurred in federal sentencing after the guidelines were implemented. We consider how much of the disparity is explained by offense-related factors as specified in the guidelines. We find that African Americans, Hispanics, and Native Americans receive relatively harsher sentences than whites and that these differentials are only partly explained by offense-related characteristics. We interpret our findings in light of attribution, uncertainty avoidance, and conflict theories.

Here, Waters explores the family law field's hopes and expectations of attachment theory, identifies a number of myths about attachment theory that may influence divorce decision making, and challenges why we ask the questions we do. His views encourage hardened supporters and detractors of attachment theory alike to identify a middle ground where the essence of attachment knowledge might best inform family law practices in divorce and separation matters.
