Recent research: The micro-politics of deliberation: Case studies in public participation

The contemporary emphasis on public participation in policy making derives both from concerns to increase the legitimacy of public decision making and to develop more dialogic forms of governance, and from more 'bottom-up' action intended to ensure that the voices of those excluded from policy making are heard. This has resulted in diverse forms of participative practice, including forums in which social movement organizations meet officials, and forums initiated by officials to which 'the public' are invited. This article examines four case studies of participation, studied as part of research conducted in the ESRC Democracy and Participation programme. It focuses on a micro-level analysis of the dynamics of exchanges within such forums to question the capacity of such forums to generate alternative discourses within which policy problems can be defined and addressed.     

The Dilemma of the Unsatisfied Customer in a Market Model of Public Administration

The relationship between administrative service performance and citizen satisfaction has been assumed, but not demonstrated, in the application of market models to public service delivery. Although the citizen satisfaction literature cautions that the link between objective and subjective measures of service quality is tenuous at best, public‐sector professional organizations define a managerial focus on objective measures of service performance as accountability to citizens for outcomes. What if we're wrong?     

Ni Vanuatu women graduates: what happens when they go home?

Part of New Zealand's aid to Pacific Island nations is given in the form of tertiary scholarships. Students awarded scholarships study at tertiary institutions throughout the Pacific, including New Zealand. But what is it like when they return home, fitting back into their culture and family life, and finding work? The research described in this article explored this question in relation to women graduates from Vanuatu when they returned after studying overseas for three or more years. Some slipped back in easily and found work quickly; others experienced profound culture shock on re-entry and took many months to find suitable work. If Vanuatu is to make the best possible use of these women's tertiary qualifications, and if donors are to realise the goals of their scholarship scheme, necessary changes include more co-ordinated support and regular tracer studies.     

Teen Choices,an Online Stage-Based Program for Healthy,Nonviolent Relationships: Development and Feasibility Trial

This article describes the theoretical foundation, development, and feasibility testing of an online, evidence-based intervention for teen dating violence prevention designed for dissemination. Teen Choices, a program for healthy, nonviolent relationships, relies on the transtheoretical model of behavior change and expert system technology to deliver assessments and feedback matched to stage of change for using healthy relationship skills. The program also tailors feedback to dating status, risk level, and other key characteristics. Ninety-nine students from high schools in Tennessee and Rhode Island completed a Teen Choices session and 97 completed an 11-item acceptability evaluation. Of participants, 100% completed the intervention session as intended. Evaluations of the program were favorable: 88.7% agreed the program feedback was easy to understand, and 86.7% agreed that the program could help people develop healthier relationships. Findings provide encouraging evidence of the acceptability and feasibility of this approach to dating violence prevention.     

The United Nations convention against the taking of hostages: The inside story

Abstract

This article briefly outlines the four‐year negotiating process from early 1976 to late 1979, which it was necessary to follow before agreement could be reached and the United Nations General Assembly adopted, by consensus, an international treaty designed to make the act of hostage‐taking a universal crime. The treaty requires that a ratifying state prosecute an international hostage‐taker found within its borders or hand over the hostage‐taker to another state for prosecution. It fills existing gaps in international law by abolishing existing “safe havens” for hostage‐takers. The article focuses in particular on the third and final three‐week meeting of the thirty‐five‐nation Ad Hoc Committee established by the United Nations to carry out this task and shows how agreement was finally achieved.     

Development impact fees: Modeling future growth and economic development in a south Carolina community

User fees are an attractive alternative to general taxes, especially property taxes, insofar as they are stable and appropriate. The development impact fee is sometimes used in growing communities, and can relieve the service cost burden of new development to existing residents in the short term. Their proper use demands forecasting development trends, population growth and economic conditions. The city of Mount Pleasant, South Carolina - a suburb of Charleston - has used simple models to assess impact fees for the past seven years. This paper will describe the models used to determine impact fees and also describe a more filly developed revenue model used to predict future growth of impact fees as one category of local revenue.     

Public Perceptions of Traumatic Events and Policy Preferences during the George W. Bush Administration: A Portrait of America in Turbulent Times

The American policy landscape during the George W. Bush administration was shaped by a series of traumatic events that confronted the nation and people of the United States. These included the terrorist attacks of 9/11 in 2001, the anthrax attacks in the fall of 2001, military actions in Afghanistan and Iraq, Hurricane Katrina in 2005, the threat of a flu pandemic in 2005 and 2006, the 2007 Intergovernmental Panel on Climate Change reports, and the financial collapse of 2008. The results of the 2008 presidential election appear to be a rejection of the Bush administration's major policy responses to these events, but the variation in type and level of public support among different groups suggests a much more varied and dynamic portrait of America in turbulent times. Using a multiyear panel survey, an interdisciplinary team of political scientists and psychologists analyzed the behavior and political responses to the events by the American public. The findings suggest that even seven years after the events of 11 September 2001, people with higher levels of post-traumatic stress symptomatology related to 9/11 have significantly different interpretations of the threat of terrorism and the appropriate policy responses to it than do others. Perceptions of threat, the political salience of terrorism and other traumatic events, the level of support for political leaders and assessments of the government's actions vary over time and across different groups within society based on the psychological, political and social, and personal characteristics of the respondent. These results help to open the black box of aggregate public opinion by providing a detailed portrait of how psychological, social, political, and personal factors affected perceptions and political behavior during the George W. Bush administration.     

'The fact that possesses my imagination': Rachel Carson,Science and Writing

Rachel Carson is a famous but unknown writer. She is remembered as a pioneering heroine of the ecological movement, but even her Silent Spring is hardly read and the great books about the sea that made her name are unknown to the public. Recent biographical accounts have focused on the problems Carson faced as a woman entering the male-dominated scientific community, and the sexist reception of her books. But her real life was plainly in her writing. Although the accounts of geology in The Sea around Us and of genetics in Silent Spring are outdated, her books remain classics, not only for their lucidity and beauty, but for a vision of the impersonal processes of evolution and geological time comparable to Darwin's. This is especially true of her trilogy of books on the sea: The Sea around Us , describing the biochemistry, history and geography of the oceans and their tides, Under the SeaWind, focusing on the interdependent lives of sea-creatures, while The Edge of the Sea deals with the lives, great and microscopically small, of the intertidal world. The corresponding theme of Silent Spring is the death of nature through man's folly.
